/></p><p><strong><span>项目安排上包括全面提升县域医疗卫生服务能力，加强区域医疗中心建设，</span></strong><span>升级改造重大疫情救治基地，提高危重患者救治水平，储备一定数量的救治设施设备。</span></p><p><br  /></p><p><p><img /></p></p><p><span>在《通知》中，公共卫生防控救治能力的建设任务将分为5个方面进行，<strong>分别是疾病预防控制体系现代化建设、全面提升县级医院救治能力、健全完善城市传染病救治网络、改造升级重大疫情救治基地以及推进公共设施平战两用改造。</strong></span></p><p><br  /></p><p><span>可以说，在疫情之下国家对于公共卫生防控救治能力建设更是全面抓紧，并且对于县域医共体建设和储备大批救治医疗设备，也已是大势所趋，而此次资金的落地，可以说更大程度上加速工作的落实。</span></p><p><br  /></p><section><section><section><section><section /></p><p><span>自开年来，新冠疫情防控应该说是一场持久战，对于加强县级医院救治能力也一直是国家所重视。<br  /></span></p><p><br  /></p><p><span>6月3日，国家发改委发布，<strong>《关于加快开展县城城镇化补短板强弱项工作的通知》(简称《通知》)。</strong></span></p><p><br  /></p><p><p><img src="image/20201014/edce0dd8bb27873a50d65863096a1955_4.png" /></p><br  /></p><p><br  /></p><p><span>《通知》中值得注意的是，第一项就<strong>提出了对于在健全医疗卫生设施方面，主要是县级综合医院（含中医院）提标改造，</strong>其次推进县级疾控中心标准化建设，配齐疾病监测预警、实验室检测、标本采集、现场处置等设施设备和完善县级妇幼卫生健康服务机构。</span></p><p><br /></p><p><span>而医改重点任务之一，就是要把县域医院做强，真正实现县医院改革所提出的战略目标：<strong>“确保大病不出县，90%的患者看病问题能在县域医院解决”。自2017年以来，全国已建成县域医共体2388个。</strong></span></p><p><br  /></p><p><span>可以说，县级医院与县域医共体建设，已是大势所趋，且增量空间也是很大的，对于这120个县/地级市的医疗“新基建”，相关医疗设备配置力度也将不断加大，同时储备救治设施也是重中之重，这对于IVD行业来说，无疑是让市场再度扩容。</span></p><p><br  /></p><section><section><section><section><section /></section></section></section></section></section><p><span>7月6日，国家发展改革委下达项目中提到，要储备一定数量的救治设施设备，及时服从国家统一调配。</span></p><p><br  /></p><p><p><img /></p><p><span>在7月2日，国家卫生健康委员会发布<strong>《关于进一步加快提高医疗机构新冠病毒核酸检测能力的通知》（以下简称《通知》）。</strong>《通知》中提出，要求各地和医疗机构要将提高核酸检测能力作为基础性工作，<strong>强化核酸检测能力储备，尽快提高检测能力。</strong></span></p><p><br  /></p><p><p><img src="image/20201014/5acdcca9310b957e6868fad6b0a41b86_8.png" /></p></p><p><br  /></p><p><span>无独有偶，5月21日国家发展改革委、国家卫生健康委、国家中医药局3部门联合发布了《公共卫生防治救治能力建设方案》（简称《方案》）。</span></p><p><br  /></p><p><span>值得注意的是<strong>《方案》中提出为确保医疗机构储备质量合格、数量充足的医用口罩、隔离衣、眼罩等防护用品，一般不少于10日用量。</strong></span></p><p><br  /></p><p><br  /></p><p><p><img /></p><p><span>而这次疫情爆发，俨然倒逼国内各IVD企业铆足功夫，自主研发新冠病毒诊断试剂，无疑促进我国IVD行业大发展。同时，也让各企业赚的盆满钵满，纷纷崛起抢占市场。<br  /></span></p><p><br  /></p><p><span>目前2020年已上市4家企业，分别是东方生物、万泰生物、新产业、安必平，同时还有10家在排队上市！</span></p><p><br  /></p><p><span>在疫情催生下需求不断增加，此次医疗设备的储备将使得IVD市场再度扩容。但同时，市场的不断扩容，行业竞争也日益激烈，而如何研发出真正满足市场需求和具备技术创新能力的产品是IVD企业面临的下一个挑战。</span></p><p><br
