医械流通飞检重磅来袭，30余企业被取缔、停业、整改

<img data-type="gif" src="http://mmbiz.qpic.cn/mmbiz_gif/dx3KibwtDhvc6YBndBzrYvfAVPCGNAlsqB9f7SjRnXkibcO3P2CSjz7TnOO8RAArOGOjobic1D5DCTCzzAoxv9jfw/0?wx_fmt=gif" data-ratio="0.1703125" data-w="640" />医疗器械行业，面向生产企业的飞行检查工作正在全国各地铺展开来，而流通企业也不能幸免。 　　近期，全国一些地方的药监部门就纷纷组织展开了医疗器械经营企业飞行检查工作。医疗器械流通大飞检，正在紧锣密鼓到来。 　　以下3个地方为典型代表： 　　广东：30家械商遭飞检，4家被停业、3家移送稽查、18家限期整改 　　据广东省药监局最新通告，该局于5月组织开展了2017年全省医疗器械经营企业飞行检查工作。 　　本次飞检涉及30家省内进口医疗器械产品注册代理和冷链管理医疗器械的经营企业。 　　重点检查：企业的质量管理制度是否建立并有效执行，购销渠道是否规范、记录是否完整，冷链运输、储存条件是否完备、记录是否真实完整。 　　检查结果如下： 　　1、有4家械商的经营质量管理存在严重缺陷，被责令停业整顿。 　　包括： 　　广州奥狄斯贸易有限公司 　　深圳市远高保健产品有限公司 　　宝施医疗用品（深圳）有限公司 　　珠海市远大医学科技有限公司 　　2、有18家械商存在不符合医械GSP要求的项目，被责令限期整改. 　　包括： 　　佛山市艾博生物科技有限公司 　　广东绿康医疗器械有限公司 　　中山市洋达试剂仪器有限公司 　　韶关市立丰试剂仪器有限公司 　　韶关市康培医学服务有限公司 　　韶关市粤启医疗器械有限公司 　　河源市伟达医疗器械有限公司 　　河源市维尔康药业有限公司 　　深圳市科以康电子仪器设备有限公司 　　深圳市膳之堂健康产业有限公司 　　深圳市科润达生物工程有限公司 　　珠海市造鑫企业有限公司 　　珠海六维生物科技有限公司 　　珠海森润生物科技有限公司 　　费雪派克医疗保健（广州）有限公司 　　广州市门登特斯医疗器械有限公司 　　广州宇晟生物科技有限公司 　　广州厚仁医疗科技有限公司 　　3、有3家械商涉嫌违反《医疗器械监督管理条例》和《医疗器械经营监督管理办法》，已被移交稽查部门依法依规进行调查处理。 　　包括： 　　中山市伟涛科学仪器有限公司 　　中山市英豪医疗仪器有限公司 　　深圳市和路元电子有限公司 　　4、另有3家械商未能接受检查，将按照医械GSP要求补充进行全面检查。 　　包括： 　　广州戴朗思医疗器械有限公司 　　珠海市保亚美投资有限公司 　　河源市翔鹰医疗器械有限公司 　　四川省：2家械商遭飞检，1停业1限期整改 　　5月2至6日，四川省药监局组织对12家单位进行了医疗器械飞行检查，其中包括2家医疗器械经营企业。而从检查结果来看，2家械商均存在违反医械GSP规定的项目。 　　其中，南充市华康药业有限公司存在不符合医械GSP规定的一般项目，须限期整改；四川天和医疗器械有限公司既有一般项目、也有关键项目违反了医械GSP要求，须停业整改。 　　陕西：飞检后，6家械商被取缔、1家停业1家限期整改 　　陕西省渭南市药监局于6月初对部分医疗器械经营企业进行了飞行检查。 　　结果如下： 　　1、有6家械商违反《医疗器械监督管理条例》情形较为严重，被依法予以取缔。 　　包括：临渭区肖军康泰药店、临渭区苏拿眼镜店、陕西凯莱医药连锁有限公司中心大药房、渭南华州区芝林医药有限公司新秦路分公司、华县宝岛眼镜行、西安西北眼镜行华县分行。 　　2、渭南嘉康利医疗器械有限公司被责令停止一切经营活动，停业整顿。 　　3、临渭区晓丽助听器经营部被责令限期整改。 　　上述企业的相关负责人，还将被药监部门约谈。 　　医械经营，几大问题常见多发 　　从各个层面来看，相比较于面向医疗器械生产企业的飞行检查而言，针对医疗器械经营企业的飞行检查结果都可以说要“糟糕”多了。 　　一直以来，国内医疗器械流通领域也显著呈现出散乱差的特点。而这种状况，正在遭遇药监飞行检查的严格考核。 　　2016年，国家药监总局首度启动了面向医疗器械流通领域的飞行检查工作，也将面向医疗器械行业的飞检由生产扩展到了经营领域。2017年，针对医疗器械经营企业的飞行检查，显而易见，比2016年度的力度更猛、范围更广。上述3省已经启动的飞检工作就是典型。 　　对业内企业来说，医械经营想要完全不违规不太容易，如何尽力规避？以下为渭南市药监局在飞检通告中总结的医械经营环节主要违法违规行为： 　　1、无证经营、超范围经营。 　　2、质量负责人不在职、在岗，不能有效履职。 　　3、未按规定审核供货方资质，向无资质方供货。 　　4、购销记录不规范。一些企业的采购、验收、销售、记录记录不完整；个别企业未与供货者约定质量责任和售后服务责任。 　　5、库房管理混乱，存在混垛、混放行为； 　　6、擅自变更经营地址。 　　此外，在四川省药监局的飞检中还查出了一个与医械冷链管理有关的关键项目：经营范围有体外诊断试剂但无冷库的温度自动监控系统，无发电机。 <p style="max-width: 100%;
