重磅！9部委专项整治医用耗材，涉及所有械企业、医院！

日前，国家9部委联合下发了一个文件，决定在全国范围内展开专项针对医用耗材的联合整治行动。 专项活动范围为全国医用耗材生产、流通企业、各级各类医疗机构。 时间则要从今年7月一直持续到12月31日，为期半年。活动分自查自纠、监督检查、总结交流3个阶段。 9部委联合纠风，今年剑指耗材 参与专项活动的部委包括：国家卫计委、药监总局、发改委、工信部、财政部、人社部、商务部、税务总局、工商总局。也即，纠正医药购销和医疗服务不正之风部际联席会议的9个成员。 由国家9部委共同参与的联合纠风行动每年都有，而今年，医用耗材成为了重点治理对象，并专门制定、下发《医用耗材专项整治活动方案》（以下简称《方案》），这是往年都不曾发生的事情。 可见，加强对医用耗材的监管、整治行业突出问题，已经被提升到了一个前所未有的高度。 此次专项活动由9部委制定《方案》并组织全国性督导检查，各省份也要制定本辖区整治工作方案，并及时向9部委上报本地检查结果。 需上报主要内容如下图：<img data-s="300,640" data-type="jpeg" src="http://mmbiz.qpic.cn/mmbiz_jpg/dx3KibwtDhvcJKl4fsbJlibcpWGzBllklIQjhB3EatHm90Nl3SE3EqmOibmahOaE0JE8aJQmnMNbibIXLTa2a2rSVw/0?wx_fmt=jpeg" class="" data-ratio="0.696875" data-w="640" /> 一个是查处企业情况，包括生产和流通企业各自的查处数量、处理和整改情况。对医疗机构的查处情况，重点在采购、价格、回扣、发票和使用上。 以下为《方案》中划定的重点整治内容： 查生产违规，7类产品重点整治 此次专项活动将检查生产企业的违规生产行为。 其中，重点整治一次性使用输液器具、一次性使用导尿管（包）、血管/非血管介入类、起搏器类、骨科植入类、口腔科材料、吻合器等产品。 查发票违法，过票、走票、倒票都要查 《方案》要求，查处非法使用发票、过票、走票、倒票等问题，加强对发票违法问题的案件移送和联合查处工作，深入挖掘发票违法行为背后影藏的不正之风问题。 在去年的山东疫苗大案、及今年的“两票制”加速落地之后，在药品领域，查发票已然成为各地检查的“标准动作”。针对耗材领域的专项查发票，并且是全国统一动作，此次活动也开了先河。 查高值耗材违规采购行为 《方案》要求，全面落实《高值医用耗材集中采购工作规范（试行）》，普遍开展以政府为主导、以省（区、市）为单位的网上高值耗材集采工作。核查各省（区、市）耗材集采流程建设、制度建设和有关配套建设，加大对相关机构未按高值耗材集中采购行为的处罚力度。 查耗材价格违法行为 《方案》要求，加强对医疗机构医用耗材价格行为的监督检查，严肃查处超过规定范围使用耗材多收费、多计或变相多计耗材多收费、违反自愿原则强制或变相强制患者使用耗材数量多收费等违法行为。 价格监管的重点是高值医用耗材，特别是植介入类耗材。 查过度检查、治疗和回扣等行为 《方案》要求，加大对医务人员过度检查、过度治疗和违反“九不准”规定等行为的查处力度，对问题严重的医疗机构要追究相关领导责任。 注意，在“九不准”中，包括不准收受回扣、不准商业统方、不准开单提成、不准接受企业变相捐赠等。 查耗材捆绑设备销售 《方案》要求，加强对医疗机构耗材与配套使用设备采购行为的监督检查。严肃查处假借租赁、捐赠、投放设备等形式，捆绑耗材和设备销售等涉嫌商业贿赂不正当竞争行为。 医用耗材价格、耗占比等大公开 《方案》要求，推动医用耗材信息公开。主要耗材的价格、总体用量、各科耗占比纳入院务公开范围，医疗机构向患者也要提供所使用耗材的名称、品规、价格等详细信息。 此外，有条件的省份，应当将耗材集中采购价格等内容公开，接受外界监督。医用耗材质量大监管 《方案》要求，强化对医疗机构诊疗行为的监管，规范医用耗材通用名管理，对耗材使用量动态监测，开展耗材质量评价。 滥用耗材的医生，将被约谈 《方案》要求，探索建立医用耗材长效监管机制。其中包括，医疗机构要加强对医用耗材的内部管理，重点监控高值耗材使用情况，对耗材使用超过同学科平均水平的医生，进行病例的追溯再评价，并根据评价结果进行约谈。 此外，要严格临时采购医用耗材的管理。 <p style="max-width: 100%;
