 /></section><section><span>在医院穿白大褂进行伪装身份的新闻不止一次。</span></section><section><br  /></section><section><span>现代快报曾报道，警方在医院巡逻时，发现一名男子与多名病人家属搭讪，形迹可疑，便上前盘查核实其身份。该名男子先是自称是医院副院长，准备了白大褂，也自己制作的副院长的牌子。</span></section><section><br  /></section><section><p><img /></section><section><span>近日，中日友好医院发布通知，基于疫情防控考虑，要求医药代表严禁来院进行学术推广。</span></section><section><span> </span></section><section><span>通知指出：基于新冠疫情，存在未知的密切接触者。各药品配送公司业务员无预约不得来医院。请配送企业通知相关的生产企业、代理企业的医药代表，严禁来医院进行学术推广等活动。</span></section><section><br  /></section><section><span>一经发现，取消该企业的品种，造成严重后果的，取消配送企业的全部配送权。</span></section><section><br  /></section><section><section data-support="96编辑器" /></section><p><span>医疗行业的乱象，还包括医疗机构的内外联合来“赚红利”。</span></p><p><br  /></p><p><span>2020年初，据央视播出的《国家监察》中披露，涉案当事人利用在医院的职权，为一些医药代表的产品进入医院提供帮助，而他收受好处的手法非常隐蔽：将自己名下的房产高价卖给医药代理。</span></p><p><br  /></p><p><span>而这张隐藏在医药领域的利益网、关系网远不止于此：医疗器械、耗材采购中潜规则盛行；红包回扣泛滥；黑色利益链条覆盖了心内科、心外科、神经内科等多个科室。</span></p><p><br  /></p><p><span>具体怎么操作的？</span></p><p><br  /></p><p><span>据央视披露，医院信息系统的医生将医生的统方数据出售给医药代表，用以准确地对医生进行公关，实施贿赂。</span></p><p><br  /></p><p><span>陈某，是医院一名信息科原工作人员，他按月将数十种药品的统方数据出售给多名医药代表，每种药品每个月的统方卖到200元到300元左右，几年来累计获利20多万元。</span></p><p><br  /></p><p><span>医院信息处工作人员王某，多年来直接向多名医药代表出售统方，获利达160多万元。他描述：有些医院的信息科所有人员都参与其中。</span></p><p><br  /></p><section><span>在此事件中，61名涉嫌商业贿赂的医药代表被公安部门拘捕；卫生主管部门面向医院发布限期主动清退回扣的通知。</span></section><section><br 企业不应让药代陷入险境</strong></p></section></section></section><span></span></section><p><br  /></p><p><span>可以看到，无论是国家层面还是省市级的监察部门，对于规范合理用药用械都加大力度整治，不可以乱用支架、乱使用耗材，而这些不合理使用的药械，往往大多都和带金销售、回扣有着说不清楚的关系。</span></p><p><br  /></p><p><span>目前医改的一些列措施，都是在消灭带金销售。现在还有很多一线医药代表后知后觉，以为医生只要有私欲，就一定能靠回扣找出来一条出路，依然抱守残缺。</span></p><p><br  /></p><p><span>实事求是说，这个观点并没有错，医药推广过程中，完全杜绝回扣也是个理想的场景。但是，还是要分清楚什么是主流和偏门，起码在当前的局势下，回扣营销正日落西山、走向末路。</span></p><p><br  /></p><p><span>6月5日，国家药监局公开征求《医药代表备案管理办法（试行）（征求意见稿）》意见，该办法为贯彻落实《中共中央办公厅、国务院办公厅印发〈关于深化审评审批制度改革鼓励药品医疗器械创新的意见〉的通知》，来规范医药代表的从业行为。</span></p><p><br  /></p><p><span>医药代表在开展工作上，有些红线千万不能碰。办法指出， 药品上市许可持有人不得有下列情形：鼓励、暗示医药代表从事违法违规行为；向医药代表分配药品销售任务，要求医药代表收款和处理购销票据；</span></p><p><br  /></p><p><span>医药代表不得有下列情形:未经医疗机构同意开展学术推广等活动；承担药品销售任务，收款和处理购销票据；参与统计医生个人开具的药品处方数量；对医疗机构内设部门和个人直接提供捐赠资助赞助。</span></p><p><br  /></p><p><span>可以看到，这对于企业来说，国家层面已释放出了追求合理用药械的信号，就应该遵循此项原则。从药械研发到设计营销模式着手布局，应该摒弃带金销售的惯性。</span></p><p><br  /></p><p><span>不要让代表违规了，也不要让自己置身于险境。</span></p><p><br
