data-style-id="22631"><section><section><p><span><strong>01</strong></span></p></section><section><section><strong>疾控中心是做什么的？</strong></section></section></section></section><section><br  /></section><h3><strong><span>“中国疾病预防控制中心”</span></strong><span>（简称中国疾控中心，英文Chinese Center for Disease Control and Prevention，缩写CDC）通</span>过对<span>疾病、残疾和伤害的预防控制，创造健康环境，维护社会稳定，保障国家安全，促进人民健康；其宗旨是以科研为依托、以人才为根本、以疾病控为中心。是政府举办的实施国家级疾病预防控制与公共卫生技术管理和服务的公益事业单位。</span></h3><section><br  /></section><section><p><img /></p></section><section><br  /></section><section><br  /></section><section><span>疾控中心往往需要担负指导建立国家公共卫生监测系统，对影响人群生活、学习、工作等生存环境质量及生命质量的危险因素，进行营养食品、劳动、环境、放射、学校卫生等公共卫生学监测。</span></section><section><br  /></section><section><span>疾控中心设有8个研究所，即寄生虫、病毒学研究所、流行病学微生物研究所、劳动卫生和职业病研究所、环境卫生与卫生工程研究所、营养与食品卫生研究所、环境卫生监测所、仪器卫生监督检验站及一所卫生学校。</span></section><section><br  /></section><section data-style-id="22631"><section><section><p><span><strong>02</strong></span></p></section><section><section><strong>中美疾控中心对比</strong></section></section></section></section><section><br  /></section><section><span>美国CDC成立于1946年，那一年美国爆发疟疾，美国CDC在东南边陲的是重灾区乔治亚州成立，归属联邦政府卫生部。最初CDC争取到卫生部的1000万美元预算，雇佣了不到400人投入疟疾源头——蚊子的除灭工作中。</span></section><section><br  /></section><section><span>消灭掉蚊子和疟疾之后，极具志向和眼光的CDC发起人Joseph Mountin，开始将部门职责扩充为所有传染病的防控，自此CDC开始不断扩容壮大。1947年，CDC以10美元的名义价格在亚特兰大购置15英亩土地（约合6万平方米），兴建办公和科研大楼，此地至今仍是美国CDC总部所在。</span></section><section><br  /></section><section><span>在由疟疾防控向全部传染病防控扩容后，CDC与时俱进，开疆拓土。在全球对流行病学尚无概念之时，美国CDC已自发部署疾病检测系统，范围也从传染病扩展至非传染性的其他重大、多发疾病。</span></section><section><br  /></section><section><span>2000年前后，美国CDC历经半个世纪的发展，已是一个庞然大物。其职能涵盖疾病防控、健康促进、突发公共卫生事件应急响应等三大类，技术先进、功能强大，雇员已有五六千人。</span></section><section><br  /></section><section><p><img /></p></section><section><br  /></section><section><span><strong><span>相比之下，中国的疾控中心无论在经验还是制度上，都存在一定的短板。</span></strong></span></section><section><br  /></section><section><span>中国的疾控中心起源于1983年，比美国晚了近40年，1983年12月23日，卫生部报请国务院批准，成立中国预防医学中心。1986年1月19日，中国预防医学中心更名为<strong>中国预防医学科学院</strong>。2002年1月23日，在<strong>中国预防医学科学院、卫生部工业卫生实验所、中国健康教育研究所、中国农村改水技术中心的基础上，组建成立中国疾病预防控制中心</strong>。</span></section><section><br  /></section><section><strong><span>中国疾控不是一套真正的全国一体化组织。</span></strong><span>作为中央一级的事业单位，国家疾控中心只是中国疾控体系中的一支。与之相应的，则是省、市、县三级的疾控中心，总计达3500余个之多，在全国拥有19万人之众。相比之下，不同，省、市、县三级疾控中心的历史远为悠久，反而有着更为清晰的定位和更丰富的经验。</span></section><section><br  /><span>在中国CDC成立后，开始对地方层面，省、市、县三级数千个卫生防疫站施行改制。陆续将卫生监督职能剥离，转而在各地卫生厅（局）之下设置卫生监督所，随后各地防疫站更名疾控中心，隶属卫生局管理。</span></section><section><br  /></section><section><span>但中国CDC不具备类似美国CDC“疾病防控”的行政职权，定位上更加偏向技术服务与咨询功能，这也是在新冠疫情爆发后，CDC遭受民众质疑时钟南山院士曾提到的：“CDC的地位太低了”的根本原因。</span></section><section><br  /></section><p><p><img data-style-id="22631"><section><section><p><span><strong>03</strong></span></p></section><section><section><strong>《疾病预防控制中心建设标准》意义何在？</strong></section></section></section></section><section><br  /></section><section><span>中国CDC成立11个月就经历了非典，成立18年后有经历了新冠的洗礼，非典时由于刚成立不久，社会舆论对其没有过多苛责，但在新冠防控暴露出的问题，也开始令人思考，是否应该给予中国疾控中心更大权力，令其在行政、技术两方面均能贯穿到底，对其之下的三级疾控中心实施真正的管理。</span></section><section><br  /></section><section><span>而《疾病预防控制中心建设标准》的颁布是否可以看做一个中国疾控改革的信号？标准建立往往是对勘察、规划、设计、施工、安装、验收、运营维护及管理等活动和结果需要协调统一的事项所制定的共同的、重复使用的技术依据和准则，这将更有助于</span><span>疾控体系升级，帮助CDC从卫健委体系中剥离出来，设立独立的疾控局，实现条条的垂直管理，在卫健委之外自成一套行政体系，类似国家药监局体系。</span></section><section
