/></p></section><section><br  /></section><section><span>8月13日，重庆市医保局发布《关于公示重庆市贵州省云南省河南省医用耗材联合带量采购拟中选结果的通知》，拟中选的34组共65个产品，全部议价成功，无一流标，平均降幅达64.77%。<br  /></span></section><section><br  /></section><section><span>令人叹为观止的是，【吻合器】18个分组，有31个产品确定为拟中选产品，平均降幅达73.13%，最高降幅竟达97.76%；【补片】11个分组，21个产品确定为拟中选产品，平均降幅达79.64%，最高降幅也高达96.11%。一个产品的价格降幅如此之高，仅剩下原价的2.24%和3.89%居然还可以去投标，拟中选，可想而知其原来的“毛利”有多么丰厚！</span></section><section><br  /></section><section><span>让人百思不得其解是，我国的药品、医疗器械二十几年来已经通过若干轮次的招标采购和制度改革，怎么还会有如此“暴利”的产品存在于世呢？</span></section><section><br  /></section><section><p><img /></p></section><section><br  /></section><section><span>我国公立医疗机构的药品招标采购始于1993年，河南省首开先河，实行了医院药品集中定点采购，据说医院的药品采购成本3年降了15%。随后，上海浦东也实行了医院药品进场公开采购制度，货比三家，集中交易，医院的药品进价越来越便宜。随着2000年《中华人民共和国招投标法》的实施，集中采购和招标开始挂钩，2000年到2001年，国务院办公厅、卫生部、国家经贸委、国家计委、药品监管局陆续出台了大量政策，推行医疗机构的药品集中招标采购制度。</span></section><section><br  /></section><section><span>2009年3月17日，中共中央、国务院向社会公布的关于深化医药卫生体制改革的意见，提出了“有效减轻居民就医费用负担，切实缓解‘看病难、看病贵’”的近期目标，以及“建立健全覆盖城乡居民的基本医疗卫生制度，为群众提供安全、有效、方便、价廉的医疗卫生服务”的长远目标，启动了新一轮医疗体制改革。2015年02月28日，国务院办公厅发布《国务院办公厅关于完善公立医院药品集中采购工作的指导意见》，要求各省（区、市）人民政府要加强对公立医院药品集中采购工作的组织领导，全面启动新一轮公立医院药品集中采购工作。</span></section><section><br  /></section><section><span>但上有政策、下有对策，魔高一尺、道高一丈，如果不是重庆8月13日的这一纸通知中，谁又能想到我国医疗器械价格的“含水量”也如此非同一般呢？</span></section><section><br  /></section><section><span>来源：重庆市医保局官网、无知茶屋</span></section><p><br  /></p><section><section><section
