/></p></p><section><br  /></section><section><span>图源：中国政府采购网</span></section><section><br  /></section><section><span>广东作为我国医疗器械生产企业大省，在全国医药制造总产排名第一梯队已培育出了迈瑞医疗、华大基因、新产业生物、雷度、普门科技等一批知名IVD生产服务商，随着国产替代政策的进一步推进，从IVD国产设备的落地成果来看，基层医疗市场已经取得较多佳绩。以云南省卫健委采购项目为例：去年6月云南省卫健委对全自动生化分析仪、尿液分析仪和全自动血球仪等共967台IVD设备进行招标，明确提出只要国产。该大单最终落地迈瑞医疗、杭州优思达等企业。</span></section><section><br  /></section><section><section><span>随着这次疫情后国家重整医疗应急体系，全面建设PCR实验室、加强基层医疗机构能力，国产IVD企业将以不输进口产品的技术和明显的价格优势、政策的力推，再次抢占基层诊断市场。</span></section><section><br  /></section><section><span><strong>政策助推IVD国产进程“成绩单”</strong></span></section><section><br  /></section><section><span>2020年3月：国家税务总局发布《研发机构采购国产设备增值税退税管理办法》提出：明确自2019年1月1日至2020年12月31日，继续对研发机构（包括内资研发机构和外资研发中心）采购国产设备全额退还增值税。</span></section><section><br  /></section><p><img /></p><section><br  /></section><section><br  /></section><section><span>2020年5月：浙江省发展改革委等六委共同印发《关于推动浙江省医药产业高质量发展的若干意见》提出：深化首台（套）重大技术装备保险补偿机制在医疗器械行业的推广应用，鼓励医疗机构包括民营医疗机构采购国产医疗设备。重点发展高端数字医学影像和诊断设备、先进治疗性设备、精准快诊试剂及相关设备等。</span></section><section><br  /></section><section><span>2019年底：国务院财政部官方发布《关于继续执行研发机构采购设备增值税政策的公告》提出：称为了鼓励科学研究和技术开发，将继续对内资研发机构和外资研发中心采购国产设备全额退还增值税。</span></section><section><br  /></section><section><span><strong>全球贸易形势紧绷，内需驱动加速IVD国产落地</strong></span></section><section><br  /></section><section><span>近一两年来，美国单方面挑起并不断升级中美经贸摩擦，美国贸易保护对中国不少医疗器械产品加征关税。除了《中国制造2025》中所提及的几大类高性能医疗器械产品之外（含IVD设备），一些普通医用耗材和中低端医疗设备也在拟征税清单行列。给两国经贸关系和世界经济发展带来不利影响。加之疫情对世界经济造成重大冲击，使得全球本已脆弱的经济复苏急转直下。</span></section><section><br  /></section><section><span>今年中旬，联合国贸易会议曾预测，全球贸易二季度可能骤降27%，全年萎缩约20%。全球主要经济体的进出口情况也都创下了多年来的最大跌幅，同时也严重冲击了各国国内经济的循环。</span></section><section><br  /></section><section><span>2020全年，世界经济陷入衰退已无法避免，但相较于上半年如此大的经济萎缩，下半年全球经济衰退的趋势将会出现下降趋势（我国经济第二季度或已恢复增长），在这个时期，国内加大力度着手经济复苏策略。显而易见，广东省政府对国产医用设备配置的支持力度符合当前国内恢复经济战略布局，并具有示范和代表作用。<br  /></span></section><section><br  /></section><section><p><img
