padding: 0px; line-height: 28px;"> “对于急需购置设备而资金相对短缺的医疗机构而言，医院只需要支付少量资金，一般是设备价格的10%-20%，便可获得设备的使用权、经营权、收益权，并最终获得设备的所有权。”前海一家融资租赁公司总经理介绍。这一杠杆效应，让越来越多的医院选择融资租赁作为“输血”渠道。</p><p style="line-height: 1.75em;"> 北京A医院，急需3000万资金完成医院住院楼最后建设工程，另购置部分配套医疗设备需资金6000万元。该融资租赁公司为A医院设计了期限五年，回租3000万元和直租5400万元的两个融资租赁方案。<br /></p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 1.75em;"> 回租方案中，医院以现有价值5000万元医疗设备按6折出售给上述租赁公司，租赁公司按照合同约定直接向医院支付3000万元的租赁物转让价款，填补在建工程资金缺口。直租方案中，医院首付10%，从租赁公司融资90%，完成医疗设备的采购，以每月支付租金方式偿还融资。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> “租赁渠道很灵活，租赁公司可以针对医院及具体租赁设备情况，对首付款、保证金、租赁期限、租赁利率、租赁偿还节奏以及最终的租赁物件处置等多个租赁要素进行调整，设计成符合医院情况的个性化方案。”上述总经理称。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> <strong style="margin: 0px; padding: 0px;">风险：政策擦边球</strong></p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> 值得注意的是，医院举债存在较大的政策风险。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> 2014年6月，国家卫生计生委办公厅下发《抓好2014年县级公立医院综合改革试点工作落实的通知》，要求禁止公立医院举债新建医院或购买大型医用设备等。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> 广东金唐律师事务所律师石柱华指出，尽管大量民营医院不受此政策限制，但按照物权法，医院的公益设施不能抵押，民营医院同样面临风险。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> “民营非营利医院的大型医疗设施是否以公益为目的，很难界定。租赁期间，承租方占有使用，也难免承租方将医疗设备再租赁或出卖给第三方的情况。”一位融资租赁业人士认为。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> 受此影响，部分银行开始回避为做此类项目的租赁公司提供贷款。然而，由于现金流稳定，回报丰厚，医院资产依然是令租赁公司垂涎的一大领域。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> 如，某租赁公司将目标客户锁定在年收入超过3000万的公立医院或者年收入超过6000万的非盈利民营医院，资产负债率不超过45%，租赁期限5年以下。此外，要求设备供应商为知名厂商，租赁物件以保值性较好的设备为主。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> “很多银行不敢踩红线，我们忍痛割舍了些项目。”前述总经理坦言。据她透露，目前能够开展这类业务的主要是小银行。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> 为控制风险，“与银行对接过程，将5年合同拆分成一年一年的短期借款，也是一种常用操作模式。”该总经理称。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> 还款来源方面，地方政府成为一个风控关键。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> “这一两年碰到很多上亿的大型项目，基本上都是地方融资平台，以医院作为载体，可能由城投公司担保，财政局偿还。这种项目主要看地方政府的还款能力，优中选优。”前述融资租赁总经理透露。</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> 某大型国有银行对公业务人士也向21世纪经济报道记者印证了这一说法，“去年开始，介绍了不少地方融资平台项目给融资租赁公司，我们无法再直接放款。”</p><p style="margin-top: 15px; margin-bottom: 15px; padding: 0px; line-height: 28px;"> 此外，石柱华指出，医疗设备租赁业务还存在一个法律障碍：“根据国务院的医疗器械监督管理办法，经营医疗器械需要取得许可证，否则要受到处罚，某些地区已有处罚案例，但个别城市，如天津、上海对许可证的审批政策比较宽松。”</p><p style="margin-top: 15px;
