国务院发布重磅文件，或将带动国产影像核心部件的飞速发展

/></p></p></section><section><section><span><strong></strong></span></section><p><span>医疗器械媒体报道先锋</span></p><p><span>分享专业医疗器械知识</span></p></section><section><section><section><span>关注</span></section></section></section></section></section></section></section></section></section></section></section></section></section></section></section></section></section></section></section></section></section></section></section><p><br  /></p><p><span>中、美芯片之争，是一场没有硝烟的战争，从中兴受罚到华为被禁，缺芯之痛，触动了每一个中国人。而这场芯片之争也在不断的升级中，不再局限于某一行业，转而向更多领域扩散。大量医疗器械受到波及，因此近日国务院专门下发了相关政策，鼓励国产化发展。</span></p><p><br  /></p><p><span>8月4日，国务院印发《新时期促进集成电路产业和软件产业高质量发展若干政策》(以下简称“《政策》”)。</span></p><p><br  /></p><p><p><img /></p></p><p><br  /></p><p><span>《政策》强调，集成电路产业和软件产业是信息产业的核心，是引领新一轮科技革命和产业变革的关键力量。</span></p><p><br  /></p><p><span>与此前的《国务院关于印发鼓励软件产业和集成电路产业发展若干政策的通知》(国发〔2000〕18号)、《国务院关于印发进一步鼓励软件产业和集成电路产业发展若干政策的通知》(国发〔2011〕4号)相比，新的《政策》首次将集成电路放到了首位和最重要的位置，在减免所得税、增值税、关税，鼓励境内外上市融资，鼓励进口，推动关键核心技术攻关，加强人才培养等方面出台了一系列措施，鼓励集成电路产业和软件产业发展，大力培育集成电路领域和软件领域企业。</span></p><p><br  /></p><p><span>《政策》明确，凡在中国境内设立的集成电路企业和软件企业，不分所有制性质，均可按规定享受相关政策。鼓励和倡导集成电路产业和软件产业全球合作，积极为各类市场主体在华投资兴业营造市场化、法治化、国际化的营商环境。</span></p><p><br  /></p><p><span>与消费类电子产品或通讯类设备相比，<strong>医疗设备应用到的集成电路的数量很少，但往往属于核心部件</strong>，特别是对于影像设备而言。比如，DR的动态平板探测器是今后的发展方向，它将对芯片的处理速度和传输速率提出更高要求；CT、磁共振以及放疗设备，都需要用到模拟采集芯片；影像设备对图像后处理的算法，也将用到更高端的FPGA芯片。</span></p><p><br  /></p><p><span>集成电路技术在医疗领域的应用可以大致分为以下四种类型：</span></p><section data-role="list" data-color="#374aae"><ul><li><p><span>影像设备：超声、CT、磁共振、X射线、PET、基于CMOS相机的内窥镜等；</span></p></li></ul></section><section data-role="list" data-color="#374aae"><ul><li><p><span>医疗仪器：实验室配套电子设备、透析机、分析仪、外科手术设备、牙科设备；</span></p></li></ul></section><section data-role="list" data-color="#374aae"><ul><li><p><span>家用医疗设备：数字体温计、血糖仪、血压计、胰岛素泵、心率计、辅助听力（数字助听）设备等</span></p></li></ul></section><section data-role="list" data-color="#374aae"><ul><li><p><span>患者监护类设备：监护仪、心电图仪、脑电图仪、血氧计、血压计、温度计、呼吸机、除颤器、植入设备等。</span></p></li></ul><p><br  /></p></section><p><span>目前，影像设备中用到的芯片仍以美国厂商为主，如TI、ATI、Xilinx(赛灵思)、Marvell、Micron（美光）等。中美建交40年的经验告诉我们：合则两利，斗则两败俱伤。中国缺芯，美国通过芯片限令来掐脖子；中国搞定芯片，美国就通过芯片制造来阻止；中国搞定芯片制造，美国则将通过制造设备、材料以及软件来控制。因此，&nbsp;中国走出芯片困境，需要勇气和理性并存。</span></p><p><span><br  /></span></p><p><span>根据中国半导体工业协会（CSIA）的数据，过去五年，中国芯片企业总收入每年以超过20%的速度增长。据估计，2018年中国芯片企业在全球半导体销售和半导体制造领域仅占3%到4%的整体份额，其中，中国在无晶圆厂设计企业的进步最为显著。中国目前有1,600多家本土芯片设计企业，在全球市场中所占份额总计为13%，而在2010年，这个数字为5%。《政策》的发布，无疑将促进国内集成电路产业的繁荣，进而带动以集成电路为基础的各类医疗设备飞速发展。</span></p><section><section><section><section><section><section><section><section><p><br  /></p></section></section></section></section></section></section></section></section><p><span>查看政策原文，可点击下方“</span><span>阅读原文</span><span>”。</span></p><section><p><br  /></p></section><section><section
