<p><img data-type="gif" src="http://mmbiz.qpic.cn/mmbiz_gif/dx3KibwtDhvc6YBndBzrYvfAVPCGNAlsqB9f7SjRnXkibcO3P2CSjz7TnOO8RAArOGOjobic1D5DCTCzzAoxv9jfw/0?wx_fmt=gif" data-ratio="0.1703125" data-w="640" /></p><p> 公立医院控制药械费用再出新招。</p><p> </p><p> 日前，辽宁省卫计委办公室下发《关于建立辽宁省公立医疗机构<strong><span style="color: rgb(0, 153, 102);">药品</span></strong>、医用耗材和医疗设备采购使用情况季报制度的通知》（以下简称《通知》）。</p><p> </p><p> 为了进一步规范采购行为和强化使用监管，辽宁决定在全省建立公立医疗机构药品、医用耗材和医疗设备采购使用情况季报制度。该制度的执行范围还包括纳入基本药物制度管理的非政府办基层医疗卫生机构和村卫生室。</p><p> </p><p> 《通知》提出，从2017年起，辽宁省各公立医疗机构要在每年第一季度最后一个工作日前上报《辽宁省公立医疗机构基本情况表》、《辽宁省公立医疗机构药品、医用耗材和医疗设备采购使用情况表》、《辽宁省公立医疗机构临床用药综合评价工作情况表》和《辽宁省公立医疗机构大型甲类、乙类设备采购报备表》。各市卫计委也要在次季度的第一个月10日前上报《公立医疗卫生机构药品、医用耗材和医疗设备采购使用情况汇总表》。</p><p> </p><p> 依据《通知》，<strong><span style="color: rgb(0, 153, 102);">医疗器械</span></strong>采购使用方面，各家医疗机构需要上报的季度数据包括：</p><p> </p><p> 1、医用耗材采购的总数量、金额；选择配送<strong><span style="color: rgb(0, 153, 102);">企业</span></strong>的数量，医用耗材购销合同签订数量；链接合同签订数量。</p><p> </p><p> 2、大型甲类设备采购数量、金额；大型乙类设备采购数量、金额；其它设备采购数量、金额（50万元以上）；购销合同签订数量。</p><p> </p><p> 针对大型医用设备，需要季度上报的具体信息还包括：所采购设备类别、设备名称、型号、主要技术参数、生产厂家、单品采购价格、资金来源、采购时间。</p><p> </p><p> 3、医用耗材平均回款周期（天）；医用耗材欠款总金额。</p><p> </p><p> 在需要上报的数据中还包括一项：“两票制”执行情况，核对票、货、帐的品种数量、金额。辽宁省是要自今年9月1日起，开始执行药品“两票制”的，而耗材两票制已经提出要实行，但具体时间还未定。一旦耗材“两票制”推行开来，相关数据自然也就需要上报了。</p><p> </p><p> 为了确保季报制度顺利开展下去，《意见》提出，要将其执行情况纳入各级卫计部门对公立医疗机构目标绩效管理考核。</p><p> </p><p> 目前，国内比如福建省，是自去年10月起针对大型医用设备实行了定期上报、公开采购信息制度。辽宁省药推行的季报制度，虽然没有提出上报数据要对外信息公开，不过，这一上报制度的出炉，已然意味着，针对公立<strong><span style="color: rgb(0, 153, 102);">医院</span></strong>药械<strong><span style="color: rgb(0, 153, 102);">采购</span></strong>使用的监管力度在加强了，公立医疗机构的院长、科室主任和医生们肆意选购、滥用产品的灰色空间，也又要缩小了。</p><p><img data-s="300,640" data-type="jpeg" src="http://mmbiz.qpic.cn/mmbiz_jpg/dx3KibwtDhvcIOBYmKfMd07TdO9b4ic4NhVCJibQBRrHk51rlXRB8rTjgia4V4l7qlxtjyC3iasnGLwyRYKkZ6To6SA/0?wx_fmt=jpeg" data-ratio="0.6666666666666666" data-w="600" /></p><p style="max-width: 100%;
