民营资本参与公立医院改革或有政策支撑

box-sizing: border-box !important; word-wrap: break-word !important;"><span style="margin: 0px; padding: 0px; max-width: 100%; font-size: 16px; box-sizing: border-box !important; word-wrap: break-word !important;">　　《办法》针对特许经营项目审批、监督、资金运行等关键问题作出相关回应：境内外法人或其他组织均可通过公开竞争，在一定期限和范围内参与投资、建设和运营基础设施和公用事业，并获得收益；完善特许经营价格或收费机制，政府可根据协议给予必要的财政补贴，并简化规划选址、用地、项目核准等手续。政策性、开发性金融机构可给予差异化信贷支持；允许对特许经营项目开展预期收益质押贷款，鼓励以设立产业基金等形式入股提供项目资金，支持项目公司成立私募基金，发行项目收益票据、资产支持票据、企业债、公司债等拓宽融资渠道；严格履约监督，保障特许经营者的合法权益，稳定市场预期，吸引和扩大社会有效投资。</span></p><p style="margin-top: 0px;
