line-height: 25.6px; text-align: justify; max-width: 100%; box-sizing: border-box !important; word-wrap: break-word !important;"></strong></span></strong></p><p>医药网讯 除飞医网外，华业资本、国发股份等多家公司均都积极布局医疗供应链金融。医药供应商多数为中小企业，融资较困难，且医疗机构应收账款周期较长、坏账率较低，医疗供应链金融的介入空间十分巨大。</p><p> </p><p> “当前医疗供应链金融市场很大，我们预测医院今年的物资采购金额在1.3万亿元到1.5万亿元之间。”在8月18日至20日举办的2017中国医院协会信息网络大会（CHIMA 2017）上，飞医网联合创始人、总裁欧建雄向21世纪经济报道记者表示。</p><p> </p><p> 参照卫计委发布的全国卫生统计年鉴，2014年全国医院物资采购费用达1.22万亿元，2010年-2014年年均增速逾40%。按照每年20%左右的增速保守估计，2017年全国医院物资采购费也将达到1.5万亿元，医疗供应链金融生长土壤肥厚。西南证券研报亦认为，国内医疗供应链金融迎来黄金机遇，市场规模达千亿级。</p><p> </p><p> 实际上，包括华业资本、国发股份在内的多家公司都在进入医疗供应链金融领域。西南证券医药行业分析师朱国广指出，医药供应商多数为中小企业，融资较困难，且医疗机构应收账款周期较长、坏账率较低，医疗供应链金融的介入空间十分巨大。</p><p> </p><p> 欧建雄亦认为，医疗供应链金融服务可以提升医院精益管理，降低医院运行成本，同时可以为供应商提供金融服务，保证其经营不中断和整个供应链健康平稳发展，“医疗行业门槛较高，资本需要对行业有深入的了解，做好医院和供应商的资源整合或是成功关键。”</p><p> </p><p><strong> 飞医网称三年要签2000</strong><strong>家医院</strong></p><p> </p><p> 刚获得4000万元融资的飞医网出现在了CHIMA2017京颐集团的展台。在记者采访期间，多家医院相关负责人等都在向飞医网工作人员进行咨询，并达成了初步合作意向。</p><p> </p><p> 从上述工作人员的演示中可以看到，飞医网业务纵向覆盖了医疗机构科室计划、库房进销存、采购过程、供应商采购、临床科室消耗、财务应付款、监管部门业务等多方面管理；横向则覆盖了<strong><span style="color: rgb(0, 153, 102);">药品</span></strong>、耗材、血液试剂、办公用品等。</p><p> </p><p> 据了解，飞医网“医疗供应链云平台”，针对医用物资，建设云端供应链系统，帮助传统医院数字转型。目前，公司已经签约了200家医院，有供应商3000家，商品交易总额突破30亿元。</p><p> </p><p> “当前医疗供应链金融市场很大，今年飞医网将签约500家医院，3年后我们要签到2000家二甲以上医院，让公司在行业内形成规模优势。” 欧建雄表示。而前述飞医网的融资将用于继续拓展市场，挖掘医疗供应链市场。</p><p> </p><p> 一位来自新疆某医院物资科负责人向21世纪经济报道记者表示，现在医院都在主动提倡信息化提高效率节约成本。“我们医院已经与一家信息化公司进行合作，但是希望有更好的整体解决方案，所以再来对比一下。”</p><p> </p><p> 据了解，当下很多医院物资管理水平发展不平衡，一些医院需要从纯手工、半手工状态转向信息化支撑的状态。“医院物资科的几个人只管采购、入库，而实际耗材应用情况物资科可能并不知道，可能存在账目断流的情况，使得原来管账、出报表存在很多挑战。”欧建雄指出。</p><p> </p><p> 随着《国务院办公厅关于城市公立医院综合改革试点的指导意见》的出台，要求推进医院的精细化管理。医用物资的“采、管、用”机制亟待转变，医院需要通过IT手段提高医院采购物资管理的精细化程度。</p><p> </p><p> 而医院供应商则需要解决采供效率，加快周转，主动管理医院库存。欧建雄表示，占据市场份额60%的中小型<strong><span style="color: rgb(0, 153, 102);">医药</span></strong>流通企业，面临着应收账款周期长导致的运营资金匮乏、抵押无据、借贷无门的窘境。