行）》（以下简称《意见》）。一石激起千层浪，引起了医药领域的极大关注，一时间不乏各种解读。医疗器械领域对于“两票制”的讨论也渐有升温之势。业内人

margin-top: 10px; font-size: 14px; color: rgb(161, 161, 161); white-space: normal; text-indent: 2em; line-height: 2em;"><span style="color: rgb(40, 40, 40);">未来，随着“两票制”实施的不断深入，药品多级代理、“非法挂靠”“过票洗钱”的空间将会被进一步挤压，客观上也会为医疗器械实施“两票制”积累经验。《意 见》发布后，更多的业内人士是带着恐惧心理在揣测众多药品流通企业的命运，悲观论调居多。之所以有如此反应，是因为“两票制”对流通环节多级代理、“挂靠 走票”等行为的精准打击。理论上推定，多级代理是使药价层层加码的罪魁祸首，而实施“两票制”，可以压缩药品流通环节，降低虚高药价。通过实施药品“两票 制”，一大部分没有转型的代理商将难逃“出局”的命运，行业集中度也将明显提高。而在医疗器械领域如果实行“两票制”，18万余家经营企业也将接受大洗 牌。<br /></span></p><p style="text-align: justify; margin-top: 10px; font-size: 14px; color: rgb(161, 161, 161); white-space: normal; text-indent: 2em; line-height: 2em;"><span style="color: rgb(40, 40, 40);">本轮医改注重综合性，强调政策多管齐下。意在通过医疗机构、医生、药品、医疗器械的多方面改革，破除医疗机构“以药养医”机制，启动医生多点执业，压缩药 品、医疗器械流通环节，支持医疗服务价格改革，从多个方面来提高各个主体对改革政策的顺应性。而药品采购“两票制”，可以撬动现存的灰色利益版图，净化药 品流通环境，从而为其他环节的改革创造有利条件。笔者看来，在医药健康领域，“两票制”只是管理部门的“抓手”，推进医改才是背后深层的动因。医改是盘大 棋，需要政策组合拳，“两票制”只是其中的一记重拳。这一重拳如果只打在药品上，而忽略了医疗器械，其效果就会大打折扣。<br /></span></p><p style="text-align: justify;
