ingFang SC', 'Lantinghei SC', 'Hiragino Sans GB', 'Microsoft Sans Serif', 'WenQuanYi Micro Hei', sans; font-size: 18px; line-height: 36px; text-align: justify;">建立高水平的质量控制体系</section></section></section></section> 首都医科大学附属天坛医院常务副院长、国家神经内科专业质控中心王拥军教授介绍，过去20年间，我国脑卒中患病的人数在增加，但是死亡率在下降，发病率基本持平。“死亡率下降是我们的治疗质量控制和医疗技术的进步换来的，患病人数增加主要是人口老龄化和人口基数增加带来的。”王拥军说。　　据王拥军介绍，我国关于脑卒中，已建立了非常完善的质控指标，一共13项。“指标体系建立之后，在国家卫计委的领导下，我们建立了全国的神经内科医疗质量体系。这个体系在每一个省都有省级的神经内科质控中心，国家有国家质控中心，形成了两级质控，形成了省级为主国家指导的基本质控方式。另外，建立了国家1800家医院常规监测的质量平台。这个体系应该是全世界最完善的质控体系之一。”王拥军说。　　王拥军说：“从数据可以看到，过去15年间中国脑卒中的死亡率全部同比下降，复发率和国际持平。尤其是去年4月，《心内学杂志》发表了世界最主要国家脑卒中的复发率，中国和法国、美国、新加坡基本是一个水平。”　　浙江医科大学附属第一医院传染病诊治国家重点实验室副主任肖永红教授说：“我国卫生计生部门在耐药菌控制和抗菌药合理使用方面非常重视，2004年就颁布了抗菌药物使用原则，并开展了一系列工作。2011年以后，专门开展了抗菌药合理使用的专项整治工作，过去6年间成绩非常突出。”　　据肖永红介绍，我国抗菌药使用大幅度下降，医疗机构抗菌药占比从2011年专项整治开始时的19.7%，下降到去年的11.2%。住院患者抗菌药物使用方面也取得了非常突出的成绩。住院患者抗菌药使用比率、门诊患者抗菌药使用比率和外科清洁接口手术预防使用比率也大幅下降。在2010年，住院患者的抗菌药使用率为67.3%，门诊使用率19.4%，外科清洁切口使用率95%。但是通过几年专项整治后，到2016年，住院患者抗菌药使用比率只有37.5%，门诊使用率8.7%，清洁切口预防使用率42.4%。　　肖永红说：“随着抗菌药使用的更加规范和合理，从监测数据来看，最近几年耐药菌的上升势头得到了非常好的遏制。超级耐药菌（MRC）或者是金黄色葡萄球菌下降趋势非常明显。我们现在MRC的水平已经比美国还低。美国最近监测的医院数据是44%，印度是48%，希腊40%，葡萄牙48%。而我们只有35.8%，和意大利、西班牙等国家是持平的。目前这个数据还在进一步下降。” <p style="max-width: 100%;
