/></p><h2><span><strong><span>大同：市级首批低值耗材集采，三品种节约1076万</span></strong></span></h2><section><br  /></section><section><span>原本以为只有高值耗材才会被率先开刀，其实部分地区已从低值耗材入手了！</span></section><section><br  /></section><p><span>据《大同新闻网》报道，目前，山西大同市医疗机构联盟试点采购首批低值医用耗材于6月1日落地，在大同市62家医疗机构实施。市级首批低值医用耗材锁定正压型留置针、血液透析器和普通输液器3个品种，预计全年可节约采购资金1076.59万元。</span></p><p><span><br  /></span></p><p><span>低值医用耗材主要是指医疗机构在开展医疗服务过程中经常使用的一次性卫生材料（如输液器、注射器、留置针、引流管等）。大同市医保局采取公开招标的模式，最终正压型留置针中选产品平均降幅74.48%，最高降幅79.30%；血液透析器（中底通量）中选产品平均降幅58.08%，最高降幅86.15%；普通输液器中选产品平均降幅40.17%，最高降幅77.36%，竞价成效明显。</span></p><p><br  /></p><p><span><strong><span>"联盟版"耗材集采加速</span></strong></span></p><p><br  /></p><p><span>目前多个省市已针对医用耗材的带量采购发文，部分以地区联盟的形式出现，即省际联盟、城市之间联盟。</span></p><section><br  /></section><section><span>据《21世纪经济报道》消息，一位刚参加完京津冀及黑吉辽蒙晋鲁(3+6)医用耗材人工晶体企业负责人表示，已经中标，目前在等待医保报销比例等进一步细则出台。他透露西部14省际联盟、江浙沪联盟已经向企业收集基础信息，相关带量采购招标或即将开始。</span></section><section><br  /></section><section><span>今年3月中旬，国家医保局曾明确要求要在未来6个月内(即9月中旬前)，对11个试点省份(江苏、安徽、福建、青海、上海、浙江、湖南、重庆、四川、陕西和宁夏)开展高值耗材带量采购工作，其余23个省份及城市也要积极跟进。</span></section><section><span><br  /></span></section><section><span>据了解，目前已经有多个省市(正)组织医用耗材带量采购。5月9日，首批人工晶体类眼科耗材集中带量采购会在天津召开，确定了京、津、冀、黑、吉、辽、蒙、晋、鲁九省份联合带量采购人工晶体类眼科耗材工作正式展开。</span></section><p><br  /></p><p><span>5月21日，重庆医保局发布《重庆市医疗保障局贵州省医疗保障局云南省医疗保障局河南省医疗保障局关于组织开展医用耗材集中带量采购的公告》（下称三省一市），采购品种为吻合器、补片、胶片3类医用耗材。其中，吻合器和补片是高值耗材，胶片是低值耗材。</span></p><p><br  /></p><p><span>5月25日，浙江省药械采购中心拟订《浙江省公立医疗机构部分医用耗材带量采购文件（征求意见稿）》。采购品种为药物支架、冠脉介入球囊、骨科髋关节，采购周期为2年，年采购量为浙江省内公立医疗机构2019年全年交易量的80%。</span></p><p><br  /></p><section><span>而近日，淄博市医疗保障局也发布了《关于七市医用耗材联合采购拟中选企业及产品名单的公示》，此次带量采购被称为山东范围内“史上规模最大”“砍价超狠”的一次谈判。</span></section><section><span><br  /></span></section><section><span>据《21世纪经济报道》记者了解，淄博市医保局发起的七市药械采购联盟医用耗材联合采购议价，涉及吸氧装置、注射器、采血针、导尿管、导尿包5大类19个规格产品，共吸引100余家国内外知名企业报名，经审核最终确定88家企业参与谈判。</span></section><section><span><br  /></span></section><section><span>参与集采耗材降价明显。某厂家的吸氧装置市场价46元，砍价后12.9元，降幅达72%，为全场最高降幅耗材。而据现场预估，采血针的降幅大约在50%，其他品类也有较大降幅。</span></section><section><span><br  /></span></section><section><span>高值耗材的竞争也不亚于普通耗材。上述人工晶体负责人向记者表示，在上述3+6联盟采购中，经过9天两轮谈判，5月18日最终的采购谈判结果出炉，近一半人工晶体企业被淘汰。此次联盟带量采购涉及人工晶体共有31.39万片，年采购金额9.34亿元，议价之后的成交价格降了2.92亿元。</span></section><section><span><br  /></span></section><section><span>“对于联盟带量采购，我们是比较积极并拿出了非常有诚意的价格，因为联盟承诺了量，给了我们进入市场的机会。去年安徽、江苏也以公立医疗机构采购联合体等形式对骨科植入(脊柱)类、眼科(人工晶体)类产品进行了带量采购，但没有承诺量，所以当时企业积极性并不高。”上述人工晶体企业负责人表示。</span></section><section><br  /></section><section><span><strong><span>耗材国家集采“呼之欲出”<br  /></span></strong></span></section><p><br  /></p><p><span>而近日，业内流出一份国家医保局价采中心关于三类应用耗材采购情况通知的文件，报送内容为省级医用耗材集采平台冠脉支架、冠脉球囊、人工晶体(高值耗材)三类产品2019年采购价格和采购量。</span></p><p><span><br  /></span></p><p><span>据业内人士透露，上述文件实际是一份国家集采摸底文件，目前相关企业信息都已经收集完成。紧拉着，就在5月28日，国家医保局官微挂出了一则“陈金甫副局长主持召开高值医用耗材集中采购改革行业座谈会”消息，短短56个字，信息量巨大，这也被业内认为是耗材“国采”的前哨，而上述的这三类产品或许将是首批被纳入高值耗材国家集采试点的品种。</span></p><p><br  /></p><p><span>其实这也早有铺垫。5月初，国家医保局局长胡静林在天津进行的一次调研中便透露了一些信息。调研期间，胡局长出席了天津等九省份联盟采购高值医用耗材申报信息公开大会。他表示，本次天津、北京、河北、辽宁等省区市联盟采购人工晶体，是继去年安徽、江苏高值医用耗材集中带量采购破冰后又一重大进展，彰显了以天津牵头的联盟地区医保部门敢啃硬骨头的责任担当。</span></p><p><br  /></p><p><span>值得关注的是，胡静林表示希望联盟地区以本次采购为起点，将更多质优价宜产品纳入采购范围，为全国普遍开展高值医用耗材集中带量采购探索经验。可见，国家医保局有意将高值耗材的集采推广至全国，而5月28日国家医保局官微发布的短短54字的消息，似乎也证实了这一趋势。</span></p><p><br  /></p><section><span>如果按照药品“4+7”带量采购，以上海为牵头城市进行试点，逐步扩围到全国范围。那么，如今耗材“3+6”、三省一市联盟，也大有当初药品“4+7”集采之势，同样以个别品种、局部试点开始，而耗材的国家版带量采购，也很可能在现有联盟的基础上逐渐扩围或扩大品种。</span></section><p><br
