mpa-paragraph-type="body"><span>事实上，早在9月初，国务院新闻办公室就举行了例行吹风会。会上，财政部部长就新增2万亿元财政资金直达市县基层工作进展进行了介绍。</span></p><p mpa-paragraph-type="body"><br /></p><p mpa-paragraph-type="body"><span>据国家财政部副部长许宏才介绍，2万亿元直达基层的财政资金，部分要用于安排公共卫生体系建设、重大疫情防控体系建设等常态化疫情防控资金支出。</span></p><p mpa-paragraph-type="body"><br /></p><p mpa-paragraph-type="body"><span>不仅如此，8月下旬，财政部、国家卫健委、中医药管理局三部门还联合印发通知明确，将下拨149.236亿元作为中央直达资金，用于基层医疗卫生机构建设。</span></p><p mpa-paragraph-type="body"><br /></p><p mpa-paragraph-type="body"><span>值得注意的是，财政部两次医院财政资金的下发，都重点强调要加强县级医院、乡镇卫生院、社区卫生服务中心等基层医疗机构公共卫生防控能力的提升，以及相关医疗设备的配置。</span></p><p mpa-paragraph-type="body"><br /></p><p mpa-paragraph-type="body"><span>早在2019年上半年，国家卫健委就发布文件明确了基层医疗机构医疗设备配置标准，公布了全国乡镇卫生院和社区卫生服务中心医疗设备配置的标准。</span></p><p mpa-paragraph-type="body"><br /></p><p
