全国医疗器械监督管理工作会议在京召开

1月21至22日，全国医疗器械监督管理工作会议在京召开。会议贯彻落实2016年全国食品药品监督管理暨党风廉政建设工作会议精神，全面总结2015年全国医疗器械监督管理工作，深入分析当前面临的形势，部署2016年医疗器械监督管理重点工作。总局副局长焦红出席会议并作重要讲话。  　　会议指出，2015年是全面完成“十二五”、精心谋划“十三五”的关键之年，也是食品药品监管领域重要改革之年，各级食品药品监管部门认真贯彻党中央、国务院的决策部署，大力推动落实“四有两责”，医疗器械监管工作取得新进展。一是全面贯彻落实《医疗器械监督管理条例》，制定出台相关配套规章和规范性文件，医疗器械监管法规体系基本形成，大力加强法规培训，确保法规制度有效执行；二是提升审评审批质量和效率，加快对创新产品的审评审批，医疗器械审评审批制度改革取得初步成效；三是强化风险管理，采取防控措施，加强生产、经营、使用全程监管，医疗器械监管工作切实加强；四是圆满完成“十二五”规划任务，建立完善医疗器械法规、标准、检验检测、不良事件监测体系，医疗器械安全责任体系初步形成；五是医疗器械国际交流合作进一步深化，取得了丰富成果，借鉴国际经验，提高我国医疗器械监管水平。  　　会议强调，“十三五”是我国全面建成小康社会的决胜阶段，是食品药品监管部门全面推进食品药品安全治理体系建设的重要战略机遇期。各级食品药品监管部门要充分认识党中央、国务院对食品药品监管工作的新要求，准确把握我国医疗器械产业发展的新特征，紧密跟踪医疗器械科技发展的新趋势，同时要积极面对医疗器械监管工作面临的新情况，进一步增强责任感、紧迫感和使命感。 <img data-s="300,640" data-type="jpeg" src="http://mmbiz.qpic.cn/mmbiz/dx3KibwtDhvda3s7ZGD3rPP1uXt8PE2K7qeS7Ig72DibNOnibxZTZ1xP2V7lWibKHq9gopquNU90ibXt7J2LkJahFFQ/0?wx_fmt=jpeg" data-ratio="0.625" data-w="320" /> 　　会议要求，2016年医疗器械监管工作以提高医疗器械质量安全水平为核心，以深入推进审评审批制度改革、全面提升医疗器械监管能力为着力点，大胆创新监管方式，完善医疗器械监管体系，以“四个最严”保障医疗器械安全。  　　一是深入推进医疗器械审评审批制度改革。全面贯彻落实医疗器械审评审批制度改革各项工作，大力推进医疗器械分类改革工作，修订《医疗器械分类目录》，改进医疗器械标准管理工作，研究国家重点支持医疗器械优先审评审批程序，全面开展省级医疗器械审评审批能力评估，适时启动医疗器械临床试验数据核查。  　　二是继续贯彻实施医疗器械监管法规。加强对监管人员的专业培训，强化对医疗器械生产经营企业和使用单位的宣贯培训。严格规范执法，严厉查处违法违规行为。 　　三是不断强化医疗器械监管责任落实。依法审评审批，确保每一个审评审批事项都能经得起实践的检验。明确各级监管部门监管事权，狠抓责任落实，建立长效机制强化高风险企业和产品监管。推动生产企业落实不良事件监测的主体责任。推进监督检查、监督抽验、行政处罚信息公开。  　　四是全面提升医疗器械监管能力。各地要建立与本地区产业发展水平和监管要求相适应的审评机构，统筹推进核查、检验和不良事件监测等技术机构的建设。加快建立职业化的审评员、检查员队伍，完善教育培训制度，加快信息化建设完善监管信息平台，加强社会共治，深化国际合作。  　　五是进一步加强党风廉政建设。食品药品监管系统要加大廉政风险防范和监督管理权力制约，打造一支忠诚、干净、担当的医疗器械监管队伍，要持之以恒抓好作风建设，提高监管队伍的创造力、凝聚力和战斗力。  　　北京、辽宁、上海、江苏、浙江、河南、湖北和广西等8个省（区、市）局作了大会交流发言。  　　各省（区、市）及新疆生产建设兵团、计划单列市食品药品监管部门代表，总后卫生部药监局代表，总局机关相关司局及直属单位代表，相关协会、学会代表参加了会议。 <p style="max-width: 100%;
