广东省开启医用耗材、试剂配送商大淘汰模式

                    <p>　医药网7月21日讯　猜测成真了。广东省韶关市真的也要落地医用耗材（含检验试剂，以下同）GPO采购，并在执行“两票制”配送的同时，对耗材配送商进行大淘汰式筛选。</p><p>&nbsp;</p><p>　　7月20日，韶关市药采工作领导小组补发了关于该市2017年耗材及试剂集采项目的说明。</p><p>&nbsp;</p><p>　　该说明内容明确，韶关市即将进行的配送企业遴选工作，实行按组别遴选，一个组别中选3家配送企业，中选企业则将按产品类别，根据排名高低优先选择配送区域。</p><p>&nbsp;</p><p>　　又是每组仅留3家配送商中标，这与广东省珠海市此前进行的耗材配送商遴选工作一致。</p><p>&nbsp;</p><p>　　同样一致的还有：两市都是通过“海虹公司”这一第三方机构来进行遴选；参与遴选的配送产品都涵盖了各种专科、通用耗材和试剂；都是全市各级各类医疗机构都参与进来，进行统一配送；以及单看遴选公告的话，企业想参选“门槛”一点也不高。</p><p>&nbsp;</p><p>　　在此前发布的2017年韶关市耗材及试剂配送商遴选公告中，对企业的参选资格要求，除了须持有基本的证照，还有就是无行贿证明、无重大违法声明这些。</p><p>&nbsp;</p><p>　　而诸如企业注册资金、年销售额、纳税额须多少万以上，企业须拥有多少立方米以上的冷库，须拥有多少冷链车车等等，这些在其他推行集中配送地区出现过的遴选“门槛”，韶关市都没提。</p><p>&nbsp;</p><p>　　但是，鉴于珠海市的前车之鉴，已经可以想象到韶关市此次遴选的结果了：超过8成、甚至接近9成的参与企业，最终很可能都要被淘汰出局，留下来的也仅是极少数实力强悍的大流通商而已。</p><p>&nbsp;</p><p>　　在让大量中小配送商被出局这一点上，耗材“统一配送”改革的杀伤力，要显著超过耗材“两票制”。</p><p>&nbsp;</p><p>　　以陕西省铜川市为例，该市公开遴选耗材“两票制”配送商之后，成功留下来的配送企业数量还有71家，覆盖范围也仅是12家医疗机构。</p><p>&nbsp;</p><p>　　而广东省珠海市，覆盖全市64家医疗机构的遴选，成功留下来的配送商仅有12家。</p><p>&nbsp;</p><p>　　还需要值得注意的是，从今年起，广东省推进医改的力度明显在加强。珠海市之后，不仅仅是韶关市要落地耗材GPO采购+两票制+统一配送改革，深圳市也要在医用耗材和医疗设备领域探索实行GPO采购，佛山市要实行耗材GPO采购+统一配送改革，就连广州市也传出要实行耗材GPO采购+统一配送的讯息来......</p><p>&nbsp;</p><p>　　 “统一配送”俨然成为了广东省各地医改的热门选择，之前有传的“广东要做医用耗材统一配送的省级改革试点”，看来，也是要成真的。</p><p>&nbsp;</p><p>　　 “GPO团购”主要剑指耗材采购价格大幅降低，而“统一配送”则剑指耗材流通市场的大洗牌。未来，在广东省，中小流通企业将生存愈发困难，而即便是“幸运”留下的大流通商，也将会直面医疗机构压制上游工商业、配送商业必须“让利”的局面。</p><p><br  /></p><p><br  /></p><p><br  /></p><p style="font-size: 16px;
