/></p></section><section><br  /></section><section><span>本次专项整治分3个阶段实施：第一个阶段是教育与自查阶段（2020年7月）。各级卫生健康行政部门和医疗机构组织召开工作会议，各级各类医疗机构和全体医务人员要严格执行“九不准”要求，自查自纠。</span></section><section><br  /></section><section><span>进入到8月份，就正式进入集中宣传与整治阶段。各地卫生健康行政部门负责查处本级医疗机构及医务人员的收受“红包”、回扣等违规行为，收集、整理群众举报线索并依职责查办或转交相关部门查办。</span></section><section><br  /></section><section><p><img /></p></section><section><br  /></section><section><span>（截图来源：国家卫健委）</span></section><section><br  /></section><section><span>同时，将联合相关部门对日常诊疗行为及内部管理进行检查，并对发现的问题进行集中整治。</span></section><section><br  /></section><section><span>各地持续开展专项巡查暗访，强化医疗机构和从业人员主体责任，曝光违规违纪案例，建立举报信息通报制度、大额医疗费用倒查机制和联防联控机制。</span></section><section><br  /></section><section><span>集中整治范围要实现辖区内医院（含中医院和妇幼保健院）全覆盖，其他类型医疗机构（社区卫生服务中心(站)、门诊部、诊所）覆盖50%以上。</span></section><section><br  /></section><section><span><strong><span>约谈特定人员进行取证</span></strong></span></section><section><br  /></section><section><span>什么是暗访？怎么暗访？会涉及哪些内容？</span></section><section><br  /></section><section><span>根据多省在医药领域暗访的经验，可以得知，暗访即事先不发通知、不打招呼、不听汇报、不用陪同接待、直奔现场的方式。</span></section><section><br  /></section><section><span>检查企业、随机抽查医疗服务机构、基层监管机构，查找药品、医疗器械、化妆品监管中存在的突出问题、薄弱环节。</span></section><section><br  /></section><section><span>暗访检查多采取实地调查、暗访走访、特定人约谈、抽样检测等方式，通过录音录像、电话咨询、模拟办事等手段进行。</span></section><section><br  /></section><section><span>暗查内容如调研GSP货票同行、一致，药品经营中有无挂靠、走票，对药品进货查验把关情况，是否按照规定配备执业药师、执业药师是否在职在岗，药品是否从合法渠道购进等等。</span></section><section><br  /></section><section><span>最重要的是，暗访调研会将关注度高、投诉举报多、日常管理混乱、风险等级高、社会影响大的对象作为重点，加大随机抽查力度。</span></section><section><br  /></section><section><span>为什么会采用隐蔽的方式，日前中纪委官网发布《关于治理医药领域贿赂》的文章引发多方关注，内容直指医药行业收回扣、拿提成、感谢费等行为，并指出医药领域行贿受贿问题屡禁不止，亟须对症整治。</span></section><section><br  /></section><section><span>文章指出，从近年来查处的案例看，医药领域行贿手段呈现出花样翻新、次数频繁、金额巨大等特点。</span></section><section><br  /></section><section><span>有医药代表坦言，用药品价格45%左右的回扣，招揽在医院有关系的二级代理商打开销售渠道。随着监管加强，行贿手段也更加隐蔽，如为医生请保姆，帮助子女升学，或把贿赂款列为咨询费、推广费等。</span></section><section><section><section><section><section><section><section><br  /></section></section></section></section></section></section></section><section><strong><span>人脸识别查医药代表</span></strong></section><section><br  /></section><section><span>通知明确指出，将严查医药代表推销药品、器械。</span></section><section><br  /></section><section><span>文件显示，将严肃查处医药产品生产、经营企业的经销人员在医疗机构内的违规营销行为。重点检查医疗机构门诊、住院部、药房等区域出现医药产品生产、经营企业或经销人员违规向医务人员推销药品、医疗器械，进行商业洽谈的行为。</span></section><section><br  /></section><section><span>据了解，大数据和人工智能技术将运用到本次整治中。</span></section><section><br  /></section><section><span>医疗机构应当充分运用人工智能或信息化手段，对医药产品生产、经营企业的经销人员进入医疗机构内部与医务人员接洽营销行为进行预警、监测和及时处理。<br  /></span></section><section><br  /></section><section><span>在范围与主题上，文件显示，将加强医疗机构及其从业人员执业行为监管，倡导廉洁从医。通过信访、举报、部门协作等途径全面深入排查线索，重点检查各级各类医疗机构从业人员（含医生、护士、医技人员、行政人员）利用职务便利，在医疗活动中（包括在介绍入院、检查、治疗、手术等环节）索取或收受患者及其家属以各种名义赠送的“红包”礼金或者牟取其他不正当利益的违规违法行为。</span></section><section><br  /></section><section><span>严查医务人员利用任何途径和方式为商业目的统计医师个人及临床科室有关药品、医用耗材的用量信息，为医药营销人员统计提供便利的行为；医务人员违反规定私自采购、销售、使用药品、医疗器械、医用卫生材料等医药产品行为。</span></section><section><br  /></section><section><span>会将不合理诊疗行为纳入医务人员绩效考核体系进行监督评价。对违反诊疗常规、诱导医疗和过度医疗等严重违规行为，依法依规纳入医疗机构不良执业行为记分和信用体系管理，并向社会公布。</span></section><section><br  /></section><section><span>中央强调，坚持受贿行贿一起查，对巨额行贿、多次行贿的严肃处置。各个地方也纷纷展开整治行动。安徽省对卫生健康系统开展省市县三级联动巡视巡察，推动查处了一批问题线索，对违规招标采购、收受回扣等方面列出负面清单。</span></section><section><br  /></section><section><span>江西省在《全省医药流通领域商业贿赂专项整治行动工作方案》中明确，科研费、统方费、赞助费、新药推广费等均被定性为商业行贿。天津市印发《天津医院内部医药经营企业代表接待管理办法》，加强医药代表管理，对不择手段拉拢腐蚀医院领导、医务人员等行为，坚持严厉打击，挤压“围猎”空间。等等</span></section><section><br  /></section><section><span>据小编观察，各地的检查已正在进行中，站在行业的角度看，严格的监管未尝不是推动行业进步的加速器。每一波的行业整顿就是个去伪存真的过程，都是对合规、合法企业的最好保护。</span></section><p><br  /></p></section><section><section
