/></span></section><section><span>“我打了两针新冠肺炎疫苗，没啥不良反应。”中国医药集团有限公司（以下简称“国药集团”）党委书记、董事长刘敬桢说。</span></section><section><span><br /></span></section><section><span>日前，国药集团中国生物北京生物制品研究所新冠灭活疫苗生产车间通过国家相关部门组织的生物安全联合检查，具备了使用条件。</span></section><section><span><br /></span></section><section><span>疫苗是战胜新冠肺炎疫情的“杀手锏”，人们一直翘首以盼。当前，新冠肺炎疫苗研发进展如何？何时能量产上市？价格贵不贵？有效性怎样？记者围绕相关热点问题专访了刘敬桢。</span></section><section><span><br /></span></section><section data-support="96编辑器" data-style-id="22631"><section><section><p><strong>01</strong></p></section><section><p><span><strong>灭活疫苗预计12月底上市，年产量超2亿剂</strong></span></p></section></section></section><section><br /></section><section><span>“新冠肺炎疫苗研究实际上有5个路线，即全病毒灭活疫苗、基因工程亚单位疫苗、腺病毒载体疫苗、减毒流感病毒载体疫苗，以及核酸疫苗。其中，核酸疫苗即mRNA和DNA疫苗。”刘敬桢介绍，疫情发生后，国药集团集中精力在全病毒灭活疫苗和基因工程亚单位疫苗两条路线上进行重点突破。其中，国药集团中国生物武汉生物制品研究所和北京生物制品研究所两个单位在灭活疫苗路线上并行研究，国药集团中国生物技术研究院则是在基因工程亚单位疫苗方面进行研究。<br /></span></section><section><span><br /></span></section><section><span>刘敬桢表示，灭活疫苗，简单说就是先把病毒毒株分离出来，就像选“种子”似的，得选一个好“种子”；之后再进行繁殖培养，比如放大几十倍、几百倍等；然后再把这些活病毒杀死，使其失去感染性和复制力，但同时保留它刺激人体产生免疫应答的部分功能，最后经过纯化等工艺变成疫苗。相较而言，灭活疫苗研发速度快，但投入巨大。目前，国药集团已投入资金约20亿元，建设了两个P3（三级生物安全水平）生产车间。</span></section><section><span><br /></span></section><section><span>“2月16日起，我们遵守国际惯例在大鼠、小鼠、豚鼠、恒河猴、食蟹猴、兔子等7种试验动物身上开展疫苗免疫原性研究，以验证疫苗的有效性。接着，我们开始进行小规模人体测试，之后进入了临床研究。”刘敬桢说，临床研究通常分为三期。其中，一期主要评价疫苗安全性；二期主要评价疫苗安全性和免疫原性，同时探索免疫程序；三期主要在更大人群范围内评价疫苗的安全性和有效性。</span></section><section><span><br /></span></section><section><span>4月12日，武汉生物制品研究所研发的新冠灭活疫苗进入一、二期临床研究，6月16日公布了临床试验阶段性揭盲结果，结果显示疫苗接种后安全性好，无一例严重不良反应，不同程序、不同剂量接种后，接种者均产生高滴度抗体；4月27日，北京生物制品研究所研发的灭活疫苗进入临床研究，6月28日公布了临床一、二期阶段性成果。6月23日，国药集团在阿拉伯联合酋长国启动国际临床三期试验。这意味着我国在新冠病毒灭活疫苗技术路线上走在了世界前列。</span></section><section><span><br /></span></section><section><span>刘敬桢表示，国际临床三期试验结束后，灭活疫苗就可以进入审批环节，预计今年12月底能够上市。预计北京生物制品研究所的灭活疫苗年产量能达1.2亿剂，武汉生物制品研究所的灭活疫苗年产量能达1亿剂。另外，基因工程亚单位疫苗预计今年10月份能进入临床研究，一旦研发成功后就能快速大规模量产。</span></section><section><br data-style-id="22631"><section><section><p><strong>02</strong></p></section><section><p><span><strong>两针疫苗保护率达100%，价格不到1000元</strong></span></p></section></section></section><section><br /></section><section><span>除了关注疫苗研发进展外，人们也很关心疫苗的价格。那么，灭活疫苗到底贵不贵？<br /></span></section><section><span>“灭活疫苗上市后，价格不会很高，预计几百块钱一针。如果打两针的话，价格应在1000块钱以内。”刘敬桢告诉记者，打一针疫苗，保护率大概是97%，抗体产生是缓慢的，像曲线一样在缓慢增长，一般情况下大概半个月可以达到能抵抗新冠病毒的水平；如果打两针疫苗，保护率能达到100%。</span></section><section><span><br /></span></section><section><span>刘敬桢介绍，打第一针疫苗与第二针的时间间隔一般是28天，但特殊情况下可以同时打，左胳膊一针、右胳膊一针。一针疫苗剂量是4微克。</span></section><section><span><br /></span></section><section><span>“我国14亿人不是人人都有必要打，比如居住在人口密集城市的学生、上班族等是有必要的，而居住在人口稀少的农村地区的人们就可以不用打。”刘敬桢说。</span></section><section><br /></section><section data-support="96编辑器" data-style-id="22631"><section><section><p><strong>03</strong></p></section><section><p><span><strong>开足马力，尽快让老百姓用上放心疫苗</strong></span></p></section></section></section><section><br /></section><section><span>“新冠病毒是全球范围内首次出现，我们对它的了解非常有限，它的传染性、致病性、毒力等均无参考标准。但即使是针对这样一种全新的病毒，我们也要在尽量短的时间内研发出安全有效的疫苗。”刘敬桢说，截至目前，疫苗研发、临床试验、生产设施建造等方面的相关工作进展顺利，今后要开足马力、紧锣密鼓地攻关试验，尽快让老百姓用上放心的疫苗。<br /></span></section><section><span><br /></span></section><section><span>针对此次疫情暴露出的一些短板问题，刘敬桢建议，将疫病防控科技力量和科研能力纳入储备。积极进行联合攻关和技术共享，用尖端技术带动应急储备能力建设；设立疫苗研发重大专项基金，持续加大对疫苗研发企业的支持，推动疫苗产业发展创新，提升疫苗“中国制造”的整体实力和国际竞争力。</span></section><section><span><br /></span></section><section><span>同时，加强生物安全体系建设。把疫苗、血液制品纳入国家生物安全范畴，进一步提高生物安全地位，推进生物制品行业研发、生产的规模化、集约化，对免疫规划疫苗实行定点生产、集中配送。</span></section><section><span><br /></span></section><section><span>刘敬桢认为，要面向公共卫生体系建设需要，根据灾情、疫情和突发事件的新情况、新问题，修订完善相关法律法规，出台现有法律法规的实施细则，发布专项法规和规章，使应急医疗物资保障有法可依。聚焦产、储、采、供四大主要环节的短板，充分发挥信息的核心纽带作用，建立中央、地方、企业统一领导、分级分工、协同联动、动态调整的应急物资保障体系。</span></section><section><span><br /></span></section><section><span>“要完善国家中央储备品类，合理配置储备规模结构。”刘敬桢说，开展基于风险评估的需求分析，扩充中央储备物资分类和产品目录，优化储备结构，科学调整储备品种和数量；建立中央储备品类目录动态更新机制，分类制定应急物资储备策略；建立基于需求分级布局物资储备以及储备规模动态调整机制；加强中央储备的时效性管理，完善物资储备定期更新机制，加快物资轮换速度。</span></section><section><br
