box-sizing: border-box !important; word-wrap: break-word !important;"  /></p><p>在公立医院，有一个科室的负责人是可以轮转的，护士长可以当，财务人员可以当，信息处的人也可以当。懂行的人读到这里已经有了答案，就是这个科室，游走于行政、后勤与医技之间，在外包与自我之间彷徨，纠结。</p><p><br  /></p><p>有些县级医院还没有这个科室的独立建制，有些独立出来了，整个科室也只有2到3个人，在三甲医院，这个科室普遍有10-20个人。他们在名义上管理着医院成千上万台件的医疗设备，从输液架到大型CT，总资产往往过亿，动辄超过10亿。</p><p><br  /></p><p>看起来，医院设备科责任重大，但其身份和地位却远远不能与之匹配。长期以来，设备科人员只给人留下采购员和维修工的印象。</p><p><br  /></p><p style="text-align: center;"><img data-s="300,640" data-type="jpeg" src="http://mmbiz.qpic.cn/mmbiz_jpg/B2nEIDTp8ffriaUD30yEbk8EboIHjhGICBBNU1n1iaLCpWhyhXO0Yr4H0clfpulIsaa52UWrJhvCibauHIJibJz6cA/0?wx_fmt=jpeg" class="" data-ratio="0.6597353497164461" data-w="529"  /></p><p><br  /></p><p>实际上，设备科现状只是观察医院设备管理的一个窗口。问题要放到更大的层面上去讨论。作为医院管理内容之一的设备管理和作为学科发展的医学工程究竟遭遇了什么样的困局？</p><p><br  /></p><p>解放军总医院医学工程与维修中心主任曹德森甚至认为，现阶段医院还不知道医学工程的内涵和外延，不知道它的定位和职能，在管理上集体无意识、集体无能、集体自甘堕落。</p><p><br  /></p><p>由于医院没有建立全程的、规范化、流程化的管理（从设备购置、验收、运营、维修、效益分析、报废），很多相关资料无法及时查阅和追溯，出现帐目不清、帐物不符、有帐无实等情况。由于医疗设备的维护、维修管理流程不明晰，缺乏实效性，设备的维护、维修往往响应不及时，影响设备的正常使用，同时产生大量的维保费用。</p><p><br  /></p><p>日常管理漏洞百出，与设备质量息息相关的质控环节则可以用“失控”来形容。上海市医疗设备器械管理质量控制中心主任、中华医学会医学工程学专业委员会侯任主任委员李斌李斌讲到一个例子，上海一家二级医院一台CT成像不太好，检测后发现整个CT值是偏的，但医院一直这么用，一年了没有人维护保养，到底漏诊了多少，谁也不知道。</p><p><br  /></p><p>设备科人员被戴上了“维修工”的帽子，但他们已经越来越疏于这个职业。原因是多方面的，医院设备数量成千上万，且更新迭代速度惊人，设备科就那么几个人，根本不可能掌握那么多维修技术。更大的问题是，设备越来越复杂，集成化程度越来越高，维修难度越来越大。</p><p><br  /></p><p>一位业内人士指出，在大型设备上，设备科是完全不足以支撑维修和管理的。稍微小一点的三甲医院设备科都是修修床修修灯，做些最简单的工作。由于设备科专业能力欠缺，也不可能养那么多人，加上不知道原始代码，维修根本无从谈起。</p><p><br  /></p><p>无论承认与否，一个不争的事实是，医院正在逐渐失去设备维修能力。</p><p><br  /></p><p>行业早已意识到这个问题，中华医学会医学工程分会近年来已经呼吁将医院设备科的工作重心由设备采购和维修转移到设备的质量管理与质量控制上来。目前，已经有不少数医院在学科建设方面做出转变，工作模式由采购和维修向开展检测、预防维护、科教等工作转变。医工人员不再承担维修任务，但需要对厂家的维修做出判断和监督，判断设备是否具有维修价值，确定维修方案，选择适宜保修方式。</p><p><br  /></p><p>在行业人士看来，医学工程师在未来应该做临床医学工程转化，做医疗设备的迭代更新，对接医生和厂家，助力厂家通过临床研发生产医疗器械、改进医疗器械。“这是未来最重要的职能，这个地位谁也替代不了。”</p><p><br  /></p><p>另一位人士提醒医院管理者要看清形势，把握未来，再不重视临床工程，相当于国家不重视科技部。当临床工程跟最前沿的技术嫁接起来，医院就会快速发展，就会走到前面。</p><p><br  /></p><p><span style="color: rgb(136, 136, 136);
