box-sizing: border-box !important; word-wrap: break-word !important; background-color: rgb(255, 255, 255);">《规划》要求，实行分级诊疗，控制三级医院普通门诊规模，由基层医疗卫生机构逐步承担公立医院的普通门诊、稳定期和恢复期康复以及慢性病护理等服务，将军队医疗机构全面纳入分级诊疗体系，进一步拓展中心乡镇卫生院的功能，提升急诊抢救、二级以下常规手术、正常分娩、高危孕产妇筛查、儿科等医疗服务能力。医护比达1:1.25，市办及以上医院床护比不低于1:0.6，每千常住人口公共卫生人员数达到0.83人。</p><p style="max-width: 100%;
