text-align: justify; word-wrap: break-word; word-break: normal; color: rgb(43, 43, 43); font-family: simsun, arial, helvetica, clean, sans-serif; line-height: 24px; white-space: normal; background-color: rgb(255, 255, 255);">应急预案要求，各级食品药品监督管理部门要建立药品和医疗器械安全突发事件监测制度，加强对重点品种、重点环节，尤其是高风险品种质量安全的日常监管。通过药品不良反应或医疗器械不良事件监测系统、药物滥用监测系统、投诉举报系统以及检验检测机制等搜集汇总药品和医疗器械安全信息和突发事件信息，监测潜在的药品和医疗器械安全事件信息。</p><p style="margin-bottom: 25px; white-space: normal; background-color: rgb(255, 255, 255);">药品生产、经营企业在发现或获知药品安全突发事件发生后，应当立即向当地食品药品监督管理部门，药品不良反应或医疗器械不良事件监测机构报告，医疗机构在发现或获知药品和医疗器械安全突发事件发生后，应当立即向当地卫生计生行政部门报告，同时向当地食品药品监督管理部门报告。报告时间最迟不得超过2小时。</p><p style="margin-bottom: 25px; font-size: 14px; line-height: 24px; text-align: justify; text-indent: 28px;  background-color: rgb(255, 255, 255);">药品和医疗器械突发事件发生后，县(市区)食品药品监督管理部门应立即会同有关部门，及时到达事故发生地开展先期处置工作。经过对事故的分析评估，核定为特别重大药品和医疗器械突发事件的，由国家食品药品监督管理总局统一领导和指挥事故应急处置工作；初判为重大药品和医疗器械突发事件的，由省食品药品监督管理部门应急工作领导小组负责组织指挥事件的应急处置工作；初判为较大药品和医疗器械突发事件的，由设区市食品药品监督管理部门负责组织指挥事故的应急处置工作；初判为一般药品和医疗器械突发事件的，由县(市区)食品药品监督管理部门负责组织指挥事故的应急处置工作。各级食品药品监督管理部门应采取启动响应、危害控制、医疗救治、检测检验、专家研判、信息汇总等应急处置措施，最大限度减轻事故危害。</span></p><p><span style="color: rgb(43, 43, 43);
