/></p></p><p><span></span></p><p><br  /></p><p><span>《工作任务》要求完善重大疫情救治体系</span><span>，建设省公共卫生综合临床中心和区域重大疫情防控救治基地，推进传染病医院（院区）、传染病专科规范化建设。</span></p><p><span>&nbsp;</span></p><p><span>加强秋冬季新冠肺炎疫情防控，做好“五有三严”，即有防护指南、有防控管理制度和责任人、</span><span>有防护物资设备、</span><span>有医护力量支持、有隔离转运安排，严格发热门诊设置管理、严肃流行病学调查、严防医院院内感染。</span></p><p><span>&nbsp;</span></p><p><span>在此之前，国家层面已多次发布通知和文件，要求各地储备相关医疗器械。</span></p><p><span>&nbsp;</span></p><p><span>7月28日，国务院新闻办公室举行吹风会显示，支持每个省份改造升级1-3所重大疫情救治基地，承担危重患者救治和重要医疗设备储备任务。</span></p><p><span>&nbsp;</span></p><p><span>同时要完善应急医疗物资保障，引导医疗机构做好医用口罩、防护服、防护眼罩等储备，提升有效抵御第一波需求冲击的能力。强化可转换ICU的救治能力，</span><span>明确各级医院的ICU中都要按不同规模和功能配置呼吸机、心肺复苏、体外膜肺氧合等医疗设备。</span></p><p><span>&nbsp;</span></p><p><span>5月20日，国家发改委等部门公布《公共卫生防控救治能力建设方案》指出，每个城市改扩建1-2所现有医疗机构。</span></p><p><br  /></p><p><span>对于医用口罩等储备用量，要确保医疗机构储备质量合格、数量充足的医用口罩、隔离衣、眼罩等防护用品，一般不少于10日用量。</span></p><p><span>&nbsp;</span></p><p><br  /></p><p><span><strong>资金已下达，各地开始采购设备</strong></span></p><p><span>&nbsp;</span></p><p><span>&nbsp;</span></p><p><span>从目前进度来看，相关资金已下达到省级和县级地区，医疗器械的采购潮已经开始。</span></p><p><span>&nbsp;</span></p><p><span>如8月10日，吉林省财政厅发布《关于下达2020年公共卫生体系建设和重大疫情防控救治体系建设补助资金预算的通知》显示，</span><span>已下达公共卫生体系建设和重大疫情防控救治体系建设补助资金36920万元。</span></p><p><span>&nbsp;</span></p><p><span>主要用于支持新冠肺炎等重点传染病监测和能力建设、基层疫情防控能力提升、基层呼吸系统疾病早期筛查干预能力提升等公共卫生体系建设，以及县级公立医院医防结合能力建设、基层医疗卫生机构重大疫情救治能力提升等。</span></p><p><span>&nbsp;</span></p><p><span>此外，7月31日，根据广东省财政厅消息，</span><span>已下达各地和省直有关单位有关补助资金54910万元。</span></p><p><span>&nbsp;</span></p><p><span>不只是各省，目前补助资金已下达到县级层面。</span></p><p><br  /></p><p><span>8月20日，陕西省安康市汉阴县人民政府官网发布通知显示，</span><span>2020年应急物资保障体系建设补助资金1150万元已下达，其中医疗救治设备800万元，医疗救治药品和防护物资储备350万元。</span></p><p><span>&nbsp;</span></p><p><span>补助资金项目明细表显示，汉阴县县医院获得中央财政补助资金30万元用于采购防护服、口罩、消杀物资，中医院获得资金742万元用于购置64排CT，妇幼院获得资金98万元用于购置便携式彩色超声以及防护服、口罩、消杀物资。</span></p><p><span>&nbsp;</span></p><p><span>此外，卫健局（指挥部）获得资金200万元用于采购医用N95口罩、一次性医用外科口罩、一次性医用口罩、一次性乳胶手套、护目镜、面屏等医疗防护物资储备，具体如下图。</span></p><p><span>&nbsp;</span></p><p><p><img
