<p><img data-type="gif" src="http://mmbiz.qpic.cn/mmbiz_gif/dx3KibwtDhvc6YBndBzrYvfAVPCGNAlsqB9f7SjRnXkibcO3P2CSjz7TnOO8RAArOGOjobic1D5DCTCzzAoxv9jfw/0?wx_fmt=gif" data-ratio="0.1703125" data-w="640" /></p><p>近日，业界流传一份名为《广东省医改办关于启动城市公立医院综合改革有关事项的通知》，再次明确启动广东各地区城市公立医院综合改革的具体时间和要求。</p><p> </p><p> 根据通知要求，广州市将于7月15日启动公立医院综合改革，其他各地级市可于7月1日、8日或15日启动城市公立医院综合改革，具体时间由各市自定，最迟不得超过7月 15日。</p><p> </p><p><strong> ▍广东公立医院迎大改</strong></p><p> </p><p> 根据《广东省深化医药卫生体制综合改革实施方案》，从今年7月1日起，广东将全面启动公立医院改革，取消药品加成已进入倒计时阶段。</p><p> </p><p> 今年是推进健康广东建设的重要一年，启动全省综合医改是广东今年的重点工作。</p><p> </p><p> 6月8日，全省公立医院综合改革培训班召开，会上部署全面推开公立医院综合改革，7月1日起，全省所有公立医院取消药品加成，中央、军队、武警、省属医疗机构，国有企事业单位举办的公立医院要同步参加属地城市公立医院综合改革。价格调整、财政补助、医保支付政策同步跟进，确保医院负担、群众负担总体不增加。</p><p> </p><p><strong> 改革内容分为三大块：</strong></p><p> </p><p> 一是做好医疗服务价格调整方案。</p><p> </p><p> 各地公立医院取消药品加成后减少的合理收入，原则上通过调整医疗服务价格、加大政府投入和降低医院运行成本等方式予以补偿。价格调整基本要求是全省统一取消挂号费，并入门诊诊查费。医疗服务价格调整原则上实行“同城同价”，对于个别实际补偿比例与政策要求差距较大的医院可实行“一院一策”。</p><p> </p><p> 二要制定和实施财政补偿政策。关于取消<strong><span style="color: rgb(0, 153, 102);">药品</span></strong>加成后财政补偿部分，进行分类补偿，各地要结合实际制订相应的补偿政策。</p><p> </p><p> 三是将调整后的门诊诊查费纳入医保报销范围。医保报销政策与价格政策要同步实施，有效衔接，确保群众负担总体不增加。</p><p> </p><p> 此前，据广州日报曾报道，中山大学附属第六医院院长兰平坦言，医院年收入15亿元，在取消药品加成后，即便算上加强医院管理所节省的成本，一年的缺口仍大约为8000万元。</p><p> </p><p> 医院内部测算显示，即使采取提高手术费、门诊费、查房费等医疗服务价格以及加强医院管理、降低运营成本等综合手段，医院经营上依旧会出现缺口。</p><p> </p><p> 在7月1日正式取消药品加成后，医院又将如何使出浑身解数减少资金的缺口，是否会像某些地区那样，将资金压力转移到药企身上？我们拭目以待。</p><p> </p><p><strong> ▍基层市场将成新爆点</strong></p><p> </p><p> 3月31日，广东省人民政府印发《广东省深化<strong><span style="color: rgb(0, 153, 102);">医药</span></strong>卫生体制综合改革实施方案》，方案明确将控制城市公立<strong><span style="color: rgb(0, 153, 102);">医院</span></strong>规模，原则上新增医疗卫生服务资源重点下沉基层。要全面推进县（区）域一体化管理，探索县级医院辐射带动乡镇卫生院、乡镇卫生院支持带动村卫生站的有效方式。</p><p> </p><p> 此外，据了解，广东将从今年起用3年时间，全省各级财政计划安排500亿元加大对基层医疗卫生的支持力度。</p><p> </p><p> 去年9月，广东省人民政府办公厅印发《关于促进医药产业<strong><span style="color: rgb(0, 153, 102);">健康</span></strong>发展实施方案》，提出到2020年，广东全省医药产业产值将达到4000亿元，医药流通行业销售收入达到5000亿元。在基数如此之大的市场背景下，未来下沉到基层的市场份额可以预见，必将是一个非常可观的数字。</p><p> </p><p> 此外，医联体分级诊疗把县级医院和基层社区捆绑在一起，这是一个非常大的市场。接下来，药企的关注点必须从大三甲医院扩展到县级、基层。未来，对于基层这块市场，尤其是针对术后康复、慢病治疗有优势的产品，谁先布局谁将占据优势地位。</p><p><br /></p><p style="max-width: 100%;
