line-height: 25.6px; box-sizing: border-box !important; word-wrap: break-word !important; visibility: visible !important; width: auto !important;" /> 医药网8月21日讯　你见过医疗器械临床试验飞行检查吗？ 　　小编以前没见过，现在见到了。而开此先河的，不是国家药监总局，而是广西药监局。 　　广西：临床试验飞检后，一注册项目被毙了 　　7月28日，广西壮族自治区药监局在其官网上挂出了《关于对广西润盟医疗科技有限公司生产的糖化血红蛋白测定试剂盒（胶乳增强免疫比浊法）临床试验开展飞行检查有关情况的通告》。 　　通告称，该局于5月组织对广西润盟医疗科技有限公司在审医疗器械产品糖化血红蛋白测定试剂盒（胶乳增强免疫比浊法）（受理号：Gxzf-Proj-2017-13148）临床试验进行了飞行检查。 　　结果，该申请注册的产品被查出临床试验存在真实性问题，主要是： 　　1、在葛洲坝集团中心医院开展的临床试验中，临床试验机构临床试验采用全血样本，与临床试验方案及临床试验报告中显示的采用血清样本不一致；临床试验用样本不能在院内LIS系统追溯；临床试验用样本已被销毁，且无样本留存和销毁的原始记录，无法核实临床试验用样本是采用血清还是全血；检验仪器上未保留原始试验数据，均已被删除，也未备份，无法进行溯源。 　　2、在解放军第一六一医院开展的临床试验中，现场查实医院提供的临床试验方案及临床试验报告与企业注册申报资料一致，均采用血清样本及乳胶增强免疫比浊法。但是根据检验常规，人体内糖化血红蛋白一般主要存在于红细胞内，血浆和血清中含量很低甚至没有，对其检测无临床意义；临床试验样本已销毁，销毁记录未见签字，样本无法溯源；临床试验检测仪器中试验数据已删除，且无备份，无法进行溯源。 　　广西药监局决定，对该注册申请项目不予注册，并且同意广西润盟医疗科技有限公司撤回在上述两家医疗机构同期进行临床试验的总蛋白测定试剂盒（双缩脲法）等11个项目的注册申请。 　　临床试验，真的是可以被飞检的 　　飞行检查自打“诞生”后，已经在医疗器械生产领域广泛施行，从国家到地方，大量的医疗器械生产企业被飞检，然后被责令整改或是停产。 　　这两年，飞检又开始向医疗器械流通和使用领域蔓延，在不少地方，有不少的医疗器械经营企业和使用单位也被飞检了，然后被责令整改或是停业。 　　至于医疗器械临床试验飞行检查，国家药监局应该还没干过，广西局开了先河。那么，临床试验飞检可行吗？ 　　在国家药监局所发、自2015年9月1日起施行的《药品医疗器械飞行检查办法》中，是这么规定的： 　　有下列情形之一的，食品药品监督管理部门可以开展药品医疗器械飞行检查： 　　（一）投诉举报或者其他来源的线索表明可能存在质量安全风险的； 　　（二）检验发现存在质量安全风险的； 　　（三）药品不良反应或者医疗器械不良事件监测提示可能存在质量安全风险的； 　　（四）对申报资料真实性有疑问的； 　　（五）涉嫌严重违反质量管理规范要求的； 　　（六）企业有严重不守信记录的； 　　（七）其他需要开展飞行检查的情形。 　　显然，对医疗器械产品的注册申报资料是可以启动飞检工作，临床试验飞检也是药监的应有职权范围。 　　目前，按照药监总局的统一要求，全国各地药监也都正在加强对医疗器械临床试验的监督管理。未来，像广西局一样，直接对医疗器械注册产品的临床试验启动飞检的，只怕也会越来越多。 <p style="font-size: 16px;
