医药网11月9日讯　今年8月，国家卫计委曾宣布，将再增设5类独立设置的医疗机构，包括康复医疗中心、护理中心、消毒供应中心、健康体检中心、中小型眼科医院。 　　最新消息，其中2类医疗机构的基本标准和管理规范已经出炉了，包括医疗器械企业在内的社会力量，都可以申请举办康复医疗中心、护理中心，并集团化、连锁化运营了。 　　日前，国家卫计委印发通知，就康复医疗中心、护理中心设置工作提出要求，并随通知印发了《康复医疗中心基本标准（试行）》、《康复医疗中心管理规范（试行）》、《护理中心基本标准（试行）》、《护理中心管理规范（试行）》。 　　依据国家卫计委所发通知，康复医疗中心、护理中心属于独立设置的医疗机构，依法独立承担民事责任。 　　康复医疗中心不包括医疗机构内部设置的康复部门，也不包括以提供医疗康复为主的二、三级康复医院。 　　护理中心不含医院内设的护理单元，也不包括按照护理院、护理站标准设置的护理机构。 　　其设置审批权限由省级卫计委确定。鼓励康复医疗中心、护理中心集团化、连锁化经营，建立规范、标准的管理与服务模式。对申请举办集团化、连锁化康复医疗中心、护理中心的，可优先设置审批。 　　在功能定位上，康复医疗中心、护理中心以贴近社区、服务家庭为主，有条件的康复医疗中心、护理中心可以采取家庭病床、巡诊等方式提供上门服务。 　　康复医疗中心以接收经综合医院康复医学科或康复医院住院康复治疗后，病情处于稳定期或后遗症期，功能仍需要缓慢恢复或进一步稳定，虽不需要大量医疗护理照顾，但又不宜直接回归家庭的患者为主。 　　护理中心以为失能、失智或长期卧床人员提供以日常护理照顾为主，辅以简单医疗措施。 　　通俗点说，就是与卫计委此前放开设置的医学影像诊断中心、病理诊断中心、血液透析中心、医学检验实验室、安宁疗护中心一样，康复医疗中心和护理中心也是可以由业内企业自己投资开办的，非营利性医疗机构，自负盈亏。 　　这俩中心要与区域内的二级及以上综合医院建立协作关系。在分级诊疗体系中，二级及以上医院主要面向常见病、多发病、危急重症和疑难复杂疾病患者，而这俩中心和基层医疗机构主要面向慢性病、康复期、老年病、晚期肿瘤患者等，要满足的是机构养老、居家养老、社区养老这样的市场需求。 　　业内企业新机遇来了！ 　　而与康复、护理相关的产品市场应也会扩容。 　　以下为卫计委文件中给出的两大中心各自的基本设备配置标准： 　　康复医疗中心所需基本设备： 　　（一）常规设备：参照一级综合医院基本设备。 　　 （二）专科设备 　　根据所开展康复医疗服务的专业设置，配备满足开展业务需要的专科设备。 　　1.康复评定：根据所提供康复功能评定，配备相应的运动功能评定、平衡功能评定、认知言语评定和作业评定等设备。 　　2.运动治疗：至少配备训练用垫、肋木、姿势矫正镜、平行杠、楔形板、轮椅、训练用棍、砂袋和哑铃、墙拉力器、肌力训练设备、前臂旋转训练器、滑轮吊环、电动起立床、功率车、治疗床（含网架）、训练用阶梯、训练用球、踏步器、助行器、平衡训练设备、运动控制能力训练设备、功能性电刺激设备、儿童运动训练器材等。 　　3.物理因子治疗：至少配备电疗、光疗、超声波治疗、传导热治疗、冷疗、功能性牵引治疗等设备。 　　4.作业治疗：至少配备日常生活活动作业、手功能作业训练、模拟职业作业等设备。 　　5.中医康复治疗：至少配备针灸、火罐、中药药浴、中药熏蒸等设备。 　　（三）信息化设备：配置具备信息报送、传输和自动化办公功能的网络计算机等设备，配备与功能相适应的信息管理系统，保证医疗信息化建设符合国家与所在区域相关要求。 　　（四）病房床单元基本装备同一级综合医院。 　　（五）有能满足诊疗业务需要的其他设备。 　　护理中心所需基本设备： 　　（一）常规设备：至少配备呼叫装置、给氧装置、电动吸引器或吸痰装置、气垫床或具有防压疮功能的床垫、治疗车、晨晚间护理车、病历车、药品柜、常规消毒设备（如紫外线灯、空气消毒机等）、电冰箱、洗衣机、符合饮用标准的冷热水。 　　设置药剂、检验、辅助检查和消毒供应部门的，应当配备相应设备设施。 　　（二）急救设备：至少配备简易自动心脏除颤仪/器（AED）、简易呼吸器、心电图机、气管插管设备、供氧设备、抢救车。 　　（三）提供康复医疗服务的应配置康复治疗专业设备：至少配备与收治对象康复需求相适应的运动治疗、物理治疗和作业治疗设备。 　　（四）信息化设备：配置具备信息报送、传输和自动化办公功能的网络计算机等设备，配备与功能相适应的信息管理系统，保证医疗信息化建设符合国家和所在区域相关要求。 　　（五）护理床单元基本装备同一级综合医院。 　　（六）有能满足诊疗业务需要的其他设备。
