医药网讯　北京三级医院将全部设康复科。 　　据《北京日报》报道，在一近日的场学术论坛上，北京市卫计委康复护理处处长郗淑艳透露，预计到2020年，“北京市要建立综合医院康复医学科，建立二、三级康复医院。”届时，北京市康复医疗服务体制、机制、模式和政策法规体系基本完善，康复医疗服务网络基本形成。 　　据介绍，自去年起，北京市卫生计生委分期分批推动部分公立医疗机构向康复医疗机构转型，其中二级和一级医疗机构优先参与改革。首批确定西城区展览路医院、朝阳区南磨房社区卫生服务中心等6家医疗机构，今年又确定西城区广外医院、海淀区羊坊店医院等6家医疗机构开展转型工作。 　　据报道，未来全市所有三级医院都将开设康复医学科。目前北京市卫计委正在对三级医院进行摸底调查，制定三级医院康复医学科的评估标准，以此来督促三级医院尽快完善康复医学科。 　　分级诊疗的重要环节 　　那么，为啥要让三级医院全部设立康复科，部分二级医院转型为康复医院呢？ 　　据了解，国内外经验都证明，康复机构是分流大医院患者的重要渠道之一。康复医疗机构的存在也为部分康复患者提供了一个分流的渠道，可以有效缓解大医院的“战时状态”。 　　当前，我国医疗资源还存在供需矛盾突出，患者无序就诊，三级医院人满为患，一二级医院资源闲置，基层机构门可罗雀。这就需要落实分级诊疗政策。而据专家届时，建立分级诊疗体系，开展康复医疗，不仅能够有效缓解医疗结构性问题，而且能够大幅缩减患者开支，在一定程度上缓解看病难、看病贵。 　　康复医疗市场广阔 　　近年来，我国老龄化进程日益加速。据统计，我国老龄人口已突破2亿大关。不仅如此，我国还有8300万残疾人和3亿多慢性病患者的巨大康复需求，这对转变康复医疗服务方式、提高康复服务能力提出了更高要求。 　　据不完全统计，2012年我国医院康复医学科门急诊人次达2141.7万次，较2011年增加了454.8万次，同比增幅达26.96%。截止2014年底我国医院康复医学科门急诊人次达3109.3万次，2015年我国医院康复医学科门急诊人次超过4000万次。分析人士认为，这些都意味着康复医疗产业面临巨大的市场需求。 　　有需求就有市场，在康复医疗巨大社会需求的驱动下，近年来，民营医疗机构也开始逐步介入。早在2007年，上海阳光康复中心就在松江新城开工建设。2013年初，北京和睦家康复医院开业，还吸引了心脏康复倡导者胡大一教授的加盟。在公立医院方面，去年14家北京市属医院联合启动了康复体系试点，这就意味着公立医院的患者可以转诊到专业的康复医疗机构。 　　人才紧缺是个难题 　　据《医学界》观察，目前我国的康复医疗依然存在着不少问题，康复医生的缺乏、医生和患者的认知以及康复医疗产生的高额费用都是制约康复医疗产业发展的瓶颈。而这其中，最大的瓶颈是人才。
