data-role="paragraph"><p><br  /></p></section></section><p><span>医保电子凭证通过实名和实人认证，采用国产加密算法，数据加密传输，动态二维码展示，确保了个人信息和医保基金使用安全。</span></p><p><span><br  /></span></p><p><span>为方便参保人使用医保电子凭证，国家医疗保障局开发了相应的国家医保服务平台APP，届时参保人可在各大主流APP商城、应用商店下载使用。</span><span>也可以打开支付宝“卡包”，选择“医保电子凭证”，并激活、进行身份验证后使用。</span><span>在微信关注“我的医保”公众号，激活医保电子凭证，也可以开通使用。</span></p><p><span><br  /></span></p><p><span>首期先行测试的7省市参保居民可以开通使用，后续全国其他地区也将陆续开通使用。</span><span>在济南，当天已有不少参保居民开通医保电子凭证，并实现在济南市中心医院、济南市第一人民医院互联网医院、药店进行看病、买药、支付全流程使用。</span><span>复旦大学公共卫生学院卫生经济学教研室主任应晓华认为，医保电子凭证相当于给了参保人一个互联网身份，挂号看病、诊疗、支付形成了完整的闭环，并且突破了地域限制，将极大地便利人们的看病买药行为，推动医保的管理和服务走向更高水平。</span></p><p><span><br  /></span></p><p><span>国家医疗保障局副局长施子海表示，医保电子凭证的开通使用，标志着参保人将拥有一人一码的医保电子身份凭证，医保业务的办理和支付更加方便快捷。</span><span>国家医疗保障局将不断探索创新，深入研究引入5G和区块链等先进技术，加快完善电子凭证功能和推广应用，不断优化设计、完善功能、简化流程，提升群众使用体验，加强业务协同，推进医保治理体系和治理能力现代化，提升为民服务质量和水平，让更多便民举措更加广泛地惠及人民群众。</span></p><p><br  /></p><p><a
