text-align: right; letter-spacing: 0.25px; line-height: 1.75em; font-size: 15px; color: rgb(89, 89, 89); box-sizing: border-box !important; word-wrap: break-word !important;"></span></p><p>“去大城市的大医院看病，花在路上的时间就得好几天，去了也不一定能挂上专家号。现在，宁夏医科大学总医院的专家定期来县医院坐诊查房，看病太方便了。”</p><p><br /></p><p> 医疗资源中，医生是最宝贵的资源。现实情况是，由于医疗资源的不合理配置以及由此带来的患者无法合理分流，使医疗技术最精湛的医生始终集中于城市大医院。有没有破题的办法？</p><p><br /></p><p> 2015年，《国务院办公厅关于推进分级诊疗制度建设的指导意见》下发后，我区加快建立新型医疗卫生联合体。在农村地区，推进县乡一体化管理试点，通过选择托管、联办、协作方式，采取“1+1”或“1+n”的形式，建立以“县级医疗机构为龙头、乡镇卫生院为枢纽、村卫生室为基础”的县乡村医疗卫生一体化管理。截至目前，全区已有76家乡镇卫生院纳入县乡医疗卫生一体化管理范围，乡镇卫生院门诊诊疗人次较去年同期上涨11.5%。</p><p><br /></p><p> 在城市，我区加快推进城市社区卫生综合改革，构建“综合医院—社区卫生服务中心—社区卫生服务站”管理一体化的医疗服务联合体，建立综合医院专家到城市社区卫生服务机构巡回诊疗和坐诊制度，通过建立科室对口扶持、医师多点执业、业务指导培训、区域信息联网、双向转诊绿色通道等举措，实现医联体内分级诊疗、资源共享。截至目前，全区已有116家社区卫生服务机构与综合医院建立医联体，占社区卫生服务机构总数的63.54%。</p><p><br /></p><p> 今年以来，位于银川市兴庆区大新镇新水桥安置区的大新镇卫生院一改以往冷清局面，看病的村民逐渐多了起来。以前，由于乡镇卫生院医疗技术有限、人员老龄化严重等问题，村民宁可多跑路去城里大医院看病，也不愿在家门口的卫生院就诊。兴庆区借助市级以上人民医院医疗技术、医疗设备、管理水平等优势，委托银川市第三人民医院对大新镇卫生院实行医疗技术、人员、专家全权管理。如今，大新镇卫生院单月门诊量从500人次增长到近2000人次。</p><p><br /></p><p> 泾源县近年来深入推进医改，和宁夏医科大学总医院签订托管协议，三甲医院专家轮流在县医院坐诊。今年4月，又安排县医院骨干医师轮流到基层卫生院坐诊。这种分级坐诊的办法，使优质医疗资源下沉，方便了群众就医，减少了群众负担。目前，全县7个乡镇卫生院、96个村卫生室和县医院都连接了宽带网，全面启动医联体试点工作，逐步建立“基层首诊、双向转诊、急慢分治、上下联动”的分级诊疗模式，切实解决群众看病就医、医药费用负担等系列难题，让群众在家门口享受优质医疗服务。</p><p><br /></p><p> 针对基层面临的基础薄弱、设备短缺、人员不足、能力不高等问题，我区扎实推进“群众满意的基层医疗卫生机构”创建活动，在全区创建400家群众满意基层医疗卫生机构，其中，乡镇卫生院70家、村卫生室300家、城市社区卫生机构30家。22家乡镇卫生院获国家级群众满意乡镇卫生院称号，2家城市社区卫生服务中心获全国百强社区卫生服务中心称号。在全国率先建立农村基层远程会诊系统，到今年底，全区所有乡镇卫生院都将实现远程心电会诊和放射影像会诊。截至目前，全区已有86%以上的乡镇卫生院、社区卫生服务中心设置了中医科、中药房，配备了中医诊疗设备，能够开展10项以上中医药适宜技术，66%村卫生室能够提供中医药服务。全区已有13个县（区）达到了全国基层中医药工作先进单位标准。</p><p><br /></p><p> 今年，我区全面实施“千名医师下基层” 活动，从公立医院（包括中医院、专科医院）、公共卫生机构中选派1000中级职称以上卫生专业技术人员，对口支援全区县级医院、乡镇卫生院和城市社区卫生机构，并与职称晋升“凡晋必下”制度相结合，确保每个基层医疗卫生机构拥有2名及以上对口专业人员。开放城市医院基本医保药物“下基层”，印发了《宁夏回族自治区基层医疗卫生机构非基药物目录（2016年版）》，允许基层采购使用城市二级医院临床常用药物150个品种，满足了高血压、糖尿病等21种医疗保险门诊大病患者和儿童、妇女常见病、多发病患者在基层医疗卫生服务机构临床诊疗用药。</p><p><br /></p><p style="text-align: center;"><strong style="letter-spacing: 0.5px;
