削减23.6亿！国家医疗大设备采购收紧？

/></p></p><p><br  /></p><p><span>值得注意的是，在一般公共预算支出表中，国家卫健委明确，<strong>2020年公立医院的预算为573382.07万元，同比2019年的执行数减少了29.11%。</strong></span></p><p><span><br  /></span></p><p><span>换句话说，<strong>2020年国家医保局对公立医院的拨款将同比去年（2019年）减少近三成。</strong></span></p><p><span><br  /></span></p><p><span>通过数据显示，不同类型的公立医院财政支出下降幅度略有不同，其中<strong>综合公立医院2020年的预算数同比去年下降了41.8%。</strong></span></p><p><span><br  /></span></p><p><p><img /></p></p><p><br  /></p><p><span><strong><span>全国公立综合医院，医疗设备配置收紧</span></strong></span></p><p><span><br  /></span></p><p><span>事实上，综合公立医院财政拨款的减少，首先要削减的就是医疗设备配置的预算。</span></p><p><span><br  /></span></p><p><span>尤其是大型医疗设备的配置，早前多地医院存在举债配置大型医疗设备的现象，但是实际使用较少，造成资源浪费和长期欠款。</span></p><p><span><br  /></span></p><p><span>就在5月底，据国家卫健委官网消息，为全力做好新冠肺炎疫情防控工作，2020年甲类大型医用设备配置规划剩余数量暂时无法确定。并且对于价值超3000万元大型医疗设备配置许可暂缓发放。</span></p><p><span><br  /></span></p><p><span>可以见得，至少在2020年公立医院大型设备的配置必然会收紧。而其他医疗设备也只会在临床需求的前提下采购，公立医疗设备市场会相应收缩，对于经销商来说竞争将会更加激烈！</span></p><p><span><br  /></span></p><p><span><strong><span>政府预算收紧，器械市场“控费潮”加剧</span></strong></span></p><p><span><br  /></span></p><p><span>与此同时，医保可以支配的资金也将逐渐变少。可想而知，未来医保势必会通过深入推进医保改革，采取各种手段来节省、高效利用医保资金。</span></p><p><span><br  /></span></p><p><span>在医院日常的医疗器械、医用耗材采购中，从降成本的角度考虑，各地医保无疑也将进一步推进院内医用耗材控费工作的落地。与此同时，医疗器械行业的带量采购也将加速推进。</span></p><p><span><br  /></span></p><p><span>不仅如此，随着目前医用耗材虚高水分压缩工作的不断深入，各个地区按疾病诊断相关分组（DRG）付费也在不断的进行。</span></p><p><span><br  /></span></p><p><span>与医用耗材带量采购不同的是，耗材带量采购往往只是选取几个品种进行以量换价，而DRG付费的落地，意味着与疾病病种相关的大批耗材和医疗设备将全部被纳入控费范围。</span></p><p><span><br  /></span></p><p><span>医保通过督促医院将医用耗材、检查费用由收入转变为医院成本，使医院和医生主动减少并规范院内耗材、设备的使用。医院开销减少后，对医疗器械经销商影响也将会是巨大的。</span></p><p><span><br  /></span></p><p><span>对于医疗器械行业来说，无论是带量采购还是DRG付费的执行，目的都是控制费用。在重点监控之下，未来械企和经销商无疑将会迎来一波又一波的“价格战”和“控费战”。</span></p><p><span><br  /></span></p><p><span>除了在成本层面控费之外，目前国务院、医保局对医用耗材的专项治理也逐渐向医疗行业的反腐行动蔓延。</span></p><p><span><br  /></span></p><p><span>现阶段，医疗领域的腐败，必然意味着对医保资金的变相腐蚀。在对带金销售、商业贿赂的不断整治下，国家对于医械企业的惩罚制度也在不断地完善。</span></p><p><span><br  /></span></p><p><span>此前，在国家医保局发布的对医药领域商业贿赂等违法行为深入打击和治理的文件中曾明确，未来在医疗反腐中，国家要开始采取吊销营业执照、许可证等方式对医械企业进行处罚。</span></p><p><span><br  /></span></p><p><span>可以说，在国家的重拳出击下，购销环节的“黑色腐败链”正在慢慢的被清理。</span></p><p><br  /></p><p><br  /></p><p><span><strong><span>附详细预算名录</span></strong></span></p><p><br  /></p><p><strong><span>下降项：</span></strong></p><p><br  /></p><p><strong><span>职业病防治医院：</span></strong><span>2020年预算数为4,897.19万元，比2019年执行数减少5,408万元，下降52.48%；</span></p><p><br  /></p><p><strong><span>精神病医院：</span></strong><span>2020年预算数为5,702.62万元，比2019年执行数减少4,506万元，下降44.14%；</span></p><p><br  /></p><p><strong><span>妇幼保健医院：</span></strong><span>2020年预算数为12,372.21万元，比2019年执行数减少5,158万元，下降29.42%；</span></p><p><br  /></p><p><strong><span>儿童医院：</span></strong><span>2020年预算数为5,782.3万元，比2019年执行数减少2,130万元，下降26.92%；</span></p><p><br  /></p><p><strong><span>其他专科医院：</span></strong><span>2020年预算数为99,840.95万元，比2019年执行数减少74,746.27万元；</span></p><p><br  /></p><p><strong><span>其他公立医院：</span></strong><span>2020年预算数为102,400万元，比2019年执行数增加102,400万元，下降42.81%。</span></p><p><br  /></p><p><strong><span>疾病预防控制机构：</span></strong><span>2020年预算数为28,553.18万元，比2019年执行数减少1,003.37万元，下降3.39%；</span></p><p><br  /></p><p><strong><span>突发公共卫生事件应急处理：</span></strong><span>2020年预算数为14,665.9万元，比2019年执行数减少661万元，下降4.31%；</span></p><p><br  /></p><p><strong><span>其他公共卫生支出：</span></strong><span>2020年预算数为39,811.69万元，比2019年执行数减少206.41万元，下降0.52%。</span></p><p><br  /></p><p><strong><span>上升项：</span></strong></p><p><br  /></p><p><span>卫生健康支出中，用于妇幼保健机构项的预算数为100万元，比2019年执行数增加了17.6万元，增幅超过20%，主要是增加妇幼保健机构公共卫生的财政投入。</span></p><p><br  /></p><p><strong><span>其他专业公共卫生机构：</span></strong><span>2020年预算数为22,508.53万元，比2019年执行数增加7,656.16万元，增加55.15%，主要是增加癌症防控机构公共卫生投入；</span></p><p><br  /></p><p><strong><span>重大公共卫生服务：</span></strong><span>2020年预算数为16,554.59万元，比2019年执行数增加299.59万元，增加1.84%；</span></p><p><br  /></p><p><span>此外，国家卫健委公布的对外援助的预算、国际组织会费的预算，上涨的幅度都分别超过20%和55%。</span></p><p><span><br  /></span></p><section><span>来源：国家卫健委、腾讯网、雷锋网等</span></section><section><br  /></section></section></section></section></section></section></section></section></section><section
