国务院：落实核酸检测要“四早”！行业迎来怎样的机遇？

data-tools="gulangu"><section><section><section><section><p><br  /></p><p><span>近日，一则国务院联防联控机制印发《进一步推进新冠病毒核酸检测能力建设工作方案》，让核酸检测再一次成为网上的热门话题。</span></p><section><p><br  /></p><p><span><strong>方案内容</strong></span></p></section><p><br  /></p><p><span>《方案》指出，及时开展核酸检测是落实“四早”要求的关键措施，也是做好常态化精准防控的基础和前提。党中央、国务院多次对提高新冠病毒核酸检测能力作出部署。</span></p><p><br  /></p><p><span>各地要高度重视，应对新冠肺炎疫情联防联控机制（领导小组、指挥部）要加强组织领导，统筹推进核酸检测能力建设工作，进一步提高疫情处置应对水平。</span></p><p><br  /></p><p><span>《方案》提出，到2020年9月底前，各地要实现辖区内三级综合医院、传染病专科医院、各级疾控机构以及县域内至少1家县级医院具备核酸采样和检测能力。</span></p><p><br  /></p><p><span>到2020年底前，所有二级综合医院具备核酸采样和检测能力，完成城市检测基地和公共检测实验室建设，充分发挥独立设置的医学检验实验室（以下称第三方实验室）作用，合理布局分区域机动核酸检测力量，形成快速反应的调集机制，具备在发生局部聚集性疫情时较短时间内完成人群核酸检测的能力。</span></p><p><br  /></p><p><span>《方案》从五个方面作出安排：</span></p><p><span><strong>一是提高日常核酸检测能力</strong>，部署各地按照地级以上城市城区每100万常住人口至少1家的标准和填平补齐的原则，依托三级综合医院<strong>建设城市检测基地</strong>，主要承担本地检测任务。</span></p><p><br  /></p><p><span><strong>二是建设机动核酸检测力量</strong>，在全国部署<strong>100家公共检测实验室</strong>，按照每个公共检测实验室检测能力1万份/天进行建设，<strong>配备移动方舱实验室</strong>，在全国形成100万份/天的机动检测储备能力。<span>引导、推动第三方实验室依法依规健康发展。发生疫情时，通过政府购买服务的方式吸收第三方实验室参与核酸检测。</span></span></p><p><span><br  /></span></p><p><span><strong><span>三是建立片区机动支援制度</span></strong><span>，将<strong>全国划分为8个片区，统筹片区内公共检测实验室、较大规模的第三方实验室等作为机动检测队伍</strong>，每个片区形成50万至70万份/天的机动核酸检测能力，实现5至7天基本完成全员核酸检测的目标。</span></span></p><p><span><br  /></span></p><p><span><strong><span>四是加强检测人员队伍建设</span></strong><span>，目前在岗的技术人员要于<strong>9月底前完成培训</strong>，新建扩建实验室增加的技术人员要在实验室建成时完成培训，做到机构和人员同时到位。五是建立核酸检测资源信息管理系统，推动全面、精准、动态掌握核酸检测机构和采样、检测人员信息，实现高效精准调动管理。</span></span></p><p><span><br  /></span></p><p><span>《方案》要求，各地各部门要进一步提高认识，落实责任，加大政策资金支持保障力度，加强检测技术方法优化创新和检测物资供应保障，做好有关实验室监督管理，确保如期、高质量完成建设任务。</span></p><p><br  /></p><p><p><img data-style-id="22631"><section><section><p><span><strong><br  /></strong></span></p><p><span><strong>01</strong></span></p></section><section><p><span><strong>核酸检测机构业务暴增</strong></span></p></section></section></section><section><br  /></section><section><span>据了解，在此次新冠疫情中，核酸检测机构的核酸检测业务量剧增，甚至达最大承载量，多家第三方机构的个人检测预约时间已经排到一周后，甚至6月30日前均已约满。拿北京多数检测机构的个人、团体等核酸检测业务每天的上限人数在500人左右。北京市另一家第三方医学检测机构谱尼医学检验实验室的工作人员曾透露，如果目前预约的话，已经预约到下月中旬，没有空余。</span></section><section><br  /></section><section><span>本次方案对大规模检测的推进，给一些企业带来检测压力的同时，也带来了业务增长的机会。<span>对于第三方实验室来说也是重大利好。作为核酸检测国家队的“队员”，ICL再次获得了官方的认可。值得注意的是，城市检测基地与公共检测实验室都可以为区域（大区内）提供服务，只有跨大区支援需要向国务院联防联控机制综合组提出申请。这些为区域提供检测服务的公立医疗机构，在开展业务的同时，也是公立医院区域检验中心模式的一种探索。</span></span></section><section><section data-style-id="22631"><section><section><p><span><strong><br  /></strong></span></p><p><span><strong>02</strong></span></p></section><section><p><span><strong>核酸检测试剂、试剂盒市场空间巨大</strong></span></p></section></section></section><section><br  /></section><section><span>除检验机构之外，由于下游第三方医学检测机构的核酸试剂需求量飙升，处于产业链上游的企业也因此尝到了甜头。</span></section><section><br  /></section><section><span>根据数据显示，2020年一季度，硕世生物、达安基因、东方生物、万孚生物、万泰生物、热景生物、华大基因、丽珠集团等股均实现归属净利润处于同比增长状态。其中，硕世生物在今年一季度实现归属净利润约为1.04亿元，同比上涨670.91%；万孚生物在今年一季度实现归属净利润约为9784.58万元，同比上涨34.82%。对于公司业绩增长的原因，万孚生物就提到公司疫情相关检测产品销售收入保持快速增长。</span></section><section><br  /></section><section><span><span>随着本次方案的进一步落实，核酸检测行业的加速发展，未来国内将具备过万家核酸检测能力的机构，核酸检测的操作和人员壁垒不复存在。核酸检测企业会极大受益于核酸基建完善带来的核酸检测行业的发展。</span>而如此巨大的市场需求也为试剂盒未来的销量提供了巨大的想象空间，这也是小编在疫情期间对检测检测试剂盒看好的一个重要原因。即使经过集采的压价，但是对于企业来说，仍有利润，长期看量后对企业是利好。</span></section><section data-style-id="22631"><section><section><p><span><strong>03</strong></span></p></section><section><p><span><strong>仪器研发企业也跟着吃肉</strong></span></p></section></section></section><section><br  /></section><section><span>对于IVD经销商来说更是机会，毕竟到2020年底前，所有二级以上综合医院都要具备核酸采样和检测能力，然而目前相关的仪器和试剂都有较大缺口，币冠生物就是是一家研发全自动核酸检测仪器和试剂的科技型公司，在疫情期间币冠生物创始人曾表示“产品还未上市，近几个月来，主动找上来接触我们的投资机构就有五六十家。”由此可见<span>这未尝不是一个巨大的市场。</span></span></section><section><br  /></section><section
