/></section><section><span>继有代表被带走消息传出后，医药圈又有消息曝出。据药代圈推送的消息称，金华xx制药的代表，在家中被带走调查了。原因据说是频繁出入科室，而且手机里面保存了很多相关信息。</span></section><section><br  /></section><section><span>被带走的是地区经理，其原因在于客户的转账记录被查。据反馈，这个地区经理手里有很多代表的资料。一般被带走的第一件事就是查手机，有些不长心的同行，手机里面啥都有。</span></section><section><br  /></section><section><span>这一切种种似乎都与国家卫健委近日下发的《2020年医疗行业作风建设工作专项行动方案的通知》相关。根据通知，此次专项整治时间为2020年7月-12月，其中8~11月是集中宣传与整治阶段，各地将持续开展专项巡查暗访。打击医疗机构从业人员收取回扣专项治理，查处医疗机构及其从业人员利用执业之便谋取不正当利益，收取回扣的行为。</span></section><p mpa-paragraph-type="body"><br  /></p><section><span>卫健委行业纠风会议召开后，近半个月来，多地均有医院加强了药企业务人员院内活动的管理。</span></section><section><br /></section><section><span>重点检查医疗机构从业人员接受药品、医疗器械、医用卫生材料等医药产品生产、经营企业或经销人员以各种名义、形式给予的回扣行为；</span></section><section><span>医务人员接受医药企业为其安排、组织或支付费用的营业性娱乐场所的娱乐活动行为；</span></section><section><br  /></section><section><span>医务人员利用任何途径和方式为商业目的统计医师个人及临床科室有关药品、医用耗材的用量信息，为医药营销人员统计提供便利的行为；</span></section><section><br  /></section><section><span>加强高值医用耗材、辅助性用药等领域的监管；</span></section><p mpa-paragraph-type="body"><br  /></p><section><span>围绕处方（医嘱）权限、知情同意、批准程序、外购药品院内使用和用药安全保障等方面完善医疗机构药品使用监管；</span></section><section><br  /></section><section><span>重点检查医疗机构门诊、住院部、药房等区域出现医药产品生产、经营企业或经销人员违规向医务人员推销药品、医疗器械，进行商业洽谈的行为；</span></section><section><br  /></section><section><span>医疗机构应当充分运用人工智能或信息化手段，对医药产品生产、经营企业的经销人员进入医疗机构内部与医务人员接洽营销行为进行预警、监测和及时处理。</span></section><section><br  /></section><section data-mpa-template="t" mpa-from-tpl="t"><section /></section></section></section></section></section><section><span>8月10日，辽宁省卫健委最新发布了一则关于辽宁省大型医院巡查工作实施方案（2020-2022年度）的通知，方案表示，巡查工作要采取管理与专业检查相结合、明查与暗访方式相结合等多种手段，重点巡查医院是否严格执行了不准收受回扣等“九不准”要求、是否对医院内部人员与医药相关企业间接触作出了细致具体、便于查验的管理办法等等。</span></section><section><br  /></section><section><span>2019年11月，国家卫健委下发印发大型医院巡查工作方案（2019—2022年度），要在2019年11月开始到2022年6月底前完成要对二级以上医院的巡查。</span></section><section><span>公开资料显示，除了辽宁外，广西、河北等省份也印发了大型医院巡查方案，其他省份或因疫情影响并未见巡查方案。不过，国家卫健委有时间表，在辽宁之后，或许还会不断有省份公布巡查计划，这无疑就加剧目前医药行业反腐力度和强度。</span></section><section><br  /></section><section><span>药脉通副总王鹏表示，现在很多人对代表职业前景发生怀疑，但所有反腐和合规是淘汰那些不能靠专业能力推动业绩、不懂学术推广的代表，真正专业代表的机会反而来了。最近王鹏有很多合作了趣学术的公司，很多代表凭借专业能力，两年提升经理，4年提升省区，还不到10年时间升总监的人大有人在。</span></section><section><br  /></section><section><span>王鹏表示，代表存在最根本的原因是，药品研发后有系列医学知识的进步是需要传递的，只要产品和临床之间存在势能差，有需要传递医学知识，那么就需要医药代表。中国有14亿人口，地域广阔，差距也非常大，城市已经普及的医学知识，可能县医院和基层市场仍需要去普及。</span></section><section><br  /></section><section><span>此外，随着创新药纳入医保等政策推进，创新已经成为行业热门，大批药企不断投入创新，还有大量的海归博士带着项目带着科研回来，创新药的商业推广也需要专业的代表，越专业越有市场。所以，现在完全不要对前途担忧，关键是要迅速成长为专业的代表。</span></section><section><br
