<p style="line-height: 1.5em; margin-bottom: 10px;">1月19日，国务院总理李克强主持召开国务院常务会议，推进深化医药卫生体制改革，部署加强乡村医生队伍建设、更好保障农村居民身体健康，讨论通过《全国医疗卫生服务体系规划纲要》，促进优化资源配置和服务升级。</p><p><br /></p><p style="line-height: 1.5em; margin-bottom: 10px;">在加强乡村医生队伍建设方面，国务院常务会议确定，在原则上按照每千服务人口不少于1名的标准在全国配备乡村医生。采取公建民营、政府补助等方式，支持村卫生室建设和设备购置。对乡村医生开展免费培训和脱产进修，建立乡村全科执业助理医师制度；探索实施乡村医生与农村居民签约服务模式，并按规定收取费用。会议还提出，拓宽乡村医生发展空间，提高乡村医生收入。将2014年、2015年对农村地区新增的人均基本公共卫生服务补助资金，以政府购买服务的方式全部用于乡村医生，今后继续重点倾斜。对艰苦边远地区乡村医生加大补助力度。进一步提高乡村医生养老待遇，为他们搭建留得住、能发展、有保障的舞台。</p><p><br /></p><p style="line-height: 1.5em; margin-bottom: 10px;">值得关注的是，会议讨论通过了《全国医疗卫生服务体系规划纲要》，明确了以下重点任务：一是分级设置各类公立医院。县级原则上设1个县办综合性医院和1个中医类医院，在京津冀、长三角、珠三角等地区探索建立跨区域医疗卫生机构。</p><p><br /></p><p style="line-height: 1.5em; margin-bottom: 10px;">二是大力发展社会办医。鼓励社会力量与公立医院共同举办新的非营利性医疗机构、参与公立医院改制重组，支持发展专业性医院管理集团。放宽中外合资、合作办医条件。</p><p><br /></p><p style="line-height: 1.5em; margin-bottom: 10px;">三是科学布局优质医疗资源。优先加强县级医院服务能力，支持村卫生室、乡镇卫生院和社区卫生服务机构标准化建设。</p><p><br /></p><p style="line-height: 1.5em; margin-bottom: 10px;">四是强化功能布局与分工协作。由基层医疗卫生机构逐步承担首诊、康复和护理等服务，分流公立医院普通门诊。鼓励发展远程医疗。</p><p><br /></p><p style="line-height: 1.5em;
