广东省将实施医用耗材“身份证”制

                    <p style="line-height: 1.5em;">日前，广东省医用耗材管理学会对国内医用耗材进行了初步的编码成果展示，并完成了《医疗机构医用耗材管理规定》初稿。据中山大学孙逸仙纪念医院设备科科长伍俊妍介绍，该规定是我国规范化、系统化管理医疗机构医用耗材的第一部“法典”。<br  /><br  />医用耗材管理难度大<br  /><br  />随着国内医疗事业的迅速发展，医用耗材的范围、种类、规格、材质和需求量都在不同程度地扩大和提高，涉及面也越来越广。然而，目前全国却没有统一、规范的管理信息。标准不一、名称不符、标识不清等问题造成信息闭塞、无法实现医院间的实时交互，带给老百姓诸多困惑。<br  /><br  />据中山大学附属第一医院教授朱庆棠介绍，目前医院间没有通用的医用耗材名，并实行自行分类。而医疗机构在用的耗材品种有六七千种，难以系统收集耗材数据。<br  /><br  />&nbsp;一个编码就是一个身份证<br  /><br  />&nbsp;什么是分类编码？伍俊妍给了其一个通俗的定义：给每一个不同型号不同规格的耗材制定了唯一的可以识别的编码。这个就是它的身份ID。<br  />&nbsp; &nbsp; &nbsp; &nbsp;</p><p style="line-height: 1.5em;">在国家2012年版的《全国医疗价格服务收费项目》中，对一次性医用耗材分类编码进行了前四级编码，而剩下的编码由各省市完善。由于各省市没有共同详细的标准，便造成同一种耗材有不同的名字、规格、型号和材质。<br  /><br  />在此基础上，管理学会进行十八级分类编码，并对不同类别的医用耗材赋予“唯一”码，对医院管理、药监、招标、医保等部门实行“多码统一”，尽可能兼顾耗材管理的所有环节，同时新增低值耗材、重复性使用耗材和检验试剂项目。<br  /><br  />&nbsp; 或可控制就医费用<br  /><br  />&nbsp; 不要以为分类编码听起来“高大上”，这与百姓看病息息相关。“例如，常用的眼镜在不同的科室和不同的医院名称规定是不一样的，假如各个医院都使用各自的编码，看病的人就会糊涂。而且，眼镜是有医保报销的，但换了个名字之后，病人却是无法使用医保的。”南方医科大学南方医院科研处处长吴志华说。<br  /><br  />通过编码统一化，规定医院内不同科室的同种耗材或不同医院的同种耗材使用同一个名称，可保证医用耗材信息更加透明化公开化。这种方式也可在一定程度上有效控制百姓就医的费用。惠州市第一人民医院副院长李慧诚解释说：“同样的耗材在广东和其他省份招标，由于编码不同，价格是不一样的，有高有低。如果全国普及了同样的编码方法，不同地区的信息得以共通，实行一物一码，最后可能会整体选择低价耗材，整个医用耗材费用就降低了”。</p><p style="white-space: normal;
