<p style="line-height: 2em; text-indent: 0em;">身体不舒服，无需出门，打开电脑或手机，通过视频就能让医生诊疗，这种基于互联网远程技术的新问诊模式正在越来越走近我们的生活。自去年12月乌镇互联网医院高调亮相后，国内互联网医院的发展悄然提速。据中国网财经记者根据公开资料整理，今年前8月，国内新成立的互联网医院多达17家，湖北、浙江、河南、甘肃、广西、河北、贵州、上海等省市医疗机构纷纷宣布加入互联网医院大军。</p><p style="text-align: center; text-indent: 0em;">根据国内上线的互联网医院的实践来看，互联网医院主要分预约挂号中心、远程问诊中心、检查检验中心和电子处方中心，提供服务包括精准预约、远程诊疗、检查检验、电子处方等。互联网医院可以看作是在贯彻国家“互联网+”的意见指导下，一种新兴的远程疾病问诊模式的诞生，其意义在于打破地域界限，既可以让偏远地区患者享受高水平的医疗服务，又可以提高大城市的医疗服务水平，还可以提高医学自身的水平，更合理地配置医疗资源。</p><p style="line-height: 2em; text-indent: 0em;">2014年10月，我国首家网络医院——广东省网络医院上线，主要通过第三方开发商搭建的远程医疗平台，在药店落地，通过安装在连锁药店的网络就诊点的视频终端，患者可向在线医生求医问诊。之后，网络医生的处方通过打印机打印出来后，患者持处方去药店买药。一年多后，2015年12月，乌镇互联网医院上线，同月，南方医科大学深圳医院开业，并推出移动互联网医院。</p><p style="line-height: 2em; text-indent: 0em;">进入2016年，互联网医院的上线速度明显加快。4月6日，微医、好大夫在甘肃、银川上线互联网医院。随后，七乐康与广州市荔湾区中心医院达成合作，共建荔湾七乐康互联网医院。6月18日，阿里健康网络医院落户甘肃金昌。</p><p style="line-height: 2em; text-indent: 0em;">国家卫生计生委发布数据显示，目前中国一年约有70多亿人次的门诊量，其中将近60%是复诊；而医学界分析认为2/3以上的复诊可以通过在线完成，互联网医院的市场空间十分巨大。业内人士分析，“药店+网络医院模式”，从患者角度提供了最便捷的一站式就医；从产业角度为药店提升处方药收入，降低诊所牌照资质获取成本，若整个医疗产业链打通将释放巨大商业价值。</p><p style="line-height: 2em; text-indent: 0em;"><strong>各路资本蠢蠢欲动 发展瓶颈待解</strong></p><p style="line-height: 2em; text-indent: 0em;">政策性障碍的破除及官方的积极肯定，越来越多的传统医疗机构和互联网公司都开始蠢蠢欲动地进入互联网医院的战局。但对现有的互联网医院模式能否长远发展，行业观点并非普遍乐观，主要质疑来自于医疗行业本身“互联网性”较低和目前政策体制的限制。</p><p style="line-height: 2em; text-indent: 0em;">清华大学经管学院医疗管理研究中心研究员曹健分析：“国内对处方管理非常严格，只在个别省市试点互联网医院和处方外流。接下来互联网医院如何监管、会出现哪些问题和挑战、是否会产生医疗纠纷，这些都要看试点情况。”</p><p style="line-height: 2em; text-indent: 0em;">尽管互联网医院的未来看似扑朔迷离，但乌镇互联网医院已经成为先例，而从社会舆论反馈和整个医疗体系的发展方向来看，互联网医院恐是大势所趋。不过，据业内人士分析，想要效仿乌镇互联网医院还有不少门槛要过。</p><p style="line-height: 2em; text-indent: 0em;">首先，政策门槛。作为一项政府工程，乌镇互联网医院的发展离不开政策支持。目前，该院作为一家独立的医疗机构，已经具备医疗服务资质，也已取得电子处方的开具资格。在线医生只要经过多点执业备案，均可开具合法的电子处方。</p><p style="line-height: 2em; text-indent: 0em;">其次，技术门槛。据了解，在国家卫生计生委及食药监总局指导下，乌镇互联网医院投入400多位工程师自主研发了互联网医院的远程诊疗系统、电子处方与在线医嘱系统、处方审核系统、电子病历系统和结算系统等五大支持系统。试想单是亿万级的医患沟通平台和多通道视频在线远程诊断服务，就足以把不少医疗机构拒之门外。</p><p style="line-height: 2em; text-indent: 0em;">此外，医疗纠纷管理。乌镇互联网医院目前使用一款远程医疗责任险——“行医无忧”，投保人可以是医生或者平台，保险期限为自提供服务之日起6个月，责任限额为每一责任事故保额50万元。相对于传统医责险，被保主体由医疗机构转变为医生个人，一旦出现事故纠纷，保险公司可介入处理，从而保障医生安心行医。</p><p style="line-height: 2em; text-indent: 0em;">虽然，乌镇互联网医院还只是一个雏形，但业内分析，随着更多资本的加入，智能硬件的发展和民营医院的转型，互联网医院将有可能成为独立于公立医院和民营医院之外的第三种医疗服务机构。从医院信息化到网络医院再到互联网医院，医疗领域已然在不断迭代，或许互联网医院并不是未来医院的最终形态，至少也预示了未来的发展方向。</p><p style="line-height: 2em;
