浙江省28家医疗器械企业被飞检，23家整改！

医药网1月17日讯　1月13日，浙江省食品药品监督管理局发布了《关于2016年全省医疗器械生产企业飞行检查情况的通报》，通报称，该局2016年共对28家医疗器械公司进行了飞行检查，除5家已停产外，其余23家被整改。 　　有关飞行检查的基本情况 　　全省飞行检查的28家生产企业中，第三类医疗器械企业15家（无菌6家、植入性1家、体外诊断试剂3家、其他5家），第二类医疗器械企业13家（无菌2家，体外诊断试剂1家，其他10家）。 　　检查结果，杭州埃夫朗生化制品有限公司等3家企业生产许可证到期未申请延续，已不生产； 　　杭州协合医疗用品有限公司富阳生产地址因企业合并搬迁停止生产； 　　杭州高能医疗设备有限公司检查时处于停产状态； 　　奉化市新颜义齿制作有限公司检查时宁波市局已作出停产整改的处理； 　　杭州光祺力实业有限公司、杭州博士顿光学有限公司等2家企业因生产质量管理体系存在严重缺陷，企业停产整改； 　　浙江华福医用器材有限公司等2家企业被限期整改并被辖区的市局约谈； 　　其余18家企业也因质量管理体系存在问题，被限期整改。 　　检查中发现的主要问题 　　被检查的28家企业中，除已停产的5家外，无一家零缺陷通过检查，主要表现在： 　　1、从发现的问题看，企业生产和质量管理关键岗位人员质量管理能力弱、培训考核不到位； 　　2、用于生产的主要原材料质量把关不严、供应商管理不到位； 　　3、生产现场工位器具和物料状态标识不清、检验仪器和计量设备未定期校准检定，检验原始记录不完整：产品批生产记录不规范、不完整，质量难以追溯； 　　4、控制产品质量的检验设备和场地、产品检验规程和检验人员实际操作能力不满足产品质量控制要求； 　　5、对不合格品未评价和分析产生的原因并采取纠正预防措施，对不合格品管理不善。 　　6、企业履行主体责任的意识不强，生产和管理总体水平不高。 　　有关整改的要求 　　针对飞行检查中企业存在的突出问题，该局提出要加强跟踪检查，确保整改落实到位，及时消除产品质量和安全的风险隐患，并且将跟踪检查情况纳入对各市局年度目标考核内容。其中： 　　1、对杭州光祺力实业有限公司等2家质量管理体系存在严重缺陷的企业，请杭州市局督促企业按照《医疗器械监督管理条例》第二十五条规定，采取相应的整改措施，评估产品安全风险，对有可能导致安全隐患的，应按照《医疗器械召回管理办法》的规定召回相关产品。 　　采取的监管措施和企业的整改情况应及时上报省局医疗器械处。企业完成整改并经杭州市局检查符合规范要求后报省局，由省局医疗器械处组织跟踪检查确认符合要求后方能恢复生产。 　　2、对浙江华福医用器材有限公司等2家质量管理体系不符合规范要求的企业，请辖区的市局督促企业限期整改，评估产品安全风险，对有可能导致安全隐患的，应按照《医疗器械召回管理办法》的规定，召回相关产品。逾期整改未到位的，由辖区市局依法立案处理。 　　3、对杭州江南世家等7家存在关键项目不符合要求的二类医疗器械生产企业，请辖区的市局责成企业限期整改并跟踪检查。对有可能导致安全隐患的，企业应按照《医疗器械召回管理办法》的规定，召回相关产品。2017年12月31日前，企业未整改到位的，应责令其停产整改。 　　4、对杭州博拓生物科技股份有限公司等11家一般项目不符合的企业，由辖区的市局督促企业进行限期完成整改。 　　5、杭州高能医用设备有限公司等2家停产或停产整改的企业，恢复生产前应书面报告所在的市局，经相关的市局核查符合要求后方可恢复生产。　附件：2016年全省医疗器械生产企业飞行检查基本情况<img data-s="300,640" data-type="jpeg" src="http://mmbiz.qpic.cn/mmbiz_jpg/dx3KibwtDhvckN5DnxNbBo3nuIzdrwndo7u3vrH4CdJIaQL8iar329H9nJKUhNhW4aCxj4AibsVVUibicd0Gl9Y94aA/0?wx_fmt=jpeg" data-ratio="8.241758241758241" data-w="364" /> <p style="font-size: 16px;
