/></p></span></p></blockquote><p>&nbsp;</p><p><span>2017年是国产医疗器械发展历程中具有划时代意义的一年！</span><br  /></p><p><span>当全国对于支持国产的呼声达到了顶峰，作为长期被进口品牌垄断的医疗器械行业，也成为了国家推进国产产品的一个重点领域。即使是被GPS垄断的医疗高端设备领域，国产品牌也达到了前所未有的市场占有率。</span></p><p><span>一方面，得益于近年来国产品牌对于产品性能的提升，在产品质量和售后服务上，都可以赶超同类型的进口设备。</span></p><p><span>另一方面，国家政策的扶持，给国产民族品牌极大的推动力。</span></p><p><strong><span>国家扶持国产医疗器械政策</span></strong></p><p><span>早在2014年，中国首次对医疗设备采购设限，提高国产设备比例，并启动了国家卫生计生委启动优秀国产医疗设备遴选计划，截止目前，第四批优秀国产医疗设备遴选正在进行。</span></p><p><span>国务院在今年1月份印发的《“十三五”深化医药卫生体制改革规划》中，正式提出要开展大型医疗设备集中采购。有关大型医用设备配置证行政许可制管理，由国家卫计委负责甲类大型医用设备的配置许可证核发，省级卫计委则是负责乙类大型医用设备的配置许可证核发，可以有效的制止医疗机构盲目追求进口高端设备、竞相拼设备。</span></p><p><span>今年5月份国务院印发的《中国制造2025》提出，要提高医疗器械的创新能力和产业化水平，重点发展影像设备、医用机器人等高性能诊疗设备，以及全降解血管支架等高值医用耗材。</span></p><p><span>&nbsp;10月8日，中办、国办印发《关于深化审评审批制度改革鼓励药品医疗器械创新的意见》，要促进医疗器械产业结构调整和技术创新，缩小国内上市产品质量与国际先进水平之间的差距。</span></p><p><span>国家2017的大战略上从国家层面将<strong>广东、四川、浙江、上海、江苏</strong>5省市列入扶持国产医疗设备首批试点推广。</span></p><p><span>“支持国产医疗器械”不再是一句口号！！！</span></p><p><br  /></p><section 四川省明令要求<strong>二甲及以下医院（或单位）</strong>93 种医疗设备使用国产。</span></p><p><span><span>此要求出自2017年 1 月 10 日四川省政府采购网挂出《通知》，</span><span>在列入「允许采购进口产品的医疗设备清单」的 93 种医疗设备中，二甲（含）<span>以下医院（或单位）使用国产，<span>二甲以上医院（或单位）允许进口</span>，而清单中不乏<strong>超声刀、麻醉机、体外循环机、腔镜系列、PET-CT、DR、MRI，甚至手术机器人等</strong>「重型武器</span>」。</span></span></p><p><span>● 四川省政府采购网发布了《四川省财政厅关于公布2018-2019年度省级政府采购进口产品清单的通知》</span><span>，<strong>对采购进口设备更加严格，要求15类设备必须国产。</strong></span></p><p><span>● 三甲医院用于大型复杂手术、科研的允许购买进口产品，其余必须购买国产产品；（CT、核磁）</span></p><p><span>● data-brushtype="text">浙江省</span></strong></p></section></section><section><section><section></section></section></section><section><section><section><br  /></section></section></section></section></section></section><p><br  /></p><p><br  /></p><p><span>●<span>浙江省要求除183项器械允许采购进口外（14种尚无国产品牌的设备，169种可以采购进口设备），其他都必须使用国产设备。</span></span></p><p><span>●<span>浙江省正式提出，拟到“十三五”（2016年至2020年）末，全省医疗机构采购国产医疗设备比例翻一番。</span></span></p><p><span>在浙江省“精准对接精准服务”支持医疗器械产业提升发展的若干意见中，多处体现了扶植本省企业，不难看出，“扶持国产”的核心其实还是“扶持浙产”！比如，浙大一院投入使用的该省首台国产磁共振机器，就是宁波造。取消本省生产大型设备控制比例。</span></p><p><br  /></p><section 《方案》还提出，严格控制公立医院床位规模、建设标准和大型医用设备配置，鼓励优先购置国产医用设备。</span></p><p><span>● 《广东省2017年乙类大型医用设备配置审批》中，明确50家医院必须购买国产设备，占比30%</span></p><p><br  /></p><section data-tools="gulangu" data-id="85745" 11月底，山东省政府采购网发布了关于公布《&lt;山东省政府集中采购目录及限额标准&gt;和&lt;山东省政府采购进口产品目录&gt;的通知》。年度执行中确需采购进口产品且未在《进口产品目录》内的，需要报送进口产品采购申请。</span></p><p><span>● 12月12日，山东省政府办印发《山东省“十三五”深化医药卫生体制改革规划》（以下简称《规划》），</span></p><p><span>山东省此次的提出则预示着，大型医用设备的集采即将来临。未来5年，大型医用设备集采将真正实现。</span></p><p><br  /></p><section data-tools="gulangu" data-id="85745" 2017年8月安徽省政府办公厅正式印发了《促进医药产业健康发展实施方案》（以下简称《方案》）。国产药品和医疗器械能够满足要求的，政府采购项目原则上须采购国产产品，不得指定采购进口产品，不得设置针对性参数。</span></p><p><span>●
