【仁成医疗】中国医疗市场令日本医疗产业界垂涎

background-color: rgb(255, 255, 255);">为促进日本医疗产业发展已成为“安倍经济学”的重要一环。而且，中国经济不断发展，使得新富阶层成为日本医疗产业界眼热的“美味蛋糕”。然而，令人担忧的是，就在各种打着高新技术旗号的医疗机构不断应运而生的同时，日本近年来医疗事故却屡有发生，其中不乏致死案例。 　　医疗产业成为安倍经济学重要一环 　　4月1日，日本新成立一家国家级研究开发法人“日本医疗研究开发机构”。该机构由文部科学省、厚生劳动省和经济产业省共同划拨1400亿日元筹建，并实施一体化管理，目的是“加速日本医药品和医疗机器领域基础研究成果的实用化”，开发重点定位在癌症与罕见疑难病的基因治疗、痴呆症与抑郁症精神疾病治疗等九大领域。 　　促进日本医疗产业发展被赋予“安倍经济学”第三支箭“经济增长战略”支柱内容的地位。首相安倍晋三本人更是坚持“首脑推销”路线，连年来多次借助国内外场合高调推介日本医疗技术的先进性，尽显其为日本医疗产业拓展国际市场开山凿路的意图。安倍甚至把它当成外交资源，表示十分愿意对俄罗斯发展远东地区贡献日本的先进医疗技术和经验。 　　医疗事故频发暴露产业扩张急躁心理<p style="margin-top: 0px; margin-bottom: 0px; padding: 0px; list-style: none; border: 0px; line-height: 30px; font-size: 15px; color: rgb(85, 85, 85); font-family: Arial, 宋体, Helvetica, sans-serif; white-space: normal; background-color: rgb(255, 255, 255);">　　日本媒体近日披露，神户国际高新医疗中心(KIFMC，简称医疗中心)在2014年12月到2015年3月之间，共对7名国内外患者实施了“活体肝移植手术”，结果有4名胆道堵塞症患者在手术后一个月内因肾脏或肝脏病情恶化而死亡。死亡患者中两名是日本人，另外两名是印尼人。 　　“日本肝移植研究会”的专家表示：“死亡率非常高，应该暂时停止继续实施并调查原因。”目前，一个由人体器官移植专家组成的团队正对事件展开第三方调查。 　　该研究会指出，在大约7000名接受活体肝移植的患者中，术后1年的存活率为85%。由于需对健康的器官供体开刀(使供体同样面临健康风险)，因而一般不主张对病情过重且救命可能性低的患者实施手术。(医疗中心)那么高的死亡率有可能是对病情不适宜移植的患者实施了手术而造成的。此外，实施活体肝移植手术正常必须配备专科医生6～10名，但该医疗中心在职驻院专科医生只有3名，实施手术时需要聘请临时医生。有批评声音指责该医疗中心的活体肝移植“手术体制不健全”。 　　作为手术主刀医生的田中紘一则表示：死亡的都是手术前病情不良、用尽治疗办法却没有收效的患者。在死亡率方面，由于患者数量还偏少，很难说是正确的资料。将全面协助调查，等待结果。 　　该医疗中心2014年11月才成立，是神户市医疗产业城市构想的重要一环。医疗中心院长田中紘一今年已73岁，主持和参加过2000例以上活体肝移植手术，号称日本肝移植外科手术“第一人”。有报道称，让他担任医疗中心的首任院长，目的之一就是为前来日本的外国患者实施手术。 　　而该医疗中心4月继续实施第8例活体肝移植手术。副院长菊地耕三表示，不认为此前患者的高死亡率现象是医疗事故，院方有履行(医疗)伦理委员会的正规手续，如果患者有必要实施活体肝移植手术，今后将继续进行。 　　另一方面，日本厚生劳动省已开始收集该医疗中心的诊疗信息，并向日本肝移植研究会和神户市方面了解对事件调查的进展。厚生劳动相盐崎恭久当天表示，研究会将进行核查并弄清情况。 　　去年，上述类似手术高死亡率的案例也曾被披露过。2010年到2014年之间，群马大学医学部附属病院消化器外科就有8名患者在接受腹腔镜肝脏切除手术后相继死亡。手术均由同一名医生主刀，8名患者均在术后4个月内因肝功能衰竭死亡。该病院的最终调查报告结论称：全部死亡事故均系主刀医生过失造成，该医生主刀的其他开腹手术中另有10名患者在术后死亡。 　　日本媒体去年10月曾披露，据日本厚生劳动省估算，日本每年与医疗相关的“意外死亡事故”在1300～2000件之间，近年因医疗事故导致患者死亡的案例更是屡见不鲜。 　　比如，东京女子医大病院2014年2月对1名两岁的颌下淋巴管肿患儿实施手术。术后患儿在重症监护过程中病情突然恶化，3天后死亡。事故调查结果显示，重症加强护理病房方面给患儿使用了人工呼吸机状态下禁用的镇静剂异丙酚，用量更高达成人剂量的2.5倍。再如，千叶县癌症中心发现，该中心自2012年9月到2014年2月，有3名接受同一医生主刀的腹腔镜手术的癌症患者在术后两周内死亡，同类事故则达到9起之多。 　　另据日本媒体近期披露，2013年4月，横滨市立大学附属病院一名50多岁的女患者因在营养管清理过程中被注入了高浓度醋酸导致小肠坏死而死亡。同年12月，山口大学医学部附属病院一名50多岁的女性在接受肾脏摘除手术时，因其他动脉被切断，两天后死亡。2014年2月，东京的国立国际医疗研究中心一名78岁女性在接受脊髓造影手术时，被错误注入了禁止在该手术中使用的造影剂而死亡。 　　而去年闹得沸沸扬扬的小保方晴子万能细胞(STAP细胞)研究实验严重造假问题，则充分暴露了日本意图通过抢占医疗科研前沿和高地助医疗产业国际扩张的急躁心理。 　　日本紧盯中国赴日“医疗旅游”人群 　　随着中国经济不断增长和社会福利保障的提升，中国医疗市场已然成为令日本医疗产业界垂涎三尺的巨大蛋糕。据称，中国内地特定社会阶层对赴日接受医学体检与治疗的人数也在逐年增长。2014年，中国内地访日游客已达到240万人次。4月11日到12日，中韩日三方旅游观光部门负责人会议又确立了新目标，即到2020年三方人员交流规模达到3000万人次。随着双边人员交流数量的回升与扩大，赴日“医疗旅游”人群料将继续扩大。因而，一方面中国国民在追求更先进、更高质量的健康服务消费的同时，宜深入而理性地审视国际医疗行业的实际情况与潜在风险；另一方面，中国医疗界仍应加速医疗科技与服务创新，全面提升自身的国内、国际竞争力。<p style="margin-top: 0px;
