1.75em;">5月31日上午，国家医保局正式挂牌。根据国务院改革方案，将人力资源和社会保障部的城镇职工和城镇居民基本医疗保险、生育保险职责，国家卫生和计划生育委员会的新型农村合作医疗职责，国家发展和改革委员会的药品和医疗服务价格管理职责，民政部的医疗救助职责整合，组建国家医疗保障局，作为国务院直属机构。人民群众看病报销、异地结算是不是报得更多、更方便？记者采访了权威专家，进行解读。</p><p style="margin-bottom: 5px;line-height: 1.75em;"><strong>将3种基本医保统一到一个部门管理，业界期盼已久。专家普遍认为，这将有利于促进公平，让每个人都在同一制度下享受保障。</strong></p><p style="margin-bottom: 5px;line-height: 1.75em;">中国社会保障学会会长郑功成说：“我国医疗保障改革与制度建设将自此由部门分割、政策分割、经办分割、资源分割、信息分割的旧格局，进入统筹规划、集权管理、资源整合、信息一体、统一实施的新阶段。”</p><p style="margin-bottom: 5px;line-height: 1.75em;">“长期以来，医保管理体制存在政出多门、职能分散的弊端，部门的多头管理导致了医保制度无法衔接，人员重复缴费，政府重复补助，患者重复报销，医保监管医疗机构力量分散等问题。”南开大学经济学院风险管理与保险学系教授朱铭来说。他认为，<strong>医保制度统一由医保局管理后，将极大地增进未来医疗保障政策制定和实施的全局性、系统性、协调力和执行力。</strong></p><p style="margin-bottom: 5px;line-height: 1.75em;">我国卫生总费用已超过4万亿元，而且还在不断增长，医保支付压力巨大。减少资金浪费，医保管理需要不断提高使用效率。<strong>专家认为，统一管理医保制度，有利于发挥医保对医疗行为的监管作用，从而遏制大处方、大检查等过度医疗现象，减少医保资金的花费，控制医疗费用不合理增长。</strong></p><p style="margin-bottom: 5px;line-height: 1.75em;">郑功成认为，<strong>组建医保局将消除资源分割格局，使医疗保险基金使用效率得到提升，统一的信息系统将大幅度降低制度运行成本。另外，医保局作为参保人唯一的代理人，在控制医疗费用方面更具话语权。</strong></p><p style="margin-bottom: 5px;line-height: 1.75em;">北大医学部主任助理吴明表示，医保局的设立有利于“三医”联动，推动公立医院转变运行机制，从而更有效实现医改目标，让老百姓从中受益。她说，以往一个文件的出台和工作落实，需要相关职能部门达成共识、相互协调，当出现各部门目标、工作重点和对问题的认识不完全一致时，容易出现效率低下、部分改革措施不能够完全落地等状况。“三保”以及医疗服务价格等职能统一到一个部门管理，减少了沟通协调成本，“三医”之间的联动更加顺畅。</p><p style="margin-bottom: 5px;line-height: 1.75em;">“对老百姓来说，虽然目前城镇职工医保的保障水平较高，居民医保、新农合仍难与其整合，但是归属同一个部门管理，为制度整合打下基础。”吴明说。</p><p style="margin-bottom: 5px;line-height: 1.75em;">朱铭来说，医保局此次还整合国家发改委的药品和医疗服务价格管理职责，其目的在于解决医药流通环节的积弊，促进医疗服务规范化。<strong>可以预期，未来医保在药品、医疗服务定价的主导权，将对严格控制医疗机构不合理的医疗费用支出发挥重大作用。</strong></p><p style="margin-bottom: 5px;line-height: 1.75em;">对大病患者、需救助的特殊人群来说，保障力度将加大。朱铭来说，目前各地的城乡居民的基本保险和大病保险政策由人社部门制定，筹资中70%—80%为国家财政补助。而医疗救助的任务由民政部门负责，救助基金也由财政支付。尽管资金来源相似，但使用规模不同，保险属于普惠形式保障，而救助针对低保和贫困人口属于特惠形式保障，这造成保险资金使用过于宽泛，而救助资金力度又明显不足。<strong>此次医保局同时整合了医疗救助职能，有利于对保障政策统筹安排，对因病致贫的界定与补偿方式建立统一标准，及时核查评估，从而有效解决因病致贫因病返贫问题，打好脱贫攻坚战。</strong></p><p style="margin-bottom: 5px;line-height: 1.75em;">郑功成认为，医保管理部门的统一，对医药价格与医疗行为实现更加有效的直接管治，现实中存在的过度医疗、重复检验、大处方乃至医患合谋侵蚀医保基金的现象将得到有效遏制。同时，可以为患者异地就医的结算提供更加便捷的服务，更加有力地督促医疗机构提高服务质量。</p><p style="margin-bottom:
