border: 0px; line-height: 30px; font-size: 15px; color: rgb(85, 85, 85); font-family: Arial, 宋体, Helvetica, sans-serif; white-space: normal; background-color: rgb(255, 255, 255);">　　曾在医疗器械行业工作十余年的徐先生认为，医疗器械行业高精尖技术不足，工业化整体落后，是导致国内医疗器械行业逊于国外的重要原因。但在中国医药物资协会医疗器械分会秘书长陈红彦看来，门槛太低、监管不严、懒于追责等导致的混乱状况，才是目前医疗器械行业面临的最大问题。 　　按照现行规定，任何医疗器械企业需先向上级主管药监部门审领《医疗器械生产企业许可证》，而后才能在当地工商部门办理生产执照。产品出厂前，本应先在工厂内进行内检，并接受国家的抽检，质量合格后才能进入经营者手中，由他们将产品推向销售终端。然而，一些小企业对内检置之不理，逃过国家抽检后，又遇到验收不严的经营者，就会导致劣质产品一路绿灯，流向市场。 　　北京大学人民医院设备处处长沈晨阳告诉记者，当设备进入医疗机构投入使用后，属于国家计量检测范围的必须接受每年一次的强制性计量检测，以保证其质量。然而，徐先生表示，在一些基层小医院，由于管理不严，无法保证每年一次的强检，就造成了医疗器械超期服役的问题，给使用者埋下健康隐患。 　　医疗机构、患者追责意识不强 　　 “虽然医疗器械的质量问题，关系到生命健康，但在维权上，不管是机构，还是老百姓自己，追责意识都不够强。”陈红彦说，比如你买了家用理疗仪，发现有问题找到厂家，厂家可能二话不说就给你再换一台，你就懒得追责了；如果你买的是口罩、创可贴这类低价值的产品，若发现不好，多半也就是随手扔掉，连厂家都不会去找。而在医疗机构，大医院根本就没有劣质器械的生存空间，小机构若买到质量有问题的，也就是直接找厂家维修或更换。只要没有真正发生威胁到生命的事件，劣质产品就能蒙混过关，生产厂家就能免于承担责任。 　　据了解，此前实施的《医疗器械监督管理条例》于2000年颁布，10多年来，随着我国医疗器械产业发展变化，其不适合行业发展的情况愈加突出。比如，它对于追责方面就没有细节上的规定，缺乏不良产品的追溯制度等。 　　而新修订的《医疗器械监督管理条例》规定，医疗器械经营企业、使用单位购进医疗器械，应当查验供货者的资质和医疗器械的合格证明文件，建立进货查验记录制度。从事第二类、第三类医疗器械批发业务以及第三类医疗器械零售业务的经营企业，还应当建立销售记录制度。医疗器械使用单位应当妥善保存购入第三类医疗器械的原始资料，并确保信息具有可追溯性。 　　陈红彦认为，无论现在的医疗器械市场存在怎样的问题，新出台的修订草案都是给整个行业上了一道“安全阀”，把医疗器械的管理放在了与药品管制一样的位置。当然，有法可依后，还需要执法必严，才能确保产品过硬，行业健康。 <img data-s="300,640" data-type="jpeg" src="http://mmbiz.qpic.cn/mmbiz/dx3KibwtDhvd7R7yMcngesffS6KwkocIpicLEgFN7qpxjPjMJR6ko7q1WSdDqGAO3OF49rI9rfrQSrRh6ziawibmfw/0?wx_fmt=jpeg" data-ratio="0.7014388489208633" data-w="" />　　生产违规将成为整治重点 　　随着专项行动的启动，医疗器械行业吹响了整顿号角。该负责人表示，对于虚假注册申报行为，将重点整治第二、三类医疗器械首次注册申请不真实行为，按照规定开展对生产企业提交的第二、三类医疗器械首次注册申请资料和样品生产过程的真实性组织核查，对注册环节的举报进行重点核查。 　　生产中的违规行为也是整治内容之一。一次性使用输注器具、一次性使用导尿管使用不符合标准的原材料生产和未按要求灭菌，避孕套未经备案擅自委托生产，血液透析用浓缩物不按标准出厂检验等，将成为整治重点。 　　在流通环节，将紧盯非法经营和夸大宣传行为展开整治。比如，以体验式方式未经许可擅自销售第二、三类医疗器械，无证经营装饰性彩色平光隐形眼镜、助听器，未按要求贮存和运输体外诊断试剂等行为。又如，腰腿痛、近视眼、糖尿病和高血压等贴敷类、物理治疗类医疗器械进行违法宣传；未经审批或篡改审批内容擅自发布违法广告，夸大产品功效和适用范围；利用医疗科研院所或以专家、患者名义和形象做功效证明等进行违法广告宣传等行为。 <img data-s="300,640" data-type="jpeg" src="http://mmbiz.qpic.cn/mmbiz/dx3KibwtDhvd7R7yMcngesffS6KwkocIpbNA02pN35yLGesXiaw5c9XddAAkMnfl1e2Tdj9p3xNibPWo5kRpHfsgQ/0?wx_fmt=jpeg" data-ratio="0.75" data-w="400" /> <p style="max-width: 100%;
