data-style-id="22631"><section><section><p><strong>01</strong></p></section><section><p><strong>各地加快提升病毒检测能力</strong></p><p><br  /></p></section></section></section><section><br  /></section><section><span>7月28日，在国新办召开的国务院政策例行吹风会上，谈及秋冬季节防控疫情时，国家卫生健康委副主任、国务院医改领导小组秘书处副主任王贺胜表示，现在关键还是要落实“早发现、早报告、早隔离、早治疗”的“四早”要求，集中优势资源，尽快提升核酸检测能力和质量，深入开展流行病学调查和溯源工作，充分发挥公共卫生等专业人员作用，运用现代信息技术手段，尽快把疫情传播的链条搞清楚。</span></section><section><span><br  /></span></section><section><span>核酸检测对及时发现新冠病毒感染者、防止疫情扩散具有重要作用。</span></section><section><span><br  /></span></section><section><span>国务院应对新冠肺炎疫情联防联控机制综合组6月发布《关于加快推进新冠病毒核酸检测的实施意见》（以下简称《实施意见》），明确提出推动重点人群“应检尽检”，其他人群“愿检尽检”，疾控机构定期对普通人群进行抽样监测和流行病学调查。</span></section><section><span><br  /></span></section><section><span>核酸检测人群的进一步覆盖和核酸检测的常态化将推动试剂需求持续增长。近期，受大连、乌鲁木齐等地疫情影响，检测需求逐步加大。</span></section><section><span><br  /></span></section><section><span>为有效降低疫情扩散风险，7月26日，大连市宣布在全市范围内开展免费核酸检测，并力争在4天内实现核酸检测全覆盖。这也对核酸检测能力提出了更高要求。</span></section><section><span><br  /></span></section><section><span>此次国务院常务会议提出，要调动各方力量，加快检测时间短、灵敏度高、操作简便的产品研发上市。同时，在加强生物安全风险防范前提下，确保秋冬季前实现全国三级综合医院、传染病医院、各级疾控机构及县域内1家县级医院具备核酸检测能力。</span></section><section><span><br  /></span></section><section><span>目前，各地正在加快提升医院检测能力。例如，北京市卫健委新闻发言人高小俊近日表示，北京三级医院和区域医疗中心应配备核酸快检设备、具备1小时以内的快检能力；所有二、三级医院须在8月底以前具备核酸检测条件和能力。</span></section><section data-style-id="22631"><section><section><p><strong>02</strong></p></section><section><p><strong><span>集中采购将降低核酸检测费用</span></strong></p></section></section></section><section><br  /></section></section></section></section><section><span>本次国务院常务会议明确，各有关方面要及时加强资金等相关保障。</span></section><section><span><br  /></span></section><section><span>据前述《实施意见》要求，各级政府加强资金统筹安排，对疾控机构、医疗机构、海关实验室建设和检测设备的配备予以经费支持，特别要加大对人群相对密集、流动性较大地区和边境口岸等重点地区支持力度。</span></section><section><span><br  /></span></section><section><span>同时，要求具备条件的地区将检测试剂和耗材纳入省级集中采购平台采购范围，并简化招标采购程序。“应检尽检”所需费用由各地政府承担，“愿检尽检”所需费用由企事业单位或个人承担。</span></section><section><span><br  /></span></section><section><span>从价格端来看，集中采购在降低核酸检测价格方面发挥了重要作用。</span></section><section><span><br  /></span></section><section><span>6月19日，国家医疗保障局办公室发布《关于配合做好进一步提升新冠病毒检测能力有关工作的通知》，鼓励省级和统筹地区医保部门积极探索开展新冠病毒检测试剂集中采购，且提出集中采购原则上应多家中选，保证供应稳定性。</span></section><section><span><br  /></span></section><section><span>多地开展集采后，检测费用迎来降价。以河南省为例，近期实施集中采购后，22家检测试剂企业的25个中选产品价格均降低至全国最低水平。10种核酸检测试剂价格从120~180元/人份降至12~15.6元/人份，平均降幅90.3%；抗体检测试剂价格从30~60元/人份降至5.8~27.78元/人份，平均降幅70.9%。</span></section><section><span><br  /></span></section><section><span>目前，除了试剂费外，河南省新冠病毒核酸检测费用为每次65元，抗体检测两种方法分别为5元/次和25元/次。执行试剂集中采购后，同时检测新冠病毒核酸和抗体时，检测费加试剂费将从集中采购前的300元左右降低至120元以内。</span></section><section><span><br  /></span></section><section><span>再如，安徽省此前新冠病毒核酸检测费用为220元/人次，其中核酸试剂盒每个100元左右，医疗机构服务费用120元左右。</span></section><section><span><br  /></span></section><section><span>近期开展集中采购后，核酸检测试剂的费用降至15~17元/人份，抗体检测试剂限价6.99~22.3元/人份。结合安徽省降低服务价格——核酸检测项目费用、抗体检测项目费用最高限价分别降低到60元/次、25元/次，在安徽公立医疗机构进行核酸和抗体检测费用，每人次将分别最高不超过77元和47.3元。</span></section><section><br  /></section><section
