/></p></p><section><span>近日，国家发改委发布消息：根据国家药品安全规划，发改委向京津冀协同发展、“一带一路”建设、长江经济带发展、粤港澳大湾区建设、长三角一体化发展等国家发展战略区域有关省份下达了2020年医疗器械检测能力项目投资计划。</span></section><section><span><br  /></span></section><section><span>本次《计划》的内容重点包括：</span></section><section><br  /></section><section><br  /></section><section><span><span>重点提升康复器械、骨科植入物等领域和方向的检验检测水平，补齐新技术领域的检验检测能力短板。</span><span>针对新冠肺炎疫情，项目进一步提升快速检测体外诊断试剂、便携式医学影像设备、体温体征检测监护设备、车载医用电气设备等检测能力。</span></span></section><section><br  /></section><p><span>事实上，早在6月初，国家发改委就发布通知表示，要加快推进县城城镇化补短板强弱项，特别是补齐新冠肺炎疫情暴露出的短板弱项，其中明确提出要加快县级综合医院（含中医院）提标改造、县级疾控中心标准化建设、完善县级妇幼卫生健康服务机构等。显然，在上一次2020年卫生领域中央预算内投资中主要的重点还是在疫情之后公共医疗机构疾病防控能力的进一步建设上。而这次医疗器械投资检验检测能力建设项目投资计划中，本次主要的重点还是在疫情之后医疗器械检测的进一步建设上。</span></p></section><section><section><section data-style-id="22631"><section><section><p><strong><br  /></strong></p><p><strong>疫情期间核酸检测短板突出</strong></p></section></section></section></section><section><br  /></section><section><span>在这次长达8个月之久的全球抗疫中，核酸检测发挥了重要作用，一项发表在《自然》杂志上的研究认为，“60% 的新冠病毒感染者可能会表现出无症状或者症状轻微”，如果这些患者未能快速及时接受检测，将会导致更多人感染，不利于疫情防控工作的开展。</span></section><section><br  /></section><section><span>另外，国务院也发文明确表示：加快提高核酸检测能力，尤其是推进检测时间短、且无需实验室的核酸快速检测设备生产扩能，加大政策、审评审批等支持，协调帮助重点企业解决生产扩能中的困难。加快组织移动方舱实验室生产，吸纳更多具备条件的第三方检测机构参与核酸检测。</span></section><section><br  /></section><section><section><span>如今，在国内疫情控制平稳后，2020年进入下半年赛场，国家将恢复经济作为社会发展的头等大事，所以中央应对新冠肺炎疫情工作小组会议要求：加快核酸检测能力，让新冠病毒核酸检测走出实验室，是适应当下的疫情防控形势对科技战线提出的新课题。</span></section><section><br  /></section></section><section><section><p><img /></p></section></section><section><br  /></section><section><span>目前，前不久国务院联防联控机制已印发《进一步推进新冠病毒核酸检测能力建设工作方案》，《方案》指出，到2020年底前，所有二级综合医院具备核酸采样和检测能力，完成城市检测基地和公共检测实验室建设，充分发挥独立设置的医学检验实验室（以下称第三方实验室）作用，合理布局分区域机动核酸检测力量，形成快速反应的调集机制，具备在发生局部聚集性疫情时较短时间内完成人群核酸检测的能力。各地要积极采取措施，引导、推动第三方实验室依法依规健康发展。发生疫情时，通过政府购买服务的方式组织第三方实验室参与核酸检测。建立片区机动支援制度，统筹片区内公共检测实验室、较大规模的第三方实验室等作为机动检测队伍，每个片区形成50万—70万份/天的机动核酸检测能力。下一步，核酸检测能力将进一步加强。</span></section><section><strong><section data-style-id="22631"><section><section><p><br  /></p><p><strong>发力医疗器械，补齐新技术领域的检验检测能力短板</strong></p></section></section></section></strong></section><p><br  /></p><p><span>随着越来越多的医疗企业的入局，发力医疗器械领域，行业规模将进一步壮大，很多实力强大的械企将会从中脱颖而出，并发力高端领域，我国医疗器械产业瓶颈有望得到解决。</span></p><p><br  /></p><p><span>目前国际市场上，影像大型设备、心血管、体外诊断、眼科、骨科与内窥镜是医疗器械产业中附加值较高的几大领域。</span></p><p><br  /></p><section><span>骨科医疗器械作为医疗器械行业的重要子行业之一，一直是行业竞争的重要板块，从骨科医疗各细分领域来看，创伤类产品规模占比较高、脊柱和关节类产品增速相对较快。</span></section><section><br  /></section><section><span>据公开数据显示，在市场渗透率方面，我国创伤、脊柱和关节市场渗透率分别为 4.9%、1.5%和&nbsp;0.6%，美国分别为66%、38%、43%，相比于发达国家，我国仍然有较大的差距，未来具有较大的发展潜力。</span></section><section><br  /></section><p><span>而在前不久的<span>2019年度中国医疗器械(含IVD)企业TOP20排行榜</span>，可以看到<strong>微创医疗从第11名升至第4名，</strong><span>高值耗材也在2020年也迎来了大幅度增长。此次的大幅增长也有一部分原因取决于今年1月份对集中采购药品和医用耗材的落地。耗材带量采购落地也是今年医疗保障的重点任务。所以一部分骨科企业开始因政策加持而受益，</span>随着本次计划的落实骨科医疗器械市场未来也将加速扩容。</span></p><section><br  /></section><section><span>此外，相对于医疗器械，康复器械的产业化发展速度要缓慢很多，我国医疗类康复设备及病房护理设备的市场规模为200亿-300亿之间，年增速15-20%。由于康复器械由于具有“大品类，小市场”的特点，行业集中度普遍较低，上市公司中尚没有以康复器械作为主营业务的公司。随着近几年，在国家政策的引导下，康复医院、康复科的建设进入快车道，未来人们对于康复医疗领域的需求也将越来越巨大，随着此次计划的出台，未来康复医疗器械的市场潜力也会越来越大，研发与生产厂商可以重点布局。</span></section><section><br  /></section><section><span><strong><span>总结</span></strong></span></section><section><br  /></section><section><span>随着医疗器械检测行业的发展和技术的不断进步，有关政府对检测机构的要求也将越来越高。下一步，医疗器械检测的发展将着眼于全国，本次计划的实行将覆盖在“长三江发展区”、“粤港澳大湾区”、“一带一路建设区”等21个省份的医疗产业。我们相信通过此次检测能力的建设出台，未来医疗器械发展水平将迈上新的台阶！</span></section></section><p><br  /></p></section><section><br  /></section></section></section></section></section><section><section><section
