北京市审计局：5家公立医院设备闲置达6.61亿元

                    <p style="margin-right: 3px; margin-bottom: 15px; margin-left: 3px; text-indent: 30px;">北京市审计局首次发布了大气污染防治专项资金等7类专项资金的管理和使用的审计情况。结果显示，多领域存在专项资金补助、购置设备闲置、挪用等问题。其中，5家医院因工程进度等原因导致设备闲置达到6.61亿元。</p><p style="margin-right: 3px; margin-bottom: 15px; margin-left: 3px; text-indent: 30px;"><strong>3单位多领大气污染防治资金1963万元</strong></p><p style="margin-right: 3px; margin-bottom: 15px; margin-left: 3px; text-indent: 30px;">这七类专项资金分别是大气污染防治专项资金、城市环境综合整治专项资金、市属公立医院财政补助资金、轨道交通建设资金、社会建设专项资金、创新创业扶持扶助资金和水污染防治专项资金等。</p><p style="margin-right: 3px; margin-bottom: 15px; margin-left: 3px; text-indent: 30px;">审计发现，个别单位多领大气污染防治资金，北京市市政路桥集团有限公司、怀柔区北京雁栖诚泰热力中心和密云区北京温塔热力公司3个单位采用多报或多头申报方式，多获取燃煤锅炉改造补助资金达1963万元。</p><p style="margin-right: 3px; margin-bottom: 15px; margin-left: 3px; text-indent: 30px;">对市属公立医院财政补助资金的审计则发现，财政资金购置的设备闲置现象较为突出，北京积水潭医院、首都医科大学宣武医院、首都医科大学附属北京世纪坛医院、首都医科大学附属北京安定医院和首都医科大学附属北京口腔医院等5个医院因工程进度等原因导致设备闲置达到6.61亿元，有的设备已采购将近3年仍未能投入使用。</p><p style="margin-right: 3px; margin-bottom: 15px; margin-left: 3px; text-indent: 30px;">审计还发现，社会建设专项资金存在挪用现象。昌平区天通苑北街道办事处和石景山区金顶街街道办事处，挪用社会建设项目经费13.55万元，用于公务用车加油卡充值和办公费等。</p><p style="margin-right: 3px; margin-bottom: 15px; margin-left: 3px; text-indent: 30px;">61部门去年预算执行审计结果发布</p><p style="margin-right: 3px; margin-bottom: 15px; margin-left: 3px; text-indent: 30px;">北京市审计局昨日还公布了对61个市级部门2015年预算执行和其他财政收支审计结果情况。结果显示，今年对市级部门2015年预算执行和其他财政收支审计主要发现的问题包括政府采购预算编制不规范、未履行采购程序、资产配置标准“超标”、项目扩大开支范围、房屋出租等非税收入未及时上缴财政等。记者统计发现，至少有40个部门办公用设备超过规定的配置标准。</p><p style="margin-right: 3px; margin-bottom: 15px; margin-left: 3px; text-indent: 30px;">此外，审计还发现，2015年，一些部门所取得的非税收入未及时上缴财政。比如北京市水务局，所属5个单位取得1409.45万元房屋出租等非税收入，未及时上缴财政；部分收入被坐支，用于弥补基本经费不足、上缴税金等方面支出。北京市旅游发展委员会本级取得房租收入等非税收入371.96万元，未按规定上缴财政，并全部坐支，用于补充所属自收自支事业单位人员经费、公用经费等。</p><p style="margin-right: 3px; margin-bottom: 15px; margin-left: 3px; text-indent: 30px;">中央财经大学政府预算研究中心主任王雍君表示，这是一项增进透明度和加强问责的举措，表明了北京市在改革专项资金管理体制方面迈出了非常积极的第一步。“专项转移支付管理与使用中普遍存在的种种问题由来已久，亟需深度改革，而透明和问责是改革的第一步，而审计在促进透明与问责中发挥着越来越重要的作用。”</p><section class="pEditor " style="line-height: 25.6px;
