                    <p><img data-type="gif" src="http://mmbiz.qpic.cn/mmbiz_gif/dx3KibwtDhvc6YBndBzrYvfAVPCGNAlsqB9f7SjRnXkibcO3P2CSjz7TnOO8RAArOGOjobic1D5DCTCzzAoxv9jfw/0?wx_fmt=gif" data-ratio="0.1703125" data-w="640"  /></p><p>据国家卫计委消息，为落实国务院领导指示精神，国家卫计委等12部门决定自2017年6月起至10月底在全国范围内开展查处违法违规应用人类辅助生殖技术专项行动。</p><p>&nbsp;</p><p>　　参与此次行动的12个部门包括：国家卫计委、中央综治办、中央网信办、最高法、最高检、工信部、公安部、民政部、工商总局、药监总局、国家中<strong><span style="color: rgb(0, 153, 102);">医药</span></strong>管理局、中央军委后勤保障部。</p><p>&nbsp;</p><p>　　12部门成立了全国查处违法违规应用人类辅助生殖技术专项行动协调办公室，并联合制定了《开展查处违法违规应用人类辅助生殖技术专项行动工作方案》（以下简称《方案》）。相关《方案》也已经印发下去，联合打击行动即将来袭。</p><p>&nbsp;</p><p>　　按照相关部署，今年6-7月，为自查整治阶段，各省份都须制定具体行动措施，开展监督检查、案件查办和自查整改等工作。7-9月，为重点抽查阶段，由中央对地方的专项行动开展情况进行抽查。9-10月为督查评估阶段，12部门对重大疑难案件进行会商研判和指导。</p><p>&nbsp;</p><p>　　另外依据《方案》，此次严打行动的任务包括：</p><p>&nbsp;</p><p>　　 （一）对违法违规开展人类辅助生殖技术的医疗机构和医务人员进行查处。</p><p>&nbsp;</p><p>　　 （二）对非法开展人类辅助生殖技术、非法采供精、非法采供卵、非法性别鉴定以及“代孕”活动的机构和人员进行查处打击。</p><p>&nbsp;</p><p>　　 （三）对非法开展人类辅助生殖技术、非法采供精、非法采供卵以及“代孕”宣传的广告、信息等进行清理和查处。</p><p>&nbsp;</p><p>　　按照方案的任务划定，此次联合严打行动的主要对象为医疗机构和医务人员。不过，12部门中有药监的参与，而在各部门的具体职责分工上，也明确提出，由药监部门负责加强对<strong><span style="color: rgb(0, 153, 102);">医疗器械</span></strong>和<strong><span style="color: rgb(0, 153, 102);">药品</span></strong>生产经营<strong><span style="color: rgb(0, 153, 102);">企业</span></strong>的监管，对违法生产经营的企业和个人进行查处，并对卫生计生部门和公安机关查获的涉案药品、医疗器械的真伪及合法性进行鉴定。</p><p>&nbsp;</p><p>　　这场严打行动，医疗器械行业内相关企业也是逃避不掉的！</p><p>&nbsp;</p><p>　　《方案》强调，这是齐抓共管的联合执法，各部门要相互协助、密切配合，及时互相通报和移交线索，重要案件联合挂牌督办。</p><p>&nbsp;</p><p>　　此外，此次严打行动将全面排查，查处违法案件，面向公众开通有奖举报，各地各部门查处工作不到位的也要严肃处理。</p><p>&nbsp;</p><p>　　而涉嫌严重违法的单位和个人，要建立“黑名单”，实施综合治理和联合惩戒。</p><p><br  /></p><p style="max-width: 100%;
