/></p></section><section><br  /></section><section><span>近日一场全国范围内整治“傍大腿”的定点清理行动即将展开。</span></section><section><br  /></section><section><span>7月22日，国家卫生健康委、民政部、市场监管总局、国家中医药局4部门共同公布了《关于进一步规范医疗机构名称管理工作的通知》（以下简称《通知》），将对医疗机构名称乱象问题开展“大整顿”，明确提出相关部门要对辖区内所有医疗机构名称进行排查清理，对于违规命名的，依法指导其变更名称。</span></section><section><br  /></section><section><p><img /></p></section><section><br  /></section><section><span>5月29日，国家市场监管管理总局官网曾发布《关于对知名医院等机构被冒牌问题开展清理整治的通知》，提出加强对知名医院等机构字号的保护，重点查处擅自使用知名医院等机构具有一定影响的标识的仿冒混淆行为。</span></section><section><br  /></section><section><span>“医学界”注意到四部门的《通知》在整治知名医院等机构被冒牌问题外，还明确部门分工，明确要求医疗机构名称中不能擅自使用“国际”字样等。</span></section><section><br  /></section><section><span>《通知》要哪些亮点呢？内容盘点如下：</span></section><section><br  /></section><section><span><section &nbsp;明确分工</strong></p></section></section></section></span></section><section><br  /></section><section><strong><span>《通知》明确要求四部门严格履行名称管理职责，明确四部门的分工。</span></strong><span></span></section><section><br  /></section><section><span>卫生健康行政部门（含中医药主管部门，下同）负责核准医疗机构名称。市场监管部门负责登记营利性医疗机构的企业、个体工商户名称。民政部门负责登记社会办非营利性医疗机构的民办非企业单位名称。各部门应当按照法律法规规定的权限、程序和条件准确核查、登记名称。</span></section><section><br  /></section><section><span>此外，《通知》提出要建立完善医疗机构名称信息共享机制和执法联动机制，在审批受理环节实行不规范名称预警提示，在日常监管中及时发现和纠正不规范医疗机构名称。要进一步畅通投诉举报渠道，增强医疗机构和社会公众依法维权意识，共同维护良好的医疗秩序。</span></section><section><br  /></section><section><span><section 无授权不登记</strong></p></section></section></section></span></section><section><br  /></section><section><span>“协和”等一批知名医院为何会遍地开花，很重要的原因是北京协和医院不能独享“协和”字样，这给了部分民营医院“蹭名院”的机会。</span></section><section><br  /></section><section><span>针对这种问题，《通知》提出卫生健康行政部门和市场监管部门要逐步建立完善知名医院字词库和名称禁限用字词库。<strong>对于申请登记含有协和、同仁、华山、湘雅、齐鲁、华西等知名医院相关字词的，无相关授权的，一律不予登记。</strong></span></section><section><br  /></section><section><span>《通知》要求医疗机构名称应当遵守《医疗机构管理条例实施细则》等规定的命名规则，与医疗机构类别、诊疗科目相适应，不得使用有损于国家、社会或者公共利益的名称，不得使用侵犯他人利益的名称，不得使用可能产生歧义或者误导患者的名称，不得利用谐音、形容词等模仿或者暗示其他医疗机构名称。</span></section><section><br  /></section><section><span><section data-style-id="22631"><section><section><p><strong>03</strong></p></section><section><p><strong>“国际范”也不行</strong></p></section></section></section></span></section><section><br  /></section><section><span>除了“蹭名院”之外，部分医疗机构名称走“国际范”路线也不行。</span></section><section><br  /></section><section><span>《通知》<strong>要求医疗机构名称中含有外国国家（地区）名称及其简称、国际组织名称、跨国家名称、“国际”字样的，</strong>应当符合《医疗机构管理条例实施细则》和《卫生部关于进一步规范医疗机构命名有关问题的通知》（卫医发〔2006〕433号）规定的条件，并按程序报国家卫生健康委、国家中医药局核准，未经核准，不得使用。</span></section><section><br  /></section><section><br  /></section><section><p><img
