data-style-id="22631"><section><section><p><strong>01</strong></p></section><section><p><strong>甲类大型医用设备配置</strong></p></section></section></section><section><br  /></section><section><span><strong><span>甲类大型医用设备包括：</span></strong></span></section><section><br  /></section><section><span>重离子放射治疗系统、质子放射治疗系统、正电子发射型磁共振成像系统(英文简称PET/MR)、高端放射治疗设备、首次配置的整台(套)单价在3000万元人民币以上的大型医疗器械。</span></section><section><br  /></section><section><strong><span>其中：</span></strong><span></span></section><section><span><span><strong>重离子放射治疗系统：</strong></span>本规划期内暂不制订新增配置规划。</span></section><section><br  /></section><section><span><span><strong>质子治疗肿瘤系统：</strong></span><strong>2018-2020年新增总数由10台调整为16台，较原来增长6台，同比增加60%，从数字来看，单台质子设备大概三到五亿<strong><strong>RMB/</strong></strong>台，增加6台的质子大概有20～30亿元的国家资金投入，</strong>其中，华北地区由2台增加到3台、东北地区由1台增加到2台、华东地区由2台增加到3台、中南地区由2台增加到4台、西南地区由2台增加到3台、西北地区仍为1台。</span></section><section><br  /></section><section><span><span><strong>正电子发射型磁共振成像系统(PET/MR)：</strong></span><strong>2018-2020年新增总数由28台调整为77台，较原来增长49台，同比增加175%，<strong>从数字来看，<strong>单台正电子设备大概四到五千万<strong><strong>RMB/</strong></strong>台，</strong>增加49台大概有20～30亿元的国家资金投入，</strong></strong>其中规划总数分别为华北14台，东北8台，华东29台，中南21台，西南7台，西北3台。<span>（</span><span>由于历史原因造成的设备已购，但是配置证没有发</span><span>的</span><span>医疗机构，</span><span>这次也</span><span>会</span><span>解决</span><span>）</span><span></span></span></section><section><br  /></section><section><span><span><strong>高端放射治疗设备：</strong></span><strong>2018-2020年新增总数不变，还是原来的188台</strong>，虽然总数量与调整前没有变化，但华北、东北、华东、中南、西南、西北六大区域及区域内省(区、市)所分配到的台数有所调整。</span></section><section><span><br  /></span></section><section><span>今年年初，受到疫情影响，甲类大型医疗器械的配置一度被迫终止，详见《</span><a data-style-id="22631"><section><section><p><strong>03</strong></p></section><section><p><strong>“十三五”规划对发展医疗器械产业的意义</strong></p></section></section></section><section><br  /></section><p><span>近年来，我国医疗器械标准数量稳步增长、标准类别分布更加合理、标准覆盖面更加全面、标准约束力更加优化。“十五”“十一五”和“十二五”期间分别发布医疗器械标准292项、553项和476项。“十三五”即将收官，截至2019年底，已发布医疗器械标准共561项，随着越来越多的医疗器械的标准发布，越来越多的医院医疗设备开始大规模更新换代，公共卫生领域补短板需求更加强烈，下一步，大型医疗设备配置需求将快速增长。</span></p><section><span><br  /></span></section><p><p><img /></p></p><p><br  /></p><section><span>本次<span>“十三五”规划</span>目标要求：经济保持中高速增长，在提高发展平衡性、包容性、可持续性的基础上，产业制造迈向中高端水平。</span></section><section><br  /></section><section><span><span>&nbsp;</span>“十三五”规划再一次表现了我国对发展医疗器械产业尤其是高端医疗器械的重视。在政策利好、发展空间巨大的形势下，作为国家严格管控的大影像设备、手术机器人设备以及放疗设备，必将成为产业布局从中低端向高端转化的先头部队。</span></section><section><br  /></section><section data-style-id="22631"><section><section><p><strong>04</strong></p></section><section><p><strong>与国际对比，我国医疗设备未来仍有提升空间</strong></p></section></section></section><section><br  /></section><section><span>即使在大型医用设备规划配置数量向上调整后，与国际水平进行对比，未来我国大型医疗设备保有量仍有不小提升空间。比如截至2018年底达芬奇手术机器人全球累计销售4986台，而此前我国手术机器人保有量仅为<strong>170台</strong>（截至2020年七月）与美国和日本仍有较大差距。<strong>其他如CT