</p><p> </p><p> 国金证券研报显示，2016年中国工业企业应收账款余额规模约为11.5万亿；而且，随着商业银行不良贷款率从2014年以来一路攀升，到2016年3月已经上升到1.75%，已接近银行业风险2%的警戒线，这意味着银行将更注重贷款风控，资金流向信用好、负债率低的大企业，中小企业融资更加艰难。</p><p> </p><p><strong> 资本抢滩医疗供应链金融</strong></p><p> </p><p> 在欧建雄看来，虽然中小医药流通商存在应收账款周期长的问题，但其面临的对象是公立医院，属于有国家信用背书的公益性机构，而且具有近乎100%的偿还能力。公立医院作为买方的应收账款债项评级高，为公立医院供应商提供应收账款保理服务的风险也很低，所以医疗供应链金融有很大的生存土壤。</p><p> </p><p> “供应商和医院有长期的购销关系在，会持续供货，双方之间亦是真实交易。期间形成账期假定是6个月。这期间的应收账款，可以拿来向金融机构做融资，无实物抵押，纯粹基于数据和信用。然后金融机构根据一定的折扣率，放款，打给供应商。医院的款项是回给金融机构，直到还款还清为止，大大减轻了供应商的回款压力。” 欧建雄向21世纪经济报道记者解释称。</p><p> </p><p> 21世纪经济报道记者梳理发现，除飞医网外，华业资本、国发股份等多家公司均都积极布局医疗供应链金融。</p><p> </p><p> 如华业资本早在2015年就宣布搭建不超过200亿元的医疗金融平台，围绕医疗健康及医疗供应链金融产业开展投资，国发股份在2016年3月宣布收购河南德宝100%的股权，后者是一家创新型<strong><span style="color: rgb(0, 153, 102);">医疗器械</span></strong>耗材的智慧供应链服务提供商，对接供应链金融，形成物联网技术加云平台的模式。</p><p> </p><p> 虽然诸多资本都看好并尝试切入医疗供应链金融，很多<strong><span style="color: rgb(0, 153, 102);">企业</span></strong>业务发展却并不顺利。据21世纪经济报道记者了解，某制药企业在2015年亦成立了医疗供应链金融方向公司，为医药企业、医药流通商提供金融服务。但目前该业务量正在逐步萎缩，只有10亿元左右的规模。</p><p> </p><p> “因为合规问题，过去资产几乎全部都不做了，换成小额资产项目，医药也不是唯一的板块，当下处于转型上量阶段，增加了其他行业业务。”上述公司负责人近日向21世纪经济报道记者表示。</p><p> </p><p> 除传统企业在布局医疗供应链金融外，更多的互联网金融公司也在切入这一细分领域，瞄准的同样是目前医药<strong><span style="color: rgb(0, 153, 102);">代理</span></strong>商的一些痛点问题。如8月19日，用友供应链金融针对医疗卫生行业代理商发布了融资产品“医采e融”。</p><p> </p><p> 用友相关负责人表示，该产品是在新医改和两票制等新政背景下，针对医院和代理商面临的诸多新问题和新变化，由用友供应链金融事业部和用友医疗共同研发，给医疗行业代理商定制融资解决方案，以解决代理商资金压力大，周转资金短缺的问题。</p><p> </p><p> 京颐集团董事长李志认为，医疗供应链突破的主要难点在于如何切入医院，只有与医疗服务密切的机构才能真正切入医院市场，当年保险做医疗直赔一直切入不到医院，他们不可能做IT、花很多精力去接入这么多医院，所以更多的是与第三方平台进行合作。“医疗供应链或许比医疗保险、理赔的市场更大，成长空间很大。”</p><p> </p><p> 一位业内分析人士亦指出，目前类似医药工业企业、医药流通企业虽然可以提供相关平台，但其本身IT技术储备并不充足，且面临监管的争议；而一些HIS、HRP系统厂商也可以提供物资管理的模块，但整体功能简单不能满足医院的需求；而物资管理软件提供方只是基于院内的本地部署，缺少院外云平台，不能形成大数据的汇集，造成数据孤岛。因此，医疗供应链云平台公司更具优势。</p><p style="font-size: 16px;
