国产医疗器械缺乏原创

近年来，我国医疗器械产业快速发展，但也面临科技创新水平较低，高端医疗器械基本被国外垄断等一系列难题。　　医疗器械是健康服务业的支撑产业，也最能体现一个国家的创新能力。近年来，我国医疗器械产业快速发展，2013年全年销售额达2000亿元。但繁荣背后，我国医疗器械产业还面临科技创新水平较低，高端医疗器械基本被国外垄断，自主创新领域遭遇贷款、融资难等一系列难题，严重影响整个产业发展。　　“原创性的东西不在我们手中”　　“原始创新能力不足，已成为制约国产医疗器械发展的瓶颈。”在日前由中华医学会心血管病学分会、人民政协报社联合主办的“国产医疗器械创新发展”沙龙上，中华医学会心血管病学分会主任委员霍勇举例说，2013年，我国心脏介入手术量超过45万例，使用支架近70万个，“其中3/4使用的是国产支架，但原创性的东西并不在我们手中”。　　霍勇坦言，尽管现在我国医疗器械产品很多，也有一定市场，但多数产品是在跟着国外做。“虽然也会有一些局部或细节性的改进，例如在全球最早生产出可降解药物涂层的支架，但就目前来讲，还没有一个真正意义上的整体原创产品。我们缺的是源头创新。”　　“这几年我多次去以色列调研，发现与他们的差距非常大。”霍勇说，以色列仅有八百万人，却拥有八百多家医疗器械企业。虽然这些公司并不都是大规模或顶尖的公司，但他们能从源头上提供很多有用信息，包括现在国际上普遍应用的球囊、支架、人工瓣膜等，最早都来源于此。　　“医生根本没时间搞创新”　　创新从何而来？　　“医疗器械企业虽然也有好的创意，但研发人员不可能天天去给病人做手术。”霍勇说，“而医生每天在临床一线，最清楚患者的需求和现有医疗器械的不足。做医疗器械源头创新，不能让临床医生当‘看客’。”　　“这不是说要让医生都去研发产品，而是要让医生具备创新意识。”霍勇在以色列调研时发现，那里的医生虽然不是都懂创新，但创新意识很强。有好的想法，就会尽快将其变为产品。　　对此，霍勇建议，从国家层面出台政策，鼓励临床医生参与医疗器械研发，同时鼓励社会资本参与医疗器械研发生产，包括风投的参与。据了解，目前江苏省人民医院已进行了有益探索，规定医生的创新成果归自己所有，所产生的效益80%归本人。“当然，这种政策还应当涵盖环境、渠道、资金等方方面面。而我国的现实情况是，医生每天病人多得看不完，根本没时间搞创新。再加上本就缺少这种氛围、知识产权保护不足、利益分配不科学等，越发使医生失去了创新的动力。”　　“进口和国产医疗器械产品同质不同价”　　“由于政策导向，特别是在招标定价方面的偏差，导致进口和国产医疗器械产品同质不同价，这极大抑制了国产医疗器械的创新热情。”辽宁生物医学材料研发中心有限公司董事长董何彦举例说，尽管国产心脏支架与进口心脏支架在技术水平上已没有什么差别，但在招标定价时，进口支架与国产支架的价差能有一两倍之多，在骨科植入器械方面，甚至达到两三倍。　　“同时，对于创新产品和仿制产品，在定价上却没有什么差异。”对此，董何彦很是忧心，“现行的招标定价政策，严重挫伤了企业创新的积极性，从长远来看，不利于我国医疗器械产业的健康发展。”　　北京大学口腔医院原院长俞光岩对当前我国医疗器械市场以进口产品为主的局面很是感慨：“即使是质量上等、价格合理的国产医疗器械，进入医院的比例仍较低。”　　“这既有质量原因，也有人为原因。”俞光岩分析道，的确有部分国产医疗器械质量不过关或稳定性不足，有些厂家或销售部门售后服务差，用户满意度较低。同时，患者和家属要求使用进口产品，医务人员不积极主动使用“国货”，也让国产医疗器械很难进入医院。　　如何才能摆脱这样的窘境？“我国应该出台有力政策，促进本国医疗器械产业发展。”俞光岩建议，可以设立国产医疗器械研发的科研基金，大力支持相关企业产品研发，加强企业与医学研究人员的科研合作等。<p style="font-family: Arial, Verdana, sans-serif;
