mpa-from-tpl="t"><section><strong><span>国产大型医疗设备进院</span></strong></section><section><strong><span>官方明确全面推进！</span></strong><span></span></section></section></section></section><section><br  /></section><section><span>7月21日，广东省财政厅官网发布发布《广东省财政厅关于省政协十二届三次会议第20200567号提案答复的函》。就政协委员提出“规范政府采购进口产品管理，推动国产大型医用设备推广应用”做出明确答复。</span></section><section><br  /></section><section data-mpa-template="t" mpa-paragraph-type="image"><section><p><img src="image/20201014/e084b94e30d0aa72278e60d15b6a7dad_2.png" /></p></section></section><section><br  /></section><section><strong><span>其中，广东省财政厅明确提出：</span></strong><span></span></section><section><br  /></section><section><span>广东省卫生健康委将积极加大，公立医院对国产自主品牌大型医用设备配置的支持力度：</span></section><section><br  /></section><section><span>在实际操作中，明确市（县）级以下医疗机构首次配置大型医用设备的，以及市（县）级医疗机构配置第2台及以上的、地级市以上的医疗机构配置第3台以上的、明确用于特定专科使用的，原则上应选择国产设备。</span></section><section><br  /></section><section><span>也就是说，市县级以上公立医院，第2台及以上大型医疗设备配置，在实际执行落地时原则上全部选择国产；市县级以下的公立医院首台配置就要选择国产！</span></section><section><br  /></section><section><span>早前出台《广东省卫生健康委关于印发广东省2018-2020年乙类大型医用设备配置规划和技术评估标准（试行）的通知》（粤卫财务函〔2019〕28号），就明确提出积极鼓励公立医疗器械使用单位优先配置国产自主品牌乙类大型医用设备，逐步提高国产医用设备配置水平。</span></section><section><br  /></section><section><span>全面推进国产大型医疗设备进院，政策支持已经非常明显！</span></section><section><br  /></section><section><span>医疗设备，尤其是甲乙类或单价高于500万的大型设备，在大型三甲公立医院的金额占比日益高涨，比如有某专科医院，该类设备金额占比接近设备资产总额的百分之九十。此类设备市场份额相对集中，各个厂家的技术垄断性强，进口品牌仍占据市场较大份额。</span></section><section><br  /></section><section><span>但是就目前国际形势而言，要想在高端技术方面不被扼住喉咙，就必须得加强大型国产医疗设备领域的创新！</span></section><section><br  /></section><section><br  /></section><section data-mpa-template="t" mpa-from-tpl="t"><section mpa-from-tpl="t"><section mpa-from-tpl="t"><section><strong><span>严格限制进口！</span></strong></section><section><strong><span>近期落地执行</span></strong><span></span></section></section></section></section><section><br  /></section><section><span>本次文件还明确提出：近期，广东省财政厅将在充分调研及征求意见的基础上，进一步规范进口产品核准管理等有关工作，提出从严核准政府采购进口产品的工作要求。</span></section><section><br  /></section><section><span>并且广东省财政厅要积极与省科技厅、省卫生健康委等部门采取措施，有效规范进口产品采购。</span></section><section><br  /></section><section><span>早在2019年，广东省卫健委就发布《关于 2019 年省级卫生健康机构进口产品清单的公示》，纳入2019年广东省省级卫生健康机构进口产品目录清单的医疗设备，共计132种，试剂73种。</span></section><section><br  /></section><section><span>按照规定，政府采购应当采购本国货物、工程和服务，确需采购进口产品的要按有关规定进行审核论证，经财政部门核准后方可购买。</span></section><section><br  /></section><section><span>也就意味着，除了纳入《进口产品清单》的132种医用设备产品，省级公立医院在政府采购中，均需采购国产！</span></section><section><br  /></section><section><br  /></section><section mpa-from-tpl="t"><section><strong><span>国务院下达下半年医改任务！</span></strong></section><section><strong><span>释放支持国产设备进院重大信号</span></strong><span></span></section></section></section></section><section><br  /></section><section><span>6月，国家卫健委财务司最新发布了国家卫生健康委员会2020年部门预算，其中综合公立医院2020年的预算数同比去年下降了41.8%。</span></section><section><br  /></section><section><span>事实上，综合公立医院财政拨款的减少，首先要削减的就是医疗设备配置的预算。而高性价比的国产医疗设备会更受青睐。</span></section><section><br  /></section><section><span>就在7月23日，国务院下发的2020年下半年深化医改工作任务文件中，就明确提出：落实政府对符合区域卫生规划的公立医院基本建设和设备购置等投入政策，但是严禁举债建设。</span></section><section><br  /></section><section><span>可以看出，在疫情常态化的阶段，财政在医疗方面的投入势必会集中在防疫领域，而常规医疗设备的投入将更大程度的考虑到性价比，这也为国产医疗设备进院提供更好的机会。</span></section><section><br  /></section><section><span>近几年全国对于支持国产的呼声达到了顶峰，作为长期被进口品牌垄断的医疗器械行业，也成为了国家推进国产产品的一个重点领域。各省在允许采购进口医疗产品方面加大限制，在国产产品能够达到同等要求的情况下，坚决优先采购国产！</span></section><section><br  /></section><section
