white-space: normal; max-width: 100%; min-height: 1em; color: rgb(62, 62, 62); text-align: center; box-sizing: border-box !important; word-wrap: break-word !important; background-color: rgb(255, 255, 255);"> 全国政协十二届五次会议举行期间，连续五年担任全国政协委员的三胞集团董事长袁亚非，此次携带多份提案参会，其中一份提出要适度放宽民营医院大型医疗设备配置许可审批，推动民营医院发展。作为知名民营企业家，近两年袁亚非多次为民营企业的发展建言发声。去年政协会议上，袁亚非就曾提出要大力支持民营企业“走出去”，今年他聚焦民营医院，提出更为具体的问题：应降低民营医院在使用大型医疗设备上的门槛。袁亚非认为，目前民营医院面临的最大问题是大型医疗设备配置不足，很多新型的治疗手段因此无法开展，在很大程度上影响了民营医院的服务质量和发展积极性。他希望国家有关部门对民营医院加大这方面的资源分配和政策支持力度，适度放宽民营医院大型医疗设备配置许可审批。飞速发展的民营医院社会办医是国家最新一轮医药卫生体制改革所提倡的，政策之下，民营医院近几年发展迅速。袁亚非了解到，2011年到2015年，我国民营医院数量从0.84万个上涨到1.45万个，年复合增长率为14.62%，呈现飞速增长的态势。“但与形成多元办医格局的目标相比仍有不小差距。”袁亚非认为，要促使社会资本更加积极涌入健康服务业，国家还应继续完善政策，为民营企业发展医疗健康服务业做好支持和保障工作。其中一项便是有关医疗设备的问题。袁亚非说，民营医院虽然起步晚、起点低，但由于其机制灵活，容易吸引到国际高端医务人才及先进的医疗技术。目前，民营医院面临的最大问题是大型医疗设备配置不足，使得很多新型的治疗手段无法开展，在很大程度上影响了民营医院的服务质量和发展积极性。大型医用设备进民营医院的困境我国大型医疗设备分为甲、乙两类，长期实行的是配置许可证制度。甲类大型医用设备的配置，由医疗机构按属地化原则向所在地卫生行政部门提出申请，逐级上报，经省级卫生行政部门审核后报国务院卫生行政部门审批。乙类大型医用设备的配置，则由省级卫生行政部门审批。2015年国家卫计委表示将按照国家审改办要求，完成对“甲类大型医用设备配置许可证核发”非行政许可事项的调整。但据袁亚非了解，迄今为至具体的操作方案并未出台，并实际上暂停了办理大型医用设备配置许可，对新建或者想要设备升级的医疗机构，尤其是民营医院造成很大不便。“而民营医疗机构本身是自负盈亏的机构，使用自筹资金进行设备采购与后续经营，不仅不会给政府带来财政负担，反而可以刺激医疗服务业快速发展。”袁亚非建议，国家卫计委一方面应加快出台大型医用设备配置行政许可的管理条例，另一方面可以考虑适当放宽民营医院采购甲类医疗器械的审批权限，在确保资质审查标准的前提下尽量缩短审批层级和时间。“充分运用民营医院拥有自筹资金的优势，让中国人能够尽快用上世界上最好的医疗设备，推动我国医疗服务业向更高水平发展。”袁亚非表示。<p style="font-size: 16px;
